The Council net in regular session,the meeting was called to order by the City Clerk.
First order of business,to appoint a Mayor Pro-tern in the Mayor's absence.The
motion by Hilderbrand seconded by Stadshaug,councilman Russell Stark be Mayor Pro-tern
in the Mayor's absence.
The meeting was called to prder by Mayor Protem Russell Stark,councilman present were:
Frank Holmes,Harold Stadshaug,William Hilderbrand,Russell Stark,John Dietzen and
Fred Krueger.Alex Law was absent.
The minutes of the last regular council meeting of April 25th,were approved as
corrected.
BILLS;were audited by the council.The motion by Dietzen seconded by Stadshaug,
bills be paid and warrants drawn.Motion carried.

BIDS ON FIRE ALARM SYSTEM:Two bids received that of Columbia Basin Airmaster & Fire
Protector Co,of Moses Lake,with a Cashier's Check in the amount of $2,073.90,total
bid,$1*3,137.12,Western Electric Fire Alarm Co,Vancouver,Wn.with 5$bid bond,total
bid $31,096.00.Motion by Dietzen seconded by Hilderbrand,bids be turned over to N
the City Manager and Fire Chief,to tabulate and study and report back at the next
regular council meeting on May 23,196l.Motion carried.
^,BIDS ON AIRPORT:Letter from Basin Paving Co,to Acting City Engineer,J.Garth
S)Anderson,in regards to negotiations concerning the construction of the runway at
the Moses Lake Municipal Airport,on unit price change was read.Explained by the
engineer,that this change represents a decrease in cost in approximately $3000.00
an recommended that the bid be accepted with the modification to provide the one year
maintenance,instead of two year clause,as letter specified.The motion by Hilderbrand
seconded by Stadshaug,to accept the bid of Basin Paving Co,with waiver of the two
year maintenance to one year,subject to increase of funds be made available by Federal
Government on fifty-fifty basis as previously agreed to.Motion carried.
The motion by Dietzen seconded by Krueger,authorize the City Attorney to draft an
emergency ordinance authorizing two thousand dollars be added to the project from the
un-budgeted utility-tax.Motion carried.
RESOLUTION NO. 228 ADOPTING AN ADDRESS AND STREET NAME MASTER PUN FOR THE CITY:was
read.The motion by Dietzen seconded by Hilderbrand,Resolution No.228,adopting an
Address and Street Name Master Plan for the City of Moses Lake be adopted.Motion
carried.

RESOLUTION NO.229 AUTHORIZING THE INVESTMENT OF EXCESS INATCIVE FUNDS OF THE CITY:,jj&

ORDINANCE NO.1*33 REVISED ZONING.ORDINANCE:was read by title only for the second time.J
The motion by Hilderbrand seconded by Stadshaug,revised zoning ordinance be adopted /O
and published.Motion carried.
ORDINANCE RESERVE POLICE:was read for the first time by title only.The motion by JD
Stadshaug seconded by Holmes,to accept the first reading.Motion carried.
PFRMIT TO EXTEND TRAILER COURT:Minutes of the Planning Commission of May l*th,1961 jliI
whereby a Public Hearing was held to extend Duke's Trailer Court.Planning Commission
recommends to extend the Trailer Court,subject to required changes to electrical
wiring and meet area requirements of the new Zoning Ordinance.The motion by Holmes
seconded by Krueger,recommendation of the Planning Commission,regarding expansion of
Duke's Trailer Court be allowed,subject to the electrical wiring and meet area re
quirements of the new zoning ordinance.Motion carried.
WEST ADDITION FINAL PLAT:Minutes of the Planning Commission of May l*th,196l,recomm
ending approval of the Plat was read.The motion by Krueger seconded by Stadshaug,//P>u>

TULLIS ADDITION REPIAT LOT 10 FINAL PLAT:Minutes of the Planning Commission of //*?<£
May l*th,1951 engineer and Planning Commission recommended approval of the Plat to
the City Council was read.The motion by Holmes seconded by Stadshaug,Tullis
Addition Final Plat be accepted. Motion carried.
PRESENTATION OF AWARD TO POLICE DEPARTMENT:Letter from the National Police Officers
Association,presenting a Special Safety Award for the year I960 to the M0ses Lake ZO/£
Police Department was read.Safety Award was presented to Chief Wm.Bjork,by Acting
Mayor Pro-tem Russell Stark.
LETTER FROM MAX GREENE:protesting "dogs running at large was read.Mayor Pro-tem /D<23
Russell Stark,stated council should consider this problem thoroughly.Police Chief
Bjork,stated new pound is now in operation and more dogs are being picked up.
Discussion.Letter referred back to the City Manager.
LETTER FROM DEPT OF COMMERCE &ECONOMIC DEVELOPMENT:on the step forward toward solving
the problem of municipal annexation.The State Legislature passed a measure that /O&'P'
requires a review board be established to analyze all major annexation proposals.
Law will be come effective June 8,1961,wasread and placed in file.
APPOINTMENT OF VOTING DELEGATES:Tabled until later in meeting.

CONTRACT WITH NORTH CENTRAL REGIONAL LIBRARY a Tenative approval to agreement of contract
with North Central Regional Library.Some changes made.Council approved changes.
BID CALL FOR WATER &SEWER INSTALLATIONS;Letter from Acting City Engineer,J.Garth
Anderson,requesting authorization to call for bids for Clover Drive Water Line and
West View Tracts Water &Sewer Line to be opened at 2:00"P.M.Tuesday May 23,196l '
was read.The motion by Krueger seconded by Holmes,request be granted to call for
bids for Budget Item 320 Water &Sewer mains on Jefferson &Madison streets,and
Budget Item 322 installation of an 8 inch water main on Clover Drive and Nelson
road.Motion carried.
REPORTS ON CONSTRUCTION PROJECTS:was made by Acting City Engineer.Stated Dog /&/(*
Pound completed.Pump House completed and piping and wiring and testing of pump.
Pump not tested,leak in seal in the motor.Swimming Pool,two days behind schedule,
as they have been three days waiting for drain fittings.
POST OFFICE DRIVE IN-MAIL BOXES:City Manager Chester Waggener,explained due to
the traffic and no parking space,there will be drive in mail boxes on both sides of
Division below the Post Office.One box is now available,other one Postmaster has
ordered.
VOTING DELEGATES TO ASSOCIATION OF WASH CITIES CONVENTION:The motion by Hilderbrand J,
seconded by Stadshaug,Mayor Law and Chester Waggener,be the voting delegates.In '
event councilmen can attend transfer vote of City Manager,to councilman.Motion carried.
Councilman Dietzen left meeting at eight fifty-five to go to Jr.Chamber of Commerce
meeting.They presented an award to the City that they received for there outstandingworkintheIMRUvoterregistrationprogram.The motion by Hilderbrand seconded byKruegeraletterbewrittentotheMr.Chamber of Commerce on the honor they received
and plaque be hund in the City Hall.'
