The Council met in regular session,the meeting was called to order by Mayor Law,
councilmen present were:Frank Holmes,Russell Stark,Harold Stadshaug,John Dietzen
and Fred Krueger.William iHilderbrand was absent.
The minutes of the last regular council meeting of May 9th,1961 were approved by the
council.
BILLS:were audited by the council.The motion by Dietzen seconded by Stadshaug,
bills be paid and warrants drawn.Motion carried.

Council accept this work as completed and allow payment.The motion by Stark seconded
by Holmes,bill be paid and warrant drawn.Motion carried.The motion by Dietzen
seconded by Stadshaug,to accept the Engineers recommendation and accept work as
completed.Motion cartied.
G.O.B.#6 BILL:to Hilderbrand Camera Shop in the amount of $1.33 was read.The
motion by Stark seconded by Holmes,bill be paid and warrant drawn.Motion carried.
G.O.B.#7 BILL:to Hoving,Harthorne &S^ith,for Architectural Services for Fire
Training Tower in the amount of $535-55 was read.The motion by Dietzen seconded by
Stark,bill be paid and warrant drawn.Motion carried.
qQ GIRL'S AND BOY'S STATE:Mayor Law,acknowledge the visit of Karen Inaba,Jack Goble,
\)/'Bob Turner and Steve Williams,who will be attending Girl's and Boy's State in June,
and present at Council meeting to observe procedure.
>-)BIDS FIRE ALARM SYSTEM:Letter from City Manager,Chester Waggener,stating that the
P low bid of Western Electric Fire Alarm Co,had been evaluated and conforms with
specifications,and recommending the low bid of Western Electric be accepted was read.
The motion by Dietzen seconded by Stark,to accept the low bid of Western Electric
Fire Alarm Co.Motion carried.
BIDS ON WATER &SEWER EXTENSIONS:Assistant City Engineer,Wm.Daugaard,presented
tabulation of bids,that were opened and read at 2:00 P.M.Four bids received,Clark
Cas,Moses Lake,Wn.for $10,l5l.lU*,C.&S.Construction Co,Union Gap,Wn.$8,1*93.68,
Carrillo Plbg &Heating,Moses Lake,Wn.$15,128.36 and Ellensburg Mechanical Cons't
Co,Ellensburg,Wn.$11,392.U7.Bid was also received from Hathway Cons't Co,Wenatchee
Wn.after 2:00 P.M.was not accepted.Recommendation of the engineer to accept the
low bid of C.&S.Cons't Co.The motion by Dietzen seconded by Stark,to accept the -
low bid of C.&S.Cons't Co,Union Gap,Wn.in the amount of $8.1*93.68.Motion carried.
NORTH CENTRAL REGIONAL LIBRARY CONTRACT:Letter from City Manager,Chester Waggener,
requesting authorization from the City Council for the City Clerk and City Manager,
to execute Agreement with the North Central Regional Library was read.The motion by
Dietzen seconded by Krueger,City Clerk and City Manager,be authorized to sign
Agreement with the North Central Regional Library.Motion carried.
SEWERAGE SYSTEM STUDY:Tabled until later in meeting
\n MELVA ADDITION FINAL PLAT:Minutes of the Planning Commission of May 18,1961 rec-
^ommending to the City Council approval of the Melva Plat was read.The motion by
Stadshaug seconded by Holmes,Melva Addition Plat be approved.Motion carried.
ASGRACE LUTHERAN FINAL PLAT:Minutes of the Planning Commission of May 18,1961 rec-
\Y~ommending to the City Council approval of the Grace Lutheran Final Plat was read.The
motion by Krueger seconded by Dietzen,Grace Lutheran Plat be accepted.Motion carried.

ORDINANCE NO.Ipli:Establishing a Civilian Police Reserve in the City of M0ses Lake
was read for the second time by title only.The motion by Dietzen seconded by Stark
Ordinance No.U3U be adopted and published.Motion carried.
ORDINANCE AIRPORT:Providing for the Transfer of unappropriated utility tax revenue,/C
within the Current Expense Fund,to Airport Materials and Construction,was read for
the first time by title only.The motion by Stark seconded by Dietzen to accept the

councilmen and explained by Mr.Walter Saxton.

EXCHANGE OF UND:Mr.Oral Guffin appeared before the council,with a proposed change
of his property,h9 feet off 6th ave to the City,for U9 feet on 5th Ave.Discussion.
The motion by Dietzen seconded by Stadshaug,that exchange of land between wr.Oral
Guffin and City be accepted.The motion by Stark seconded by Krueger,amendment to
motion that Mr.Oral Guffin assume costs of land exchange,legal costs etc.Amend
ment carried.Motion carried.
AMICK ADDITION SEWER LINE:Letter from City Manager,Chester Waggener,stating thaty/P^
Mr.Amick,has requested completion of water and sewer in the Amick Plat,from the
trunk line on Nelson Road through the plat easement,up to the Woodworth property.
The current proposal from Mr.Amick which is partial development,and if considered,
should provide for carrying sewer through the Woodworth property.Discussion.The
motion by Stark seconded by Dietzen,action taken October 11,I960 be amended at this
time to require sewer on Amick Addition,from Nelson road thru Lot k,and no additional
building permits will be given,until Sewer is extended to serve the property.Motion
carried.
PILGRIM CONGREATIONAL CHURCH PUT:Letter from Assistant City Engineer,Wm.Daugaard,
recommending that the City accept the maintenance of utilities and street on North-,//<2&
shore Drive was read.The motion by Stark seconded by Stadshaug,recommendation be
accepted.Motion carried.
MONTLAKE EAST #h PUT:Letter from Assistant City Engineer,W.Daugaard,recommend-//£&
ing the City accept the maintenance of Water &Sewer lines,Pavement and Curbs,along
David Street and Turnagin Place,was read.The motion by Krueger seconded by Dietzen
to accept the recommendation of the Assistant Engineer.Motion carried.
ASSEMBLY OF GOD SUBDIVISION BOND:Letter from Assistant City Engineer,Wm.Daugaard,/j£{,
stating that the Sub-division bond has been in effect since April 18,1955,and feels
the provisions of the bond should be invoked at this time to insure completion of
the water main,and requesting permission to invoke the provissions of the Sub-division
Bond,and inform the Assembly of God Church of this action was read.The motion by
Krueger seconded by Dietzen,Assistant Engineers recommendation be approved,and
City take action to notify Assembly of God Church of such action.Motion carried.
REPORTS ON CONSTRUCTION PBOJECTS:was given by Assistant City Engineer,Wm.Daugaard,/OJfP
stated Well #8,final pump tests run and accepted.Swimming Pool,poured cement,
and laying brick on bath house,progress good.
