1961 06 13June 13,1961 The Council met in regular session,the meeting was called to order by Mayor Law, councilmen present were:Russell Stark,Harold Stadshaug,William Hilderbrand, John Dietzen and Fred Krueger. The minutes of the last regular meeting of May 23rd were approved by the council. BILLS;were audited by the council.The motion by Dietzen seconded by Hilderbrand bills be paid and warrants drawn.Motion carried. Motion carried,with all councilmen present voting aye. G.O.B.#6;to Sceva Construction Co,for Estimate No.3 on Swimming Pool in the amount of $UU,6Uh.97 and to Columbia Concrete Pipe Co,for sewer line,Swimming Pool in the amount of $136.00 were read.The motion by Stark seconded by Dietzen bills be paid and warrants drawn.Motion carried. G.O.B.#7;to Leingang Construction Co,progress payment on Fire Training Tower in the amount of $ii,389.12 and Columbia Basin Herald for $9v5U were read.The motion by Dietzen seconded by Hilderbrand bills be paid and warrants drawn.Motion carried. COUNCILMAN;Frank Holmes appeared before the council,presented a letter of resigna tion,stating that statutes enacted in the 196l legislative session,effective June 8,1961,precluding furnishing of materials even on an extremely indirect basis to the City of Moses Lake,necessitated his resignation.With regret,the motion by Dietzen seconded by Hilderbrand to accept the resignation of Frank Holmes,and Mayor be directed to write a letter of commendation for his good work. Motion carried. n I SEWERAGE SYSTEM STUDY;City Manager,Chester Waggener,explained that there is need \D?for some work on the digesters,not working properly,lack of adequate mixing,should consider construction this year.Mr.Saxton who presented the study,of the Sewer System,which were passed out at the last council meeting,would like to know if the councilmen accept the reports as presented.The motion by Dietzen seconded by Stadshaug to accept report on the Sewerage System study.Motion carried. \p ST PATRICK'S ADDITION FINAL PLAT;was presented by Acting City Engineer,J.Garth Anderson.Minutes of the Planning Commission of June 8th,recommending the Plat be approved was read.The motion by Stark seconded by Krueger,to accept the Planning Commissions recommendation.Motion carried. LETTER FROM HUGH WARNICK CREDIT BUREAU;regarding $U60.00 plus interest due on property purchased at Fourth Ave and Cedar,and requesting an extension of twelve months on contract payment.The motion by Stadshaug seconded by Hilderbrand,request be tabled until next council meeting. Motion carried. a PARKING SPACE FOR THE IMMANUEL LUTHERAN CHURCH;Letter from Mr.Otto Skaug,Chairman of the building committee for the Immanuel Lutheran Church,requesting authorization to utilize the parking lot in McCosh Park to fulfill \their minimum parking require ments for their proposed sanctuary was read.The motion by Dietzen seconded by Krueger,they be allowed to go by there original building permit,for parking,which is one parking space for every ten seats,which was issued for the first building permit. Motion carried. June 13,1961 Cont'd UNIFORM BUILDING CODE ORDINANCE;was read for the first time by title only.The motion by Hilderbrand seconded by Stadshaug to accept the first reading.Motion carried. SIGN CODE ORDINANCE;was read for the first time by title only.The motion by Hilderbrand seconded by Krueger,to study ordinance and have a study session some time next week,and report back at the next council meeting.Motion carried. BID CALL FOR POLICE CAR REPLACEMENT;Letter from City Manager,Chester Waggener,/O/', requesting authorization to call for bids for one four-door sedan for the Police Department was read.The motion by Hilderbrand seconded by Stadshaug,request be granted and City Manager,be authorized to call for bids.Motion carried. CITY HALL REQUEST TO PAINT;Letter from City Manager,Chester Waggener,requesting 1QI f- authorization to paint certain surfaces of City Hall was read.Received bids from Quintus Watson in the Amount of $682.2k for interior and $109.20 for the exterior, this price includes tax,completion date about one month,approximately July l5th. The motion by Stark seconded by Hilderbrand,request to paint City Hall be granted Motion carried with Krueger voting N0. L.I.D.#6 ASSESSMENT;Letter from City Manager,Chester Waggener,regarding L.I.D.///S #6 Assessment on L0t 7,Block 1,and Lot 1,Block 5 Sunset Park Addition,under the ownership of Harold Mast.The final assessment roll as presented by Gray &Osborne, then acting as City Engineers,and as confirmed by the City Council on March h,1957 by Ordinance No.328 was in error,and requesting authorization for the City Treasurer to issue a Treasurer's check in the amount of $173.35 as a refund for overpayment on installments No.1 and No.2 against Assessment No.197 was read.The motion by Krueger seconded by Dietzen refund be made as listed in City Manager's letter. Motion carried. REPORT ON DOG CONTROL;Report from Chief of Police Wm.E.Bjork was read.Discussion Melvin Kelley to be put on as full time Poundmaster and Janitoral work at Police Dept]$ so as to devote more time to dog collection.Janitor work at City Hall to be contracted. VISTA VILLAGE SEWER ACCEPTANCE;Letter from Acting City Engineer,J.Garth Anderson//£& stating that the sewer in Vista Village meets the requirements of the Community Standards and recommending the City accept maintenance of the line.The motion by Krueger seconded by Hilderbrand,engineers recommendation be accepted.Motion carried. REPORT ON CONSTRUCTION PROJECTS;was made by Acting City Engineer,J.Garth Anderson. Swimming Pool,concrete will be finished this week,waiting for filter.Painting to JO'& begin 25th of June,anticipate completion by the 19th of July.Well # 8 motor had an oil leak has been repaired,having a problem with cla val,pump control unit,not working fully automatic. RECREATION PROGRAM;to start the 26th of June,discussion on registration fees. The motion by Hilderbrand seconded by Stadshaug to drop registration fees on summer recreation program.Motion carried.State and National representatives, feel we should have a recreational director on a full time basis.A meeting to be set at a later date to hold conference with Recreation Officials.
