The Council met in regular session,the meeting was called to order by Mayor Law,
councilmen present were:Russell Stark,William Hilderbrand,Harold Stadshaug,
John Dietzen. Fred Krueger was absent.
The minutes of the last meeting of June 13th,were approved by the council.
BILLS;were audited by the council.The motion by Hilderbrand seconded by stadshaug,

SPECIAL BILLS WELL #8;Letter from Acting City Engineer,J.Garth Anderson,recommend-
ing the release of the \%retainage in the amount of $1,55H.66 to Bendickson Pump and
Irrigation of Wenatchee,Wn.also the \$%retainage in the amount of $81i9.7U to Hank
the Plumber of Ellensburg,Was was read.The motion by Stark seconded by Stadshaug,to
accept the Engineers recommendation and bills be paid and warrants drawn.Motion carried,
SPECIAL BILL WATER &SEWER:Letter from Acting City Engineer,J.Garth Anderson,
recommending the payment of $688.15 to Frank Glassmaker and H.H.Higgins for the
City's share of the 10 inch water main installed as part of the utilites for the replat
of Lot 10,Tullis Plat was read.The motion by Stark seconded by Stadshaug,to accept
the engineers recommendation and bill be paid and warrant drawn.Motion carried.
G.O.B.#6:to Washington Testing Laboratory for cylinders for the Swimming Pool,in
the amount of $69.00 was read.The motion by Stadshaug seconded by Hilderbrand,bill
be paid and warrant drawn.Motion carried.
CONSIDERATION OF BIDS POLICE CAR:was reported on by City Manager,stated that the
.r\\'bids had been opened and read at 1:30 P.M.June 26th,low bidder was Moses Lake Ford,
\and recommended that their bid be accepted.The motion by Dietzen seconded by
Hilderbrand,low bid of Moses Lake Ford,in the amount of $1633.00 be accepted.

,ORDINANCE ESTABLISHING ARTERIAL STREET FUND:was read for the first time by title only.
The motion by Stark seconded by Stadshaug to accept the first reading.Motion carried.
ORDINANCE NO.1j37 AMENDING INCINERATOR PROVISIONS:Letter from the City Manager,on
explanations of burning barrels and the grass fires that are attributed directly or
indirectly to burning barrels was read.The motion by Hilderbrand seconded by
Stadshaug,Ordinance No.U37 with insertion recommended by City Attorney,be adopted
and published.Motion carried.The motion by Dietzen seconded by Hilderbrand that
the City Manager,be authorized to have all incinerators picked up at City expense,
and to publish notice to that effect,^otion carried.
ORDINANCE NO.U38 TRANSFER OF FUNDS:from Equipment Replacement Reserve to new
,u\u appropriation known as "Resue Boat Equipment was read.The motion by Stark seconded
\by Stadshaug,Ordinance No.U38 be adopted and published.Motion passed unanimously.
ORDINANCE NO.U39 ADOPTING THE 1961 EDITION OF THE UNIFORM BUILDING CODE:was read for

AGREEMENT WITH HOUSING AUTHORITY OF GRANT COUNTY:Was explained by City Manager,JDS$-
Chester Waggener.The jmotion by Stadshaug seconded by Dietzen,City Manager be
authorized to enter into agreement with Housing Authority of Grant County.Motion
carried.
SANITATION CONTRACTOR REQUEST FOR BOND REDUCTION:Letter from City Manager,Chester .
Waggener,stating that Mr.Dietrich has requested to reduce the performance bond )0^(T
$50,000.00 to $10,000.00,with one year of the contract remaining,inasmuch as the
contract operation with Mr.Dietrich is proceeding very smoothly,recommend that the
Council authorize a reduction of bond to $10,000 was read.The motion by Stark
seconded by Dietzen request be granted.Motion carried.

CIVIL SERVICE APPOINTMENT:Letter from Mayor Alex Law,submitting the name of Jack Eng
"as a member of the Civil Service Commission and requesting the council's approval was
read.The motion by Dietzen seconded by Hilderbrand,Jack ^ng,be appointed as a
member of the Civil Service Commission.Motion carried.
ANALYSIS OF RECORDS BY REMINGTON RAND:City Manager,Chester Waggener,explained J£)/5~~
that the report was back,stated that it would be quite costly to have completed
report done,but would like to have the Legislative and Cross Index File started,/
and requesting authorization to proceed.The motion by Stark seconded by Dietzen,
to authorize the City Manager,to proceed as requested.Motion carried.
WHEELER ROAD &5th AVE INTERSECTION DESIGN:was presented by Acting City Engineer,///7
J.Garth Anderson.Discussion.To be discussed with the Highway Dept and report
back.
CONFERENCE WITH RECREATION OFFICIALS:Postponed until some time in July.
BID ON SEAL COATING:withdrew until plans are drawn up.
TULLIS REPLAT WATER &SEWER MAINS:Letter from Acting City Engineer,J.Garth //£&>
Anderson,stating that the water and sewer line on W. Braodway in the replat of Lot
10,Tullis Addition,have been installed in accordance with the Sub-division Ordinance
and Community Standards.Grading and gravelling have not been completed on Lee Street
Mr. Frank Glassmaker has deposited with the Ciy a bank money order in the amount of
$175.00 as cash bond for this work,and recommends that the City accept the maintenance
of the water and sewer line,and release $h,000.00 Cashier's Check held for utilities
was raad.The motion by Stadshaug seconded by Hilderbrand to accept the engineer's
recommendation.Motion carried.
