1961 07 2566 July 25,1961 The Council met in regular session,the meeting was called to order by Mayor Law, councilmen present were:Russell Stark,Harold Stadshaug,William Hilderbrand, John Dietzen and Gordon ^bbert.Mr.Fred Kpueger was absent. Minutes of the last regular council meeting of July 11th,were approved by the council. BILLS;were audited by the council.The motion by Hilderbrand seconded by Stadshaug, bills be paid and warrants drawn.Motion carried. CURRENT EXPENSE;Total amount paid:$1,992.52 WATER &SEWER:Total amount paid 3,635.95 STREET:Total amount paid:3,072.68 PARK &RECREATION:Total amount paid 631.39 EQUIPMENT RENTAL:Total amount paid:1,186.63 SANITATION:Total amount paid:927.98 FIREMEN»S PENSION:Total amount paid:211.00 G.O.B.#6:Total amount paid:1,183.38 SPECIAL BILLS G.O.B.#6:to Washington Testing Lab.in the amount of $36.00, Poitevin Construction Co,for $388.18 and Central Wash Office Supply,for $759.20 were read.The motion by Dietzen seconded by Hilderbrand,bills be paid and warrants drawn.Motion carried. BIDS FOR SEAL COATING OF CITT STREETS;were opened and read by Acting City Engineer, v\J.Garth Andersofto.Four bids received.Doolittle Construction Co,Seattle,Wash. $v $25,830.00,McAtee &Heath,Spokane,Wash $20,295.00,Standard Asphalt &Paving, ^T Spokane,Wash,$28,290.00 and Basin Paving Co,Moses Lake,Wash.$23,985.00.The motion by Dietzen seconded by Hilderbrand,award to low bidder,McAtee &Heathe in the amount of $20,295.00 .Motion carried.The motion by Stark seconded by Ebbert, City Manager be instructed to arrange with sucessful bidder to expand seal coating program to streets adjacent and agreeable to the bidder,within the limit of the money budgeted and need for the expenditure.Motion carried. MOSES LAKE T.V.:Letter from City Manager,Chester Waggener stating he had reviewed request from the Moses Lake T.V.and if council concurs in request,City Attorney be authorized to draft proper amendments to the City Franchise under which M0ses Lake T.V.Inc,operates.Letter from Pat Hughes,President and Manager,of Moses Lake T.V, Inc,requesting changes in the franchise was read.The motion by Stark seconded by Dietzen,City Manager instruct City Attorney to draft proper amendments to City Franchise Moses Lake T.V.Inc,in accordance with request and preseent it at next council meeting.Motion carried. frORDINANCE REGULATING BUSINESS LICENSES:and amending Ordinance No.U4I was read for the first time by title only.The motion by Dietzen seconded by Stark to accept the first reading.Motion carried, ORDINANCE ADOPTING 1961 UNIFORM PLUMBING CODE:was read for the first time by title \0 only.The motion by Dietzen seconded by Stadshaug,to accept the first reading. Motion carried. ^QpRDINANCE NOL hhl ADOPTING 1961 UNIFORM SIGN CODE:was read for the second time by 1^title only.The motion by Hilderbrand seconded by Stadshaug,Ocdinance No.hhl be adopted and published.Motion carried. •/ENGINEERING PROPOSAL FROM STEVENS &THOMPSON,INC:Letter from City Manager,Chester Waggener,requesting permission from the City Council to authorize Stevens &Thompson Inc,to proceed immediately with plans and specifications in accordance with their proposal of July 19,1961 in the repairs and improvements to the mixing facilities at the Sewer Plant digesters was read,also letter from w.W.Saxton of Stevens & Thompson,regarding the repairs was read.The motion by Dietzen seconded by Hilderbrand, Gity Manager be instructed to call for bids in accordance with'proposal made by Steven &Thompson,following completion of necessary engineering.Motion carried. I" J July 25,1961 Cont'd PARK LANDS:Letter from City Manager,Chester Waggener,requesting authorization jO^/® from the City C0uncil to contact original platters of Gillett Park,Lakeside D^ive Park,Lee.Street and Sunset Park,all City Parks,and request their permission to sell or dispose of these properties to the best advantage of the City,as they have no value for park purposes.The motion by Dietzen seconded by Hilderbrand, City Manager be instructed to proceed to find out requirements for selling these park sites.Motion carried,with Stark voting No. REPORT ON DOG CONTROL:Report from chief of Police,Wm.E.Bjork was read and placed in file. REPORT ON CONSTRUCTION:was given by Acting City Lngineer,J.Garth Anderson,^/O/fa stated Swimming pool opened on schedule Friday evening July 19th,1961.Few odd and ends being taken care of principally boiler room.Fire Tox*er,repairs to roof, nearly completed. LETTER OF RESIGNATION:Letter from Harold Stadshaug,resigning from the Planning /g£ Commission was read.The motion by Dietzen seconded by Hilderbrand,resignation be accepted.Motion carried.The motion by Stadshaug seconded by Sfcark,Ordinance be amended to read,no longer required to have a member of the City Council on the Planning Commission.Motion carried. INSURANCE FOR CITY:Mr.Albert Pierce appeared before the council in regards to /d£*/ renewal of cities insurance.Discussion.Stark stated that he did not want to accept any proposal by an Association.The motion by Stark seconded by Dietzen we work out a three year insurance program with Rogers &Norman designated as brokers.Stark,Stadshaug,Law &Dietzen for,Ebbert,&Hilderbrand against.Motion carried, JUNIOR COLLEGE:Request by the School Board,to draft a letter for Junior College.~fj( The motion by Stark seconded by Hilderbrand,City Manager be authorized to draft a letter to the State Board of Educate on,supporting a Junior College for Moses Lake, to be presented to the State Board of Education on their meeting of July 28,1961.
