COUNCIL MINUTES
Regular Session,8:00 P.M.,September 12,1961.
The meeting was called to order by Mayor Law.Councilmen present were:
Gordon Ebbert,William Hilderbrand,Fred Krueger and Alex Law.Councilmen
absent were:John Dietzen,Harold Stadshaug and Russell Stark.John
Dietzen arrived at 9:05 P.M.
The minutes of the last regular meeting of August 23rd were approved by the
Council.

AIRPORT -PRIVATE HANGAR CONSTRUCTION
Proposed Agreement for rental of aircraft hangar space was discussed.
Motion by Hilderbrand,second by Ebbert,proposed agreement be accepted
with change in paragraph 3 to read:(The rental for renewal term shall be
fixed by the City Council,after proper review,upon notification by second
party of the desire to renew this agreement).Motion carried.
AIRPORT -LEASE TO AIRPORT MANAGER
Letter from City Manager,Chester Waggener,stating that the City Attorney /DO(&
has determined that a Lease should be executed with the Airport Manager
(rather than an Agreement)for use of Airport buildings,for purposes of
liability to insure that Airport Manager does not legally become an agent of
the City of Moses Lake. Motion by Hilderbrand,second by Krueger, City
Manager be authorized to execute Lease with Airport Manager.Motion
carried.
NORTH CENTRAL REGIONAL LIBRARY -PROPOSED AGREEMENT
Provides thfct North Central Regional Library will reimburse the City of //^V
Moses Lake one-third (1/3) of the maintenance costs of the Library, or
$9 00.00,whichever amount is smaller,for that amount of the Library
building occupied by the Bookmobile services.Motion by Krueger,
second by Ebbert, City Manager be authorized to execute agreement with
North Central Regional Library.Motion carried.

ADMISSION TAX -REQUEST FROM JOHN LEE
Mr.Lee requested a City session with the City Council to discuss Admis
sion's tax as it relates to the theaters in Moses Lake.Motion by
Hilderbrand,second by Ebbert,request for hearing be granted.Date to be
set.Motion carried.

INVITATION -BUSINESS &PROFESSIONAL WOMEN'S CLUB
Miss Frances King,representing the Business &Professional Women's
Club,read a letter inviting all members of the City Council to be dinner
guests at Smitty's Pancake House,October 4,1961,at 7:00 P.M.
Invitation accepted by the City Council.
ARDEN FARMS COMPANY -REQUEST FOR ANNEXATION
Request that City Council consider annexation of the Ni of the NWi of
the NWi of Sec. 24, T 19 N, R 28 EWM,and the Si of the SWi of Sec. 13,
T 19 N, R 28 EWM,lying contiguous to the corporate limits of the City of
Moses Lake,Washington.Motion by Hilderbrand,second by Krueger,
to hold hearing on request for annexation.Date to be determined.Motion
carried.Motion by Ebbert,second by Hilderbrand,Planning Commission
members be present at hearing.Motion carried.

WHEELER ROAD &5TH AVENUE INTERSECTION DESIGN
Mr.John Moberg,Attorney at Law,presented a petition with 170 signatures
objecting to the channelization design at this intersection.Problem
referred to City Manager,City Engineer,City Attorney,Mr.Moberg,and
Steve Monek (Engineer for objectors)for further consideration.
PRELIMINARY BUDGET -1962
Dl Review of Budget by City Council,with changes noted since first consider
ation.Motion by Krueger,second by Hilderbrand,that Preliminary Budget
be adopted,and 8:00 P.M.,October 2,1961,be set for final hearing on
Budget.Motion carried.
