1961 10 1067 OCTOBER 10,1961 COUNCIL MEETING REGULAR SESSION:8:00 P.M.CITY HALL The Council met in regular session.The meeting was called to order by Mayor Law. Councilmen present were:Gordon Ebbert,Russell Stark,William Hilderbrand,John Dietzen and Fred Krueger. Councilman Harold Stadshaug was absent. Planning Commission members present were:George Gust,James Ellinger,Frank Harthorne and Dave Kehl. The minutes of the last meeting of Sept 26th,were approved by the council. Commission and City Council has designated this area for future industrial growth,desirable that the area be annexed so that development of water and sewer systems can be properly planned.Discussions.Motion by Dietzen seconded Krueger,to accept the proposed anBexation and require the assumption of existing City indebtedness by the area to be annexed.Motion carried. AIRPORT CONSTRUCTION Motion by Stark seconded by Dietzen,matter be tabled,inasmuch as Basin Paving representatives did not appear. ADMISSION TAX laTtStJlT J°hn,-ee:M°ti0n hy Dietzen seconded ^Krueger,charge tax //S~cftoh%of gross admissions.Motion carried. 678 OCTOBER 10,1961 Cont'd CIVIL AIR PATROL AJ ^ v Request for Hangar Space.Captain Bob Partner,of the Moses Lake Civil Air Patrol,appeared before the council in regards to request for Hangar space at the Moses Lake Airport.Plans presented.Discussion.Motion by Hilderbrand seconded by Dietzen,request for Hangar spacebe granted and that remainder of row 6 North,be reserved for possible expansion of C.A.P. activities.Motion carried. RESOLUTION NO. 237 PROVIDING UNAPPROPRIATED FUNDS For Administrative Budget was read.Motion by Stark seconded by Dietzen, Resolution No. 237 be adopted.Motion carried. FAIRBANKS-HULL ADDITION Request for Special Permit.Letter from George Gust,Chairman of the Planning Jp Commission,stating a public hearing was held on Sept 21,196l.No public objections.Recommended to the Council that a Special Permit for office building be issued.Motion by Dietzen seconded by Hilderbrand,request for Special Permit be granted.Motion carried. TRAFFIC CONTROL Proposed speed reduction.Letter from City Manager,Chester Waggener, requesting the City Council authorize a reduction in vehicular speed limit along valley road from Stratford Road to 600 feet West of Central Drive. Motion by Stark seconded by Hilderbrand,request be granted.Motion carried. PLANNING COMMISSION Resignation.Letter from Harry F.Higgins,resigning from the Planning ,y)'Commission read.Motion by Dietzen seconded by Krueger,accept resignation and letter be written.Motion carried. LEGISLATIVE DISTRICT Committee meeting,Moses Lake to be host,October 20th,196l at 7:00 P.M. CP at Elmer's. SEWAGE TREATMENT EQUIPMENT .1 Request for bid call.Letter from City Manager,Chester Waggener,requesting \Q^I to call for bids for construction of Digester Improvements to the Sewage Treatment Plant.Motion by Dietzen seconded by Ebbert,grant authorization to call for bids to be opened and read at 2:00 P.M.October 2Uth,Motion carried. LIABILITY INSURANCE o**1 Request to increase limits.Letter from City Manager,Chester Waggener, requesting authorization to increase bodily injury limits of liability from $100„000-$300,000 to $250,00-$500,000 for the City of Moses Lake.Motion by Krueger seconded by Hilderbrand request be granted.Motion'carried. FIRE INSURANCE Municipal Airport.Letter from City Manager,Chester Waggener,regarding Fire Insurance coverage for the Municipal Airport and requesting authorization fire coverage provided on the basis of replacement costs.Motion by Dietzen seconded by Krueger,request for fire insurance provided for the Municipal Airport be granted.Motion carried. AMICK ADDITION Utility Bond Reduction.Letter from J.Garth Anderson,Director of Public Works,recommending the City accept maintenance of the sewer and water mains in the Amick Addition and reduce the utility bond to $6,500.00.Motion by Krueger seconded by Hilderbrand,request be granted.Motion carried. FIRE DEPARTMENT DEMONSTRATION FACILITIES 2:00 P.M.Saturday October 1U,1961. FILING SYSTEM ILLUSTRATION Slides on Filing System,was shown and explained by City Manager,Chester Waggener.
