COUNCIL MEETING
REGULAR SESSION: 8:00 P.M.CITY HALL
The Council met in regular session,the meeting was called to order by Mayor Law.
Councilmen present were:Harold Stadshaug,William Hilderbrand,John Dietzen
and Fred Krueger.Councilman Russell Stark and Gordon Ebbert were absent.
The minutes of the last meeting of October 10th,were approved by the council.

Letter from City Manager,Chester Waggener,stating that existing ordinance /&**
does not conform to procedures under the Council-Manager Plan.Ordinance
amending Ordinance No.35h was read for the first time by title only.Motion
by Stadshaug seconded by Hilderbrand to accept the first reading.Motion
carried.
PENVISTA ADDITION
Appeal from Planning Commission.Letter from Steven T.Monek,Engineer,re-Jj^lf
garding re-plat of Penvista Addition and minutes of the Planning Commission
of Oct 19,196l read.Mr.Ray Barnett appeared before the council,stated that
his father J. M. Barnett had assumed Plat had been filed in 1955. Discussion
Councilman Stadshaug,wished to have noted in the minutes,not taking any part=
in duscussion,being an adjoining property owner.Motion by Dietzen to affirm
the decision of the Planning Commission,and that no date be set for ^ublic
Hearing.Motion died for lack of second.Motion by Hilderbrand seconded by
Krueger,matter be tabled,Councilmen to look over site and report back at
next council meeting on N0v lUth.Motion carried,with Stadshaug abstaining
from voting.

James Wright,and minutes of the Planning Commission of Oct 19th, 196l,regard
ing lighted sign permit for Smith Brothers Trailer Court on Division Street
read.Planning Commission recommended to the City Council that approval be
given for lighted sign.Motion by Stadshaug seconded by Krueger,recommen
dation of the Planning Commission be accepted.Motion carried.

ZONE CHANGE
To "HS"request.Jack Lewis appeared before the council in regards to a zone
change from R-l to HS on Lot 1 in B]ock F of Knolls Vista,and requesting
permission of the City Council to submit said rezoning request to the Plann
ing Commission to hold a public hearing.Motion by Dietzen seconded by
Krueger, request to have peition brought before the Planning Commission
be granted.Motion carried.
ELKS LODGE
Letter from R.B.Bistline,requesting additional time beyond November 1st,
to make the connections of the sprinkler system read.Motion by Dietzen
seconded by Krueger,deadline be extended until December 1st,1961 to
hook up.Motion carried.
ASSOCIATION OF WASH CITIES
Correspondence relating to Sales Tax Initiative,to be studied further.
FIRE DEPARTMENT ILLUSTRATION
Was presented by Fire Chief,Chester Roily.Movie shown.

SPECIAL COUNCIL meeting was called to order by Mayor Law.Councilmen
present were:Gordon Ebbert,Harold Stadshaug,John Dietzen and Alex Law.
The Special Council meeting was called to for the purpose of considering
the award of bids on the Digester Improvements .
Bid summary was submitted by Wm.Daugaard,Engineering Dept.Three bids
received:Floyd O.Swenson,Moses Lake,Wn.,$3,537.04;Sims-Kurth
Co.,Seattle,Wn.,$4,041.44;and,Hoagland-Findlay Co.,Seattle,Wn.,
$6,073.60.Engineers recommendation low bid of Floyd O.Swenson be
accepted.The motion by Dietzen,seconded by Stadshaug,bid be awarded to
the low bidder,Floyd O.Swenson,in the amount of $3,537.04.Motion
carried.
