The meeting was called to order by Mayor Law.All Councilmen present.
Minutes of the last regular meeting,November 14,1961,were approved as
corrected.

PENVISTA ADDITION -Request for Water Service
Letter from Public Works Director recommending that water service be
allowed prior to completion of platting procedures .Motion by Stark,
second by Krueger,that the platter be allowed to install water line
and to install permanent services prior to completion of the platting

procedure,with the provision that water service will be dis
continued on February 1,1962,if the plat has not been filed by
that date.Motion carried.
RECONVEYANCE OF DEED ..../oyo
Letter from City Manager,Chet Waggener.Motion by Stark,second
by Stadshaug,that the minutes show that the conditions of Deed No.
343537 are not acceptable to the City of Moses Lake,noting however
that the property was previously platted and the street dedicated,
therefor the deed is void.Motion carried.
ORDINANCE NO.451 -BUSINESS LICENSE
Amendments,read for second time by title only.Motion by Dietzen,
second by Stark,that Ordinance No.^51 be adopted and published.
Motion carried.
ORDINANCE AMENDING COUNCIL SALARIES

INSURANCE REPORT
Ray Norman,representing Rogers &Norman,Insurance Brokers for
the City of Moses Lake,presented a comprehensive review of the
improvements in the City of Moses Lake insurance program.
SEWERAGE METERING SERVICE e
Letter from City Manager,Chester Waggener,requesting authorization
from the City Council to purchase two (2)Stevens Type "F2"Recorders,
and to engage Stevens &Thompson to assist in planning installations
and in conducting flow measurements.Motion by Stark,second by
Dietzen,that the request of City Manager be granted.Motion carried.
PLANNING COMMISSION APPOINTMENTS
Letter from City Manager noting that a vacancy currently exists on the
Planning Commission,and that the appointment of L.E.Thompson
expires on January 1,1962
PERSONNEL ADMINISTRATION TRAINING COURSE
Letter from City Manager,Chester Waggener,informing the Council
that 17 City employees are enrolled in a group correspondence course
for "Municipal Personnel Administration."
LIBRARY -Resignation of Librarian
Letter from Miss Shirley Hake,Librarian,to City Manager,Chet
Waggener,confirming resignation effective the last day of February,
1962.Council expressed appreciation of the splendid work performed
by Miss Hake as Moses Lake Librarian.
PARK &RECREATION DIRECTOR
Letter from City Manager informing City Council that the opening for '
position of Director of Parks &Recreation has been advertised in
"Park &Recreation Views", a publication of the State Parks &
Recreation Commission.

Letter from Paul J.Braun,Chief Engineer,Public Fire Protection,Wash
ington Surveying &Rating Bureau,informing City Council that the
Fire Insurance classification of Moses Lake has improved from "5th"
to "4th"Class,effective November 14,1961.
ANNEXATION -Arden Farms &Northern Pacific properties.
Petition presented requesting annexation of the Ns of the NWi of the
NWi of Section 24,Township 19 N,Range 28 E.W.M., and the si of
the SWi of Section 13,Township 19 N,Range 28, E.W.M.,lying
contiguous to the corporate limits of the City of Moses Lake.Letter
from City Manager,Chester Waggener,stating that assessed valuation
of the area is $137,2 80;signatures have been obtained representing an
assessed valuation of $129,230,or 94.2% of the total.Motion by
Stark,second by Krueger,that the City Council approve the petition of
property owners calling for annexation.Motion carried.The Mayor
will convene a Review Board,in accordance with Chapter 282,Session
Laws of 1961,within the next ten (10)days.
