1962 01 23i JANUARY 23,1962 COUNCIL MEETING REGULAR SESSION 8:00 P.M.CITY"HALL The Council met in regular session,the meeting was called to order by Mayor Law.Councilmen present were:Gordon Ebbert,Russell Stark,Harold Stadshaug,William Hilderbrand,John Dietzen,Fred Krueger and Alex Law. The minutes of the last meeting of January 9th,were approved by the council. BILLS CURRENT EXPENSE -Total amount paid $6,&23.56 WATER &SEWER -Total amount paid 2,519.75 STREET -Total amount paid 1,068.67 PARK &RECREATION -Total amount paid 68U.58 EQUIPMENT RENTAL-Total amount paid l,89l;.05 LIBRARY -Total amount paid 169.52 SANITATION - Total amount paid Bills were audited by the council.Motion by Stadshaug seconded by Hilderbrand,bills be paid and warrants drawn.Motion carried. SPECIAL BILLS A.G.O.B.#5,City of Moses Lake Street 331;.28 Dept.Transfer of engineering expenses Stratford road and Valley road paving. Motion by Stark seconded by Stadshaug,bill be paid and warrant drawn.Motion carried. B.G.O.B.#7,City of Moses Lake Water &Sewer 761;.65 install hydrant at Fire Tower.Motion by Hilderbrand seconded by Dietzen bill be paid and warrant drawn.Motion carried. C.Airport.Basin Paving Co,15$retainage 1,037.75 airport runway construction.Motion by Dietzen seconded by Stark,bill be paid and warrant drawn.Motion carried. BID AWARD GASOLINE Bid tabulation was explained by City Manager,Chester Waggener,/O/ letter received from Basin Oil Company,requesting withdrawal of there bid.Low bid Continental Oil Co.Motion by Stark seconded by Hilderbrand,bid of Basin Oil Co,be withdrawn and award bid to the low bidder Continental Oil Co.Motion carried. BID AWARD McCOSH PARK Sprinkler System.Swimming Pool area only.Letter from J.Garth Anderson,stating bids were opened and read at 2:00 P.M.on Monday Jan 22nd.Three bids received.Pep's Reliable Tree Service $6,758.91; Grant County Plumbing,$6,986.97 and C.B.Leonard,$U,208.3)-;.Recommen ded that the bid of Pep's Reliable Tree Service be rejected,not sub mitted on the proper form,and award bid to low bidder C.B.Leonard of l6lU Pheasant St.Moses Lake,Wn.Motion by Krueger seconded by Dietzen bid be awarded to low bidder C.B. Leonard of Moses Lake. Motion carried. PUBLIC HEARING STREETS Six Year Comprehensive Plan,was presented by J.Garth Anderson, Director of Public Works.Public hearing was held,those present were:Steve Monek,Engineer,Third &Orchard,Ed Glenn of Ed's True Save,Broadway &Alder,he feels this would be the T^ong time to start construction,especially this year when CentHiy 21,and so many JANUARY 23 1962 CONT'D PUBLIC HEARING CONT'D people will be passing through town,should wait until next year. Lewis 101 N.Broadway,Lawyer,against channelization on Broadway.Mr.McCabe,True's Oil Co, Jim Abrams,Continental Oil Co.Richard Penhallurick,Richard Street,Jerry Parker,Parker's Chevron,and Mrs.Kemmer,E.220 Broadway,Kemmer's Service,feel it warrants considerable more study.Motion by Stark seconded by Stadshaug,hearing be recessed until next regular council.meeting-. ORDINANCE NO.hSh McCOSH PAxRK IMPROVEMENT I*0^Was read for the second time by title only.Discussion on Construct ion costs,paving parking area,tennis courts etc.Motion by Stadshaug seconded by Hilderbrand Ordinance No.Ii51;be adopted and published, motion carried. ORDINANCE NO.\&$ANNEXATION ARDEN FARMS,NORTHERN PACIFIC ETC 10^o was read for the second time by title only.Motion by Hilderbrand seconded by Stark Ordinance No.hS$be adopted and published. Motion carried. RESOLUTION NO. 25l MORNING SUN DAIRY RESOLUTION NO.252 ACCEPTING EASEMENT FOR UTILITIES Agreement &acceptance of deed was read.The motion by Ebbert seconded by Hilderbrand Resolution No.25>1 be adopted.Motion carried, )0'-was read by title only.Motion by Krueger seconded by Stark Resolution No.252 be adopted.Motion carried. MUNICIPAL ELECTIONS oS,0 Request to combine precincts.Letter from City Manager, Chester Waggener, requesting authorization from the City Council to combine precincts for the coming primary and general municipal elections read.Motion by Dietzen seconded by Ebbert, request of City Manager, to combine precincts be granted.Motion carried. LOCAL IMPROVEMENT DISTRICT REPORT Was submitted by J.Garth Anderson,Public Works Director,Motion by Stark,seconded by Dietzen,that authorization be granted to have bonding attorneys,Weter,Roberts &Shefelman,prepare ordinance creating L.I.D.15 for Marigold Street Paving.Motion carried. Motion by Dietzen,seconded by Stark that the following areas be included with the areas approved at the regular council meeting on November lU,196l for an L.I.D>,and that public hearing be set for March 27,1962:paving curbs and sidewalks in Larson Plat #1, Larson Plat #2 and Replat of Block 2,Larson Plat #2;paving, curbs,sidewalk,water and sewer mains on Garden Drive and Balsam Street in Garden Heights 2nd Addition;paving,curbs,sidewalk and sewer main on Walnut Street.Motion carried. ENGINEERING-PUBLIC WORKS BUILDING n 0^°-ft Request to proceed with construction plans.Letter from City Manager Chester Waggener,regarding preliminary plans,cost for public works building,and requesting authorization from the council to have con struction plans prepared and call for bids read.Motion by Stark seconded by Dietzen,request to prepare final plans be granted.Motion carried REV.LAMBERT Appeared before the council regarding sewer line forpproperty at Kennedy Place.Would like to put in septic tank at this time,until sewer line is available.Motion by Stark seconded by Krueger,request for septic tank be granted and bond be posted for frontage plus 200 feet, with a provision that the property connect to sewer at such time the sewer is availabel within 200 feet of the property.Motion carried.
