COUNCIL MEETING
REGULAR SESSION 8:00 P.M.CITY HALL
The Council met in regular session,the meeting was called to order by the
City Clerk in the Mayor's absence.Councilmen present were:Gordon Ebbert,
Russell Stark,Harold Stadshaug,William Hilderbrand,John Dietzen and Fred
Krueger.Alex Law was absent.
First order of business,to nominate a Mayor Pro-tern.Motion by Hilderbrand
seconded by Dietzen,Russell Stark be Mayor Pro-tern in the Mayor's absence.
Motion carried.
Mayor Stark called the meeting to order and welcomed all the Boy Scouts to the
council meeting.
The minutes of the last meeting of January 23rd were approved by the council.

Chief,was read by Mayor Pro-tern Russell Stark.Presented certi
ficates to Capt.Mac McKay and Sgt.Charles McDonnell,for course
on Digester Control and Fallout Monitoring,also additional hours
to qualify as instructors for the course.
POLICE DEPARTMENT
Presentation of Diplomas.Letter from Wm.E.Bjork,Police Chief,/£>/£
stating James Ling,had completed Basic Law Enforcement Training
School,held at Fort Lewis,Wn.Patrolman,John W.Nyberg,attended
a one week session of Advanced Investigation School at Yakima Firing
Center.Both have completed course with passing grade.Mayor Pro-
tern Russell Stark,presented diplomas to Patrolman,James H.Ling Jr.
and John W.Nyberg.

STREETS -SIX YEAR COMPREHENSIVE PIAN
PUBLIC HEARING.Continued from last council meeting.Research and
recommendations presented by Director of Public Works,J.Garth Anderson.
Mayor Pro-tern Russell Stark,asked for comments from the public regarding
proposals.
Ed.Glenn 1231 S..Baker.Business at corner of Broadway &Alder.
Channelization a detriment to business. Take care of traffic in
another manner.Still do not want to face problem one year from now.
Jack R.Lewis,1623 Crestmont Dr.My views are not changed,approve
council postponement for one year.Would like to form committee to
make further studies together with the engineering dept and find an
equitible solution.
Councilman Wm.Hilderbrand,would like to delay for at least one year.
Channelization is too long.
Councilman Gordon Ebbert.If vie postpone,can funds be delegated
to another part of six year program?
Councilman Harold Stadshaug,Traffic warrants regarding Third and Date
Intersection.Will traffic backup at Date &Third?Garth Anderson,.
No,because no left turn movements.
Motion by Dietzen seconded by Stadshaug,accept overall six year
comprehensive plan.Motion carried.
Motion by Hilderbrand seconded by Dietzen,delay construction of Alder
and Date street channelization and traffic control at this time,and
committee,including property owners,be appointed by Mayor and council
to study problems with the City Manager,study to be completed by
October 1,1962.Motion carried.
Motion by Dietzen seconded by Hilderbrand,authorize the City Manager,
to inform the State we will be ready to four lane Stratford road to
concidewith construction of 11-G and Stratford road interchange.
Motion carried.
RESOLUTION NO. 253 MORNING SUN DAIRY
JOHO Acceptance of Deed was read by title only.Motion by Ebbert seconded
by Krueger Resolution No.253 be adopted.Motion carried.

Request for public hearing.Letter from City Manager,Chester Waggener
regarding public hearing for request for Zone Change V.F.W.and date be
set for the regular meeting of the Planning Commission on March 8,1962
read.Motion by Krueger seconded by Ebbert,consider zone change for
V.F.W.and public hearing be set for March 8,1962.Motion carried.
D.F.GUFFIN -LAND EXCHANGE AT McCOSH PARK
Postponed as Mr.Guffin not present at meeting.
CENSUS -REQUEST TO CONDUCT
Letter from City Manager,Chester Waggener,requesting authorization to
again conduct a census in April 1962 read.Motion by Dietzen seconded by
Krueger request to conduct census be granted.Motion carried.
WORKABLE PROGRAM Consideration
^3 Letter from Housing &Home Finance Agency reviewed by the City Council.
Prior to recertification of the Workable Program they will require that
(1)Action will be taken by your City Council to adopt housing standards
no later than Oct 1,1962.(2)A citizens'advisory committee and a sub
committee or special committee on minority group housing problems have been
established,and including a list of the members showing their business,
professional,civic or other affiliation.Motion by Dietzen seconded by
Stadshaug,City Manager,advise Housing and Home Finance Agency,we cannot
meet those conditions by Oct 1,1962 and that we will withdraw our request
for re-certification and will re-submit the request at such time as we
can fulfill requirements.Motion carried.

WORK RELIEF PROGRAM
Consideration.Department of Public Assistance,Work relief program
statement of policy and general information was explained by City
Manager, Chester Waggener. No action taken at this time.

DOG CONTROL
Letter from City Manager,Chester Waggener,regarding Dog Control
read.Motion by Krueger seconded by Ebbert,instruct City Manager,
to proceed with the enforcement of the city ordinance Section 5.10.12
"It shall be unlawful for any person to permit any dog not licensed
to run loose or at large upon any street or alley or public place
in the City of Moses Lake or to run loose or at large with license
thereon,"with the understanding the ordinance does not require
leash provisions,but that the dog must be within control of its
owner at all times.Motion carried.
