Regular session convened at 8:00 P.M.at City Hall.Meeting called to order by Mayor Law.Councilmen present:Gordon Ebbert, Harold Stadshaug,Wm.Hilderbrand,Alex Law,Russell Stark and John Dietzen.Councilman Fred Krueger,absent (Arrived at 8:20). The minutes of the last regular meeting of February 27,1962,were approved by the Council. BILLS CURRENT EXPENSE -Total amount paid $1,247.41 WATER &SEWER -Total amount paid 2,370.76 STREET -Total amount paid 2,463.28 PARK &RECREATION -Total amount paid 874 .16 EQUIPMENT RENTAL -Total amount paid 1,196.36 LIBRARY -Total amount paid 72.23 SANITATION -Total amount paid 4,724.76 AIRPORT -Total amount paid 40.00 FIREMEN'S PENSION -Total amount paid 15 0.61 Bills were audited by the Council.Motion by Stark,second by I Dietzen,bills be paid and warrants drawn.Motion carried. ORDINANCE NO.459 -CONVEYANCE OF PROPERTY TO ORAL A.GUFFIN /Oc/d Read for the first time by title only.Motion by Stark,second by Stadshaug,that this item be declared an emergency and that Ordinance No.459 be adopted after first reading and published. RESOLUTION NO.261 -APPROPRIATING FUNDS,STREET FUND Transfering from Unappropriated carry-over balances within the Street Fund to Eudget Item No.290 of the 1962 Budget,the sum of $964.80.Motion by Dietzen,second by Hilderbrand,that Reso lution No.261 be adopted.Motion carried. //70 RESOLUTION NO.262 -CONVEYANCE OF PROPERTY TO CREDIT BUREAU /ovo Authorizing City Manager and City Clerk to execute a Statutory Warranty Deed conveying certain real estate.Motion by Hilderbrand, second by Krueger,that Resolution No.262 be adopted.Carried. KENNING-SMITH ADDITION -FINAL PLAT Excerpts from Planning Commission minutes of March 8,1952, were read.Those minutes recommend final approval of the Kenning- Smith Addition Plat.Motion by Stadshaug,second by Dietzen,that the Kenning-Smith Addition Plat be approved,the Mayor be authorized to sign the Final Plat,and that the Plat be recorded.Motion carried. REQUESTED PUBLIC HEARING -ZONE CHANGE "R2"TO "R3"AND SPECIAL PERMIT TO CONSTRUCT SANITARIUM // Location o.t the proposed development is east ot Samaritan Hospital, extending to Juniper Drive.Planning Commission recommends that this item be considered for public hearings prior to the next scheduled zoning hearings in September.Motion by Dietzen,second by Stads haug,that a Public Hearing for rezomng from "R-2"to "R-3",and for a Special Permit to construct a Rest Home,be set before the regular meeting of the Planning Commission on April 19,1962 . Motion carried. AUTOMOTIVE EQUIPMENT -CALL FORBIDS. Letter irom City Manager,Chet Waggener,requesting authorization /0/7 to call tor bids tor one tour-door sedan,in accordance with accom panying specifications,bids to be opened at 1:30 P.M..,March 26, 19b2,award made at the regular Council meeting ot March 2'/,1962. Motion by Dietzen,second by Hilderbrand,that the requested authorization be granted.Motion carried,with Stark voting "No." ' ,<**° MARCH 13,1962 Cont'd L.I.D.PETITION -SIDEWALKS,EVERGREEN DRIVE Petitions presented requesting formation of local improvement district for construction of sidewalks along the northeast side of Evergreen Drive,extending from Hill Avenue to Clover Drive. L.I.D.for the project was presented previously on July 22, 1958,and later rejected at public hearings .City Manager, Chet Waggener,recommends that because of this,and because lateness of the season allows inadequate time tor assessment rolls and public hearings,the petitions be turned back to property owners and that they be resubmitted so the local improvement district may be formed by the legal petition method without public hearing.Motion by Stark,second by Hilderbrand,that petitions be agin presented using legal petition method.Motion carried. ENGINEERING -PUBLIC WORKS BUILDING •'Completed plans for this building were presented to the City Council by Architect,Frank Harthorne.Motion by Hilderbrand, second by Stark,that bid call be authorized.Motion carried.
