1962 05 08/»/>1 May 8,1962 COUNCIL MEETING REGULAR SESSION 8:00 P.M.CITY HALL The council met in regular session,the meeting was called to order by Mayor Dietzen.Councilmen present were:Otto Skaug,Harold Stadshaug,Alex Law, Fred Krueger and William Hilderbrand.Gordon Ebbert absent. Minutes of the last meeting of April 2ijth were approved by the council. BILLS CURRENT EXPENSE -Total amount paid $2,106.55 WATER &SEWER -Total amount paid !i,083.25 STREET -Total amount paid 6,587.66 PARK &RECREATION -Total amount paid 23U.73 LIBRARY -Total amount paid 6U.39 EQUIPMENT RENTAL -Total amount paid 2,221.72 FIREMEN'S PENSION -Total amount paid 270.00 SANITATION -Total amount paid li,872.82 Bills were audited by the council.Motion by Law seconded by Stadshaug,bills be paid and warrants drawn.Motion carried. SPECIAL BILLS A.G.O.B.#6 to Clarence Sande,four 62.1x0 hours back hoe at McCosh Park.Motion by Stadshaug,seconded by Krueger, bill be paid and warrant drawn.Motion carried. B.G.O.B.#6 to Roy Holland Trucking.Three**279.2)i hours patrol and topsoil,McCosh Park. Motion by Krueger seconded by Skaug,bill be paid and warrant drawn.Motion carried. C.G-O.B.#6 to C.B.Leonard,estimate //2 536.1-0 McCosh Park,sprinkler system.Letter from J.Garth Anderson, Director of Public Works recommending payment of this amount read. Motion by Stadshaug seconded by Skaug, bill be paid and warrant drawn.Motion carried. BUILDING PERMIT DAREN INC. ln\Mr.Russell Swanson,appeared before the council,requesting a pvtmi.y \\a to build apartment house on the Daren Plat,before Plat is completed, ill post cashbond until Daren plat is cleared.J.Garth Anderson Director of Public Works,stated that if $1000 dollar bond is posted, fees and tax paid,felt a building permit could be issued at this time, as plat is in the process of being completed.Motion by Krueger seconded by Skaug,grant special building permit to Mr.Swanson,in reference to Daren Apartments,upon the posting of a $1000 bond. Motion carried with Law not votinr. PONY LEAGUE WATER METER \q Robert Smith,appeared before the council regaring water me+er at the Pony League field next to Safeway Store.Meter froz'and broke this winter,and city requests $175.00 to replace it,which pony league cannot afford.Discussion.Motion by Law seconded by Hilderbrand if agreeable with pony league officials,city install meter,pay for it out of Park &Recreation fund,and pony league pay it back to the city at the rate of $5.00 a month during the season,in event league dis continue use of the field,city remove the meter.Motion carried. c-j MAY 8,1962 CONT'D ORDINANCE NO.I463 L.I.D.NO.17 Was read for the second time by title only.Motion by Hilderbrand //'/ seconded by Skaug,Ordinance No.1<63 be adopted and published. Motion carried. ORDINANCE NO.146b ZONE CHANGE CAMBELL ADDITION Read for the second time by title only.Motion by Stadshaug // seconded by Hilderbrand Ordinance No.I16I1 be adopted and published. Motion carried. RESOLUTION NO.'266 ACCEPTANCE OF EASEMENT -P.U.D.~ Read by title only.Motion by Stadshaug seconded by Krueger, Resolution No.266 be adopted.Motion carried. RESOLUTION NO.267 ACCEPTANCE OF EASEMENT -KONSTANTINE —/0/3 Read by title only.Motion by Law seconded by Hilderbrand,Resolution No.267 be adopted.Motion carried. PRESENTATION FROM ROTARY CLUB Mr.Troy McKelvy,showed plans for a covered kitchen,that the Rotary Club would like to put in at McCosh Park.Plans are for two ranges,barbecue and later seating capacity.Motin^by Hilderbrand seconded by Law,accept proposal from the Rotary Club and allow them to proceed with the project.Motion carried. ENGINEERING BUILDING -CONTRACT CHANGES Letter from Floyd Swenson,on deleting three items from the contract fC^/O''•] in order to reduce the contract sum read,also letter from Frank Harthorne,Architect,recommending the acceptance read.Motion by Hilderbrand seconded by LStadshug,grant request for contract changes in Public Works building. Motion carried. MONTLAKE EAST NO. 5 - FINAL PLAT Letter from City Manager,Chester Waggener,stating that the Planning //3(6? Commission has accepted the Montlake East No.5 Plat and recommends approval to the Council.Motion by Krueger seconded by Hilderbrand, accept the recommendation of the Planning Commission.Motion carried. PUFFIN NO.3"-FINAL PTAT Letter from City Manager,Chester Waggener,stating the final plat //<£6? on Guffin Addition No.3 was approved by the Planning Commission at their meeting of May 3rd,and recommends its approval to the council. Motion by Law seconded by Krueger,accept the recommendation of the Planning Commission.Motion carried. C.N.C.NEIGHBORHOOD SHOPPING CEM' Date for Public Hearing.Letter from City Manager,Chester Waggener,/^°/ stating that the Planning Commission at their regular meeting of May 3rd,recommended to the City Council that a public hearing be held on "CNS"Neighborhood Shopping ,and set date for public hearing at their next regular meeting on May 17th,read.Motion by Krueger seconded by Hilderbrand,May 17th 1962 be set for public hearing on Section l/:0 of Ordinance No.k33,regarding Neighborhood Shopping Centers.Motion carried. PROGRESS REPORT -ENGINEER BUILDING -McCOSK PARK SEED]—/o J.Garth Anderson,Director of Public Works,reported on the progress" of the Engineering Building,stated building foundation for basement ••/)Poured.McCosh Park seeding,area around swimming pool ready to seed, weather permitting.Bids out for sprinkler system and parking area. jo- - MAY 8,1962 CONT'D MARINA DRIVE -INTERLAKE WATER MAIN -BID CALL Letter.from J.Garth Anderson,Director of Public Works,requesting authorization to call for bids for the installation of a water main on Interlake Road and Marina D**ive to eliminate the long dead-end main serving the Lower Peninsula area read.Motion carried.
