1962 05 22May 22,1962 COUNCIL MEETING REGULAR SESSION 8:00 P.M.CITY HALL The council met in regular session,the meeting was called to order by Mayor Dietzen.Councilmen present were:Gordon Ebbert,Otto Skaug,Harold Stadshaug,William Hilderbrand,Alex Law,Fred Krueger and John Dietzen. Minutes of the last meeting of May 8th,were approved by the council. BILLS CURRENT EXPENSE Total amount paid $1,863.70 WATER &SEWER -total amount paid 1,797.16 STREET -total amount paid 92.12 PARK &RECREATION -total amount paid 277.86 LIBRARY -total amount paid 122.58 EQUIPMENT RENTAL -total amount paid .35 Bills were audited by the council.Motion by Stadshaug,seconded by Hilderbrand,bills be paid and warrants drawn.Motion carried. U.S.FISH &WILDLIFE SERVICE ,0? i-)Special Permit.Letter from James Wright,Planning Director,stating Planning Commission at their regular meeting of May 17,1962,held a public hearing to consider a request from the Peninsula C]ub for a special permit to construct a new club house,voted unanimously to recommend to the council approval of the special permit read.Motion by Skaug seconded by Stadshaug,recommendation of the Planning Commission be accepted.Motion carried. CAMPBELL ADDITION FINAL PUT yj Letter from City Manager,Chester Waggener,stating Planning Commission approved plat-and recommended to City ^ouncil for approval.Motion by Krueger seconded by Stadshaug,recommendation of Planning Commission be accepted.Motion carried. AMERICAN OIL COMPANY Appeal from Community Standards.Mr.C.L.Redmond appeared before the Council,requesting to put black top in front of the American Oil Co,at 1760 W.Hi-Way 10.City Manager,Chester Waggener,showed slides of similar problems in the surrounding areas,problems it would create if t allowed before curb and gutter installed.Motion by Krueger seconded by Hilderbrand,request be denied.Motion carried. VISTA VILLAGE SHOPPING CENTER \00'I Request to move building.Letter from Milton H.Webster,District Agent,U.S.Fish and Wildlife Service,requesting permit to build a portable type=frame building on Bureau of Reclamation land near the Watermasters office read.Discussion.Motion by Law seconded by Skaug,request by U.S.Fish and Wildlife Service be tabled until the Council meeting of June 12th,1962 for the councilmen to acquaint themselves with the type of building and site.Motion carried. PENINSULA IMPROVEMENT CLUBHOUSE Mr.F.^rl Amick appeared before the council regarding expansion plans at Vista Village Shopping Center.Feels that the City Zoning restrictions do not apply to the shopping center,as permits were issued before the area was annexed into the city.Requesting to build and develop shopping center in accordance with terms of building permits issued by Grant County.City Attorney John Calbom to give legal opinion next meeting. Mr. Amick requesting authorization to proceed with plans,contingent on C^ty Attorneys opinion,^otion by Hilderbrand,Mr.Amick be granted this request,subject to a favorable decision by the City Attorney within a week.Motion died for lack of a second. Motion by Skaug seconded by Law,this meeting be recessed until Tuesday May 29th,1962,at 8:00 P.M.for attorney's opinion on validity of building permits.Motion carried. HOUSING AUTHORITY OF GRANT COUNTY lro3 TERMINATION OF OPERATING AGREEMENT.Some changes to be made.Motion — I by Skaug seconded by Stadshaug,Housing Agreement be tabled until next meeting.Motion carried. SANITATION CONTRACT p.G^Renewal.City Manager,Chester Waggener,explained Sanitation contract. \"Terminates on August lb,1962.Suggested award contract on two year basis.Issue a license to the contractor for a two year period.Motion by Skaug seconded b^Krueger,City Manager,Chester Waggener,and City Attorney,John Calbom be authorized to negotiate the present contract and bring back his proposal.Motion carried. FIRE DEMONSTRATION Mayor Dietzen attended fire demonstration at the Fire Training Tow, and Pits.Stated City has a very fine Fire Training Program.
