Minutes of the last meeting were approved. BILLS:were audited by the Council.Motion by Hilderbrand,second by Law,that bills be approved and warrants drawn.Motion carried. 1 CURRENT EXPENSE -Total amount paid $3,857.95 EQUIPMENT RENTAL -Total amount paid 687.63 LIBRARY -Total amount paid 13,392.71 PARK &RECREATION -Total amount paid 462 .16 STREET -Total amount paid 75 .77 WATER &STREET -Total amount paid 1,077 .45 SPECIAL BILLS: A.G.O.B.#6 -Work performed by 789.49 Street Department;and G.O.B.#6 -Work performed by 454.11 Water Department; Motion by Hilderbrand,second by Stadshaug,that bills be paid and warrants drawn.Motion carried. B.G.O.B.#8 -Estimate No.1 and Final 9,804.89 McCosh Park grading.Motion by Krueger second by Law,that the project be accepted as completed,and that bill be paid and warrant drawn.Motion carried. LOCAL IMPROVEMENT DISTRICT BONDS -BID AWARD \J The following bids were submitted: Grande &Co.,Inc.,Seattle:Effective int.rate 4.326% Southwick,Campbell,Waterman Co.,Seattle - Effective interest rate,4.334%. Motion by Law,second by Skaug,that the bid of Grande &Co., Inc.,be accepted.Motion carried. TRAFFIC STUDY COMMITTEE REPORT If17ReportpresentedbyJimMitchell,Chairman of Traffic Study Com mittee.Mayor Pro-Tern Stadshaug,commended the Committee for doing a good job and making a good presentation.Council to take report for study and further determination.Attorney John Lewis explained that channelization East of Alder on Broadway was purposely inconsistent so as not to hurt the property owners. Fred Mattson commented that if any painted channelization is placed on East Pioneer Way,all property owners would object. ORDINANCE NO.467 -AMENDING L.I.D.PROCEDURES ,/06?3 Second reading by title only.Motion by Hilderbrand,second by Law,that ordinance No.467 be adopted and published.Motion carried. ORDINANCE NO.468 -AMENDING WATER RATES FOR "OUT OF CITY" Second reading by title only.Motion by Law,second by Krueger, that Ordinance No.468 be adopted and published.Motion carried. RESOLUTION NO.269 -TRANSFER OF FUNDS,CURRENT EXPENSE Resolution No.269,transferring funds within Fire Department, explained to Council by City Manager.Motion by Skaug,second by Hilderbrand,that Resolution No.269 be adopted.Motion carried. REQUEST FOR LOADING ZONE ///6~ Cash and Carry Grocery on Broadway Street.Motion by Krueger, second by Hilderbrand,that request for loading zone be granted on a temporary basis,applicable between 8:00 a.m.and 4:3 0 p.m. with specific size and placement of loading zone to be determined by Police and Engineering Departments. APPOINTMENT TO PLANNING COMMISSION Letter from Mayor Dietzen requesting confirmation of his appoint ment of Glenn Farris to serve the unexpired term of George Gust on the Planning Commission,term to expire January 1,1963. Motion by Law,second by Krueger,that Mayor's appointment be confirmed.Motion carried. REAPPOINTMENT TO PARK COMMISSION Letter from Mayor Dietzen requesting Council confirmation of his reappointment of Virginia Rorvik to the Park Commission,term to expire June 1,1965.Motion by Hilderbrand,second by Skaug, that Mayor's reappointment be confirmed.Motion carried. MC COSH PARK -ROTARY CLUB KITCHEN SHELTER Presentation by Jim Wright,Chairman of Rotary Club Building Project,requesting Council confirmation that the City will be willing to accept maintenance of the shelter and appliances June 26,1962 following construction.Motion by Law,second by Hilderbrand, that the City agrees to accept the kitchen shelter when completed, also accepting all responsibility for maintenance and liability. Motion carried. ARCHITECT FOR COUNCIL CHAMBER REMODELING Letter from City Manager requesting authorization to engage archi tect to prepare preliminary cost estimates for remodeling of Council idfr~table and for installation of public address system,such prelim inary estimates to cost $15 0.00.Motion by Law,second by Skaug, that request be granted.Ebbert,Skaug,Law,voting "Yes", Hilderbrand and Krueger voting "No". RADIO -PUBLIC WORKS DEPARTMENT I ,Letter presented from J.Garth Anderson,Public Works Director, requesting authorization to purchase Citizens'Band Radio Equip ment.Motion by Law,second by Hilderbrand,that request be granted.Motion carried . REQUEST FOR VARIANCE FROM COMMUNITY STANDARDS Garden Drive and Dogwood Street.Letter presented from J.Garth Anderson,Public Works Director,requesting a variance from the Community Standards on Garden Drive and along Dogwood Street, authorizing placing of sidewalk immediately adjacent to curb, without park strip. Motion by Krueger,second by Law,that variance from Community Standards be granted for Garden Drive.Motion carried. Motion by Ebbert,second by Krueger,that variance from Community Standards be granted along Dogwood Street,adjacent to school properties.Motion carried. ADDITIONS TO STREET CONTRACTS Letter from J.Garth Anderson,Public Works Director,requesting authorization of the City Council to add the following projects to the Street Works Contract: / Item 1:Parking lot curbing.Request to install 1440 feet of parking curbing,at a cost of $1.50 per lineal foot, total cost $2,160.00.Motion by Hilderbrand,second by Skaug,that request be granted.Motion carried. Item 2:Tack coat L.I.D.improvements.Request to add pro visions for tack coat upon the base rock prior to paving,to be applied at a cost of $52 .5 0 per ton in place,total cost approximately $3,300.00 for all street improvements.Proposed to try on Dogwood Street first,to determine if the benefits do in fact justify the expense.Motion by Law,second by Hilderbrand,that request be granted.Motion carried. Item 3:Access road for McCosh Park.Proposed road to service the Rotary Kitchen,Administration Building, Swimming Pool areas,and provide maintenance road for Park Department.Estimated cost,$1600.00. Motion by Law,second by Skaug,that addition to contract be granted.Motion carried. Tune 26,1962 MC COSH PARK -AUTHORIZATION TO CALL BIDS -TENNIS COURTS Letter from J.Garth Anderson,Public Works Director,requesting authorization to call bids for construction of tennis courts, concrete slab for bleachers adjacent to swimming pool,and for miscellaneous concrete sidewalk.Tennis court being designed to serve as an ice skating rink in winter.Motion by Krueger,second by Hilderbrand,that authorization be granted.Motion carried. NELSON ROAD -REQUEST TO CALL BIDS -SEWER EXTENSION Letter from J.Garth Anderson,Public Works Director,requesting authorization to call for bids for relaying of a portion of sewer line along Nelson Road,and for installation of a connecting link of sewer from the Garden Heights Elementary School to Alderwood Drive,at which point the Community College would extend the sewer to their site,replacing the existing sewer on Nelson Road serving the Junior High School.Approximate cost of project: $3,000.00. This proposal will eliminate the need for a sewerage lift station to serve the Big Bend Community College,and will divert the sewerage load from the 6 inch siphon on Pioneer Way,which is already operating at capacity. Motion by Skaug,second by Hilderbrand,that authorization be granted to call for bids at such time as the Community College is ready to proceed with their portion of the sewer line.Motion carried.
