1962 08 287* AUGUST 28,1962 COUNCIL MEETING REGULAR SESSION 8:00 P.M.CITY HALL The Council met in regular session,the meeting was called to order by Mayor Dietzen.Councilmen present were:Gordon Ebbert,Otto Skaug,Harold Stadshaug, William Hilderbrand,Alex Law, Fred Krueger and John Dietzen. Minutes of the last meeting of August ihth,were approved by the council. BILLS Were audited by the council.Motion by Law seconded by Stadshaug,bills be paid and warrants drawn.Motion carried. ALDER AND BROADWAY TRAFFIC PUN Petitions presented by John R.Lewis,Attorney.Read by City Clerk. Motion by Skaug seconded by Hilderbrand,the Aider &Broadway Traffic Plan issue be reconsidered pending petitions presented by John R.Lewis. Motion carried. Mayor Dietzen, covered the background of the Legislative History of Traffic Control Studies on Wheeler Road and Pioneer Way Intersection and Alder Street,and Broadway from June 27,1961 through August lli,1962, and asked City Manager,Chester Waggener, to explain proposals. John R. Lewis comments,left hand turn at Alder Street. Feels problem no longer exists and asking re-consideration of Council action taken at last council meeting.Hire outside consultants regarding light at Alder Street.Do not feel chanelization is necessary,as problem no longer exists now that Boeing,Martin Company have left. Mrs.Gerald Parker of Parkerfs Chevron.Has never seen it as bad as stated in the paper.Did they consider property owners when they made this proposal? Mr.Gerald Parker of Parker's Chevron.Spring meeting brought up left turn, on Division had fairly good picture what it did to business,if channelization is put in,will be out of business. J0e Musilek,Standard Oil Co,representative.Two stations,one at Beech and Parker's Chevron.1961 before left turn put in at Division.Parker's had 5$more business that station on Beech.1962 just reversed,station at Beech 23$and Parker's 1$. Mr.F.W.Mattson,253 W.Northshore Dr.On committee for Channelization worked on it a long time.When Boeing and Martin were here, had to do something couldn't get across fill.Since that time everyone agrees we do not need channelization.Three Service Stations across fill had to close down,due to channelization.People hate to see business being damaged by channelization.People above all should be considered. u SO AUGUST 28,1962 CONT'D ALDER AND BROADWAY TRAFFIC PLAN CONT'D Leonard Cook O.K. Service Station, corner of Alder &Broadway.Feels channelization not proper solution,business would drop 25 to 30 percent. Been on the corner of Alder & Broadway for thirteen years and never seen a traffic problem.Don't believe any change necessary at this time.Feels should have outside help to solve problem.Strongly urge re-consider this proposal, make a traffic survey.Will contribute to it and feels everyone else would too. Eva Hill,1037 Rose Ave.Channelization uncalled for.During construction of Boeing etc yes,but not now.Channelization nothing but traps.If Engineer cannot solve problem,hire someone who can. Clare Gross 919 S.Ironwood Dr.Traffic moves smoothly through our city. Need Traffic lights to solve problem.Doesn't like proposed traffic pattern, Ed Glenn.Glenn's Tru Save,corner of Broadway &Aider.Feels problem doesn't exist, probably did through the winter, but now that Boeing, Martin and Worlds Fair over, no need for it at this time or for some time to come. Ted Hulbert 5th &Elder.Could be a beautiful street and yet have through traffic.Would like lights to control traffic and property owners would put it in. Jack Kinsey,Shh So.Grand.Same intersection in Spokane,have two sets of lights.Might pay council to look into. Edna Brown,Shads Fountain on Broadway.Been there since 19U7.Turn sign at Division has hurt business,if all councilmen lived on Broadway,would fee as other do. Everett Wetzel.Lived in Moses Lake for 27 years,never had a traffic problem.Cannot see any reason to spend all that money,expense to change street,all right the way it is. Hayes R.Johnson of Johnson's Barber Shop,W. 122 Broadway.People always traveling too fast,Channelization might slow them down,but feel stop lights would be better. Howard Curtis,Corral Tavern,been here since 19U6.Paid a lot of money to get corner on Broadway,the no left turn on Broadway and Division has hurt business.No need to speed up traffic through town,but to slow it down. Channelization is not needed now,should be tabled or get an exper on traffic problems.Property owners would put jp money for such. Mrs.Edwards,Coast to Coast Store,110 E.Broadway,sees traffic all day long,feels no need for channelization.Have left turn light at Alder,and take out No.Lef Turn on Division.Would like to see all dropped except for left turn at Alder. Richard Penhallurick,E.8 Park PI.Went back to the time when the Town was called Neppel,as laid out by Nagle.Had conference with State Hi-Way Engineers,Hi-Way then called Martin Road.Helped in assisting with Plat. Feels should make a plan over 20 to 30 years,so business men when making a change could plan on this.Made some changes not so good and some as were needed, doesn't justify.Leave as is. Dale Riegel,Skaggs Automotive.We think we have a problem at Broadway and Alder,think of the problem we would have if channelization was put in at Date &Elder. Bartlett Grimm,Hilderbrand's Photographers,stated indirectly channel ization effects everyone in business. O.C.Shadduck,of Shadduck Realty.One problem,traffic needs lights for control.Three on Third Ave and No traffic channelization. Henry Boyle,of Boyle Chevrolet,former Mayor said his business is directly and adversely affected by the plan.Many thousand of dollars are involved in drive-in type services along Pioneer Way and this plan would render these locations unsuitable for those purposes.There is an over all traffic problem in regards to City needs,but with reasonable opportunity to adjust. If traffic pattern were changed it would be done without compensation to many firms,some of which would have no way to alter there businesses. S#R.Jones,Western Auto,Corner of Broadway and Alder.Problem has existed some in late afternoon.Do not feel problem exists since Boeing and Missile site have left.Traffic has slowed considerable.Money ahead to leave things as they are until City gets a little larger. Fred Warden,52ii W.Broadway.Feels we as a Town,size of Moses ^ake, cannot afford to bust any business man, and if it effects them should not make any changes. John Moberg,representing Qnil Suko and Jack Penhallurick,who have con siderable property in Moses Lake.Concerned with chaneelization along Pioneer Way, as businesses will not renew leases if done.Most property owners against channelization and council should go along with wishes of the people. AUGUST 28,1962 Cont'd ALDER AND BROADWAY TRAFFIC PLAN CONT'D Wesley Kuhl,Kuhl's Barber Service,3rd ave and Division.No left sign on Division St.has hurt business.Don't need channelization,fine way it is. Grace Turney,G.&J.Plumbing on Broadway for seventeen years,if they do as planned will have to lock doors,ruin business entirely and very much against channelization. Kenneth Stumpf,employed at O.K.Service,corner of Alder &Broadway.If if effects property owners and business,what about family people working for them? Mrs.Orville Kemmer,Kemmer's Serviee Station,Broadway.Fifteen Years there,doesn't feel Moses Lake has traffic problem,as in San Francisco or Seattle.If we do have one,get an expert in to solve problem. Mrs.Frank Boyd,1207 Alderwood Dr.Volunteers to donate money to study problem, all tax payers must pay. Mrs.Gerald Parker,Parker's Chevron,How much it has effected there business,you going to let it ruin every one elses business too? Mayor Dietzen,stated never felt council ever wanted to hurt anyone's buisness,feel they are as human as you are,and glad to see you all here to express your feelings.Wish more people would turn out for council meetings. Council Hilderbrand,stated he was gratified to see majority of people turn out and voice there opinion.Do not feel we have a real traffic problem. Cost a lost money to make a change.When Missile Site employed U5500 people and Boeing 500 to 1500,plus World Fair,more traffic,now with all this gone,no problem,did have but don't think at any time real serious.Should experiment first,suggested and never done. Motion by Ebbert seconded by Hilderbrand,table this traffic channelization on Alder and Broadway and Pioneer Way for further study.Motion carried. Meeting recessed for five minutes. s CIVIL AIR PATROL-LOCATION AT AIRPORT 1° City Manager,Chester Waggener,explained permit was given for first lot, on far side,and entire row reserved for future expansion.Captain Partner of Civil Air Patrol,stated only draw back to location since closing one runway,as they did use it in case of emergency,although it is the one runway least used.The solution could probably be solved, if someone could work on it with them.Mayor appointed Mr.Krueger and Mr.Ebbert,to work with C.A.P.and come back with a recommendation to move to a new location or stay where they are. AiRPORT RUNWAY-CORRESPONDENCE FROM FEDERAL AVIATION AGENCY A)Letter from Richard T.Puckey,District Airport Engineer read.Discussion \0 No action taken. CATE &HALL SIDEWALK REMOVAL-APPEAL Letters from John R.Lewis,Attorney for Cate & Hall and J.Garth Anderson, Director of Public Works,regarding sidewalk installed at 601 Sycamore. Mr. Cate notified to remove sidewalk as it does not conform to community standards.Built the house for re-sale,and requesting he be albe to leave sidewalk in as it is needed in front of the house.Discussion. PROGRESS REPORT CONSTRUCTION PROJECTS A9 Given by J.Garth Anderson,Director of Public Works.L.I.D.Large P Contract,proceeding considerably.Walnut Street sewer completed.—• Curbing about finished.Should have Ivy Street completed prior to opening of School.Seal coating proceeding in good form.New material first time McAtee & Heathe used it.Will not have any problems such as on Third Ave last year,job exceptionally well done,tennis courts half finished.Pipe line in should be finished as proposed in contract. Calling for bids to be opened at 2 O'clock Sept 11th,for 750 feet of sewer main in connection with Junior College.Engineers will be moving into new office first of next week. Meeting adjourned.
