Minutes of the last regular meeting of September 11th were approved by the council. Bills were audited by the council.Motion by Krueger,seconded by Law,bills be paid and warrants drawn.Motion carried. FRONTIER TR.HIGH SCHOOL -LOADING ZONE //Ay-Letter from J.Garth Anderson,Public Works Director,recommending Loading Zone,at the main entrance to Frontier Jr. High School on Third Avenue,be reduced to 100 feet.Motion by Law,seconded by Hilderbrand recommendation on Loading Zone be accepted.Motion carried. ORDINANCE SETTING COUNCIL MEETING PROCEDURES /Q Was read for the first time by title only.Motion by Stadshaug seconded by Hilderbrand,to accept the first reading.Motion carried. BROADRIPPLE ADDITION NO.3 -STREET BOND j^ Letter from J.Garth Anderson,Public Works Director,requesting that the Council order the improvement of Eastlake Drive under the provision of the Sub-division bond.Motion by Law,seconded by Hilderbrand,that City Manager and City Engineer,proceed with the improvement of Eastlake Drive from Nelson Road to the South boundary of the Plat.Motion carried. LOCAL IMPROVEMENT DISTRICT ASSESSMENTS - TAX FORECLOSURE /Q Letter from City Manager,Chester Waggener,stating Treasurer of Grant County has filed a legal notice,stating intent to foreclose for delinquent taxes on five lots in Moses Lake,upon which City of Moses Lake has L.I.D. assessments,and requesting authorization to bid this property in upon resale read.Discussion.Motion by Stadshaug,seconded by Krueger,request of City Manager,requesting authorization to bid property in for resale be granted.Motion carried. UTILITY BILLING AND DELINQUENCY PROCEDURE Water,Sewer and Garbage Billing Procedure read.Donn Kaynor,Finance Director,presented copies of new Delinquent Notice,for council approval. Motion by Krueger seconded by Hilderbrand,Utility Billing and Delinquent Procedure be approved.Motion carried. PROGRESS REPORT -CONSTRUCTION PROJECTS Reported on by William Daugaard,Assistant City Engineer.All L.I.D.'s progressing satisfactory.Completed all paving in the Peninsual area, except for Marigold St.City Hall Parking lot be done next week.Rest Rooms at McCosh Park 80%completed.Last pour on Tennis Courts made a week ago. LEGISLATIVE DISTRICT MEETING Annual Fall Meeting to be at Ellensburg,Antlers Hotel,October 16,1962 . Notify Stark and Harden.All Councilmen go if possible. IMPROVEMENT OF ARTERIAL STREETS BY FORCEJCCOUNT /0/9 Letter from William Daugaard,Assistant City Engineer,requesting authorization to improve the Arterial Streets of Grape Drive from Valley Road to Market Street, Division Street from Nelson Road to Montlake Drive, and Peninsual Drive from P.S.. #18 overpass to the Southwest., by Force Account read. 749 SEPTEMBER 25,1962 IMPROVEMENT OF ALLEY BY FORCE ACCOUNT 0 9 Letter from William Daugaard,Assistant City Engineer,requesting authorization to improve,by force account,the alley from Alder Street to Dogwood Street between Broadway and Third Avenue read.Motion by Krueger,seconded by Hilderbrand,to accept the two improvements, Arterial Streets and Alley by Force Account.Carried. FINAL APPROVAL OF BUDGET Meeting to be October 1,1962 at 8:00 P.M., City Hall. Meeting adjourned. Ordinance No.475,adopting the 1963 Budget and levying taxes for municipal purposes according to the assessed valuation as determined in 1962,was read.
