CITY HALL The Council met in regular session,the meeting was called to order by Mayor Dietzen.Councilmen present were:Gordon Ebbert,Harold Stadshaug,Alex Law, William Hilderbrand,Fred Krueger,0tto Skaug,and John Dietzen. CASCADE NATURAL GAS CORPORATION-PREPAY INSTALLMENT NOTE ,2-0°Letter from O.M.Marshall,Cascade Natural Gas Corporation,Seattle, Wash•regarding due date of Installment Note to the City of Moses Lake.Payment in full plus accrued interest on February 15,1956, and requesting receipt and acceptance of notice read.Letter from City Manager,Chester Waggener,stating returning copy of letter, and asking for analysis of computations,as do not concide with amounts provided by City Finance Director and requesting their attorneys prepare documents for release of mortgage and installment note.Document to be forwarded to City Attorney,John Calbom for approval. APPEAL FROM PROVISIONS OF ZONING ORDINANCE . \f)S^Mr*&Mrs*W#A*Weiss,appeared before the council'regarding a\u Camp Trailer,parked in their front yard.Letter from Mr.&Mrs. W.A.Weiss,appealing the order from the Building and Planning Director,to remove camping trailer from their front yard read. Letter from James Wright,Building &Planning Director,recommending the City Council consider this appeal carefully and ask the Planning Commission to study a possible change to the ordinance,hold public hearing when necessary and make a final recommendation to the council, showed slides of areas all around the City,where trailers,boat trailers, campers etc are parked in yards on the street,as many homes in Moses Lake are located on a minimum sized lots,making it difficult to main tain off-street parking in conformance with the zoning ordinance. Planning Director asked that further review by the Planning Commission be made of practice of converting garages and carports to other uses. !In some cases off street parking cannot be maintained in accordance with zoning ordinance,if conversion of garages is made.Motion by Hilderbrand seconded by Law,to grant temporary approval to appeal of Mr.&Mrs.W.A. Weiss,pending further study of the Ordinance,and to request the Planning Commission study the provisions of the Zoning Ordinance regarding Camping Trailers and required off street parking.Motion carried. I I NOVEMBER 13,1962 CONTfD ORDINANCE-AMENDING ORDINANCE NO.387 ^ Ordinance read by title only for the first time.Councilman Law,wanted /J to know if Oil Dealers;are aware of the change in the Ordinance. Motion by Stadshaug seconded by Hilderbrand to accept the first read ing of the Ordinance.Motion carried. ORDINANCE AMENDING SANITATION ORDINANCE Ordinance read for the first time by title only.Council feel exception should be made for people who are going to be gone two or more months. Motion by Law seconded by Krueger Ordinance be returned to the ^ity Attorney for changes that were discussed.Motion carried. FUND TRANSFERS TO MUSEUM //J3 Letter from City Manager,Chester Waggener,requesting authorization to transfer Budget Item lk Payroll Tax,of Administrative Budget to Budget Item 162 Supplies and Expense of the Museum Budget in the amount of $50.00,Budget Item 26,Civil Defense Equipment to Budget Item 163 Equipment,of the Museum Budget $225.00,Motion by Stadshaug seconded by Hilderbrand,transfer of funds be granted.Motion carried. PARK &RECREATION-LOAN FROM EQUIPMENT RENTAL FUND /o/o Letter from City Manager,Chester Waggener,regarding operating funds for the Park &Recreation Dept,for the remainder of 1962 and requesting authorization to loan $16,000 to the Park &Recreation Fund from the Equipment Rental Fund at an interest rate of k%.Motion by Skaug seconded by Hilderbrand,Park &Recreation Fund be authorized to obtain loan from Equipment Rental Fund.Motion carried with Krueger voting No. MARINA DRIVE'CROSSING Letter from City Manager,Chester Waggener,regarding the Proposed Marina Drive Street Crossing,together with correspondence from the Chicago, Milwaukee,St.Paul and Pacific Railroad Co,requesting permit for a street crossing of their tracks in the vicinity of Marina Drive.Requesting council authorization to give a commitment agreeing to accepting cost of installation &maintenance of the crossing.Motion by Krueger seconded by Ebbert, request be granted to Mr. Waggener, for commitment agreement.Carried. HIGH SCHOOL ACCESS STREET Mayor Dietzen thanked the council for attending the meeting held in regards to the High School access street.No action taken.City Attorney to check further and bring back to council meeting. KNOLLS VISTA PAVING-PROPOSED L.I.D.PROCEDURE /06?7 Presented by William Daugaard.Proposed to instigate preliminary,informal, hearings regarding possible L.I.D.to pave West of Central Drive and portion of Northshore Drive,needs re-surfacing in order to save the street.Motion by Hilderbrand seconded by Stadshaug,Engineers office be granted permission to proceed with proposed L.I.D.in the Knolls Vista area.Motion carried. PROGRESS REPORT-CONSTRUCTION PROJECTS Reported on by William Daugaard,clean up done on L.I.D's.Rest rooms in JO/® park have to be repainted,few minor touch ups inside etc.Fire Tower paving completed,drains put in.City Hall parking lot completed. FREE METHODIST CHURCK PLAT Presented by William Daugaard. Motion by Krueger seconded by Ebbert, Plat of Free'Methodist Church be accepted.Motion carried. Meeting adjourned.
