COUNCIL MEETING
REGULAR SESSION 8:00 P.M.CITY HALL
The council met in regular session,the meeting was called to order
by Mayor Dietzen.Councilmen present were:Gordon Ebbert,Otto
Skaug,Harold Stadshaug,William Hilderbrand,Alex Law,Fred Krueger
and John Dietzen.
Minutes of the last meeting of Dec 26th, were approved bv the council
BILLS were audited by the council.Motion by Krueger seconded by
Hilderbrand,bills be paid and warrants drawn..Motion carried

Bids were opened and read at 1:30 P.M.by City Manager,
Chester Waggener.Low bid was that of Basin Oil Co at
.21528,recommends contract be awarded to the low bidder.
Motion by Law seconded by Stadshaug,accept the low bid and
award contract to Basin Oil Co, at .21528.Motion carried.
L.I.D'S #13,#14, #15,#16, -FINAL HEARING
Director of Public Works,J.Garth Anderson,stated he had
received numerous protests,some protesting the improvement
and others the amount assessed.

ORDINANCE NO. 479 Approving and Confirming Assessment Roll for
L.I.D.# 13 read by title only.Motion by Ebbert seconded
by Stadshaug,Ordinance No.479 be adopted and published,
overruling protest and confirming the assessment roll for
L.I.D.#13.Motion carried.

ments against Chicago,Milwaukee,St.Paul and Pacific Rail
road, on Orchard Ave &Overruling all other protests.Motion
carried.

L.I.D. #17, read by title only.Motion by Skaug seconded by
Law,Ordinance No. 483 be adopted &published,confirming the
assessment roll for L.I.D.#17.Motion carried.
McNELLY ADDITION-PUBLIC HEARING TO MOVE BUILDING
James Wright,Building &Planning Director,stated that the
Plat is in good order,but Mr.McNelly does not own the
property &will have to make arrangements to post bond &
obtain title to the land,recommends that the building not
be moved until property is platted.No one present objecting
to building on Nelson Road being moved to the McNelly Addition.
Motion by Stadshaug seconded by Hilderbrand,upon completion
of platting requirements,Mr.McNelly be al lowed to move build
ing from Nelson Road to McNelly addition.Motion carried.
ORDINANCE NO.484 IMPRISONMENT IN LIEU OF FINE
^)Amending Ordinance No.156 read for the second time by title
only.Motion,by Hilderbrand seconded by Stadshaug,Ordinance
No.484 be adopted and published.Motion carried with Law

RESOLUTION No.287 TRANSFER OF FUNDS-SANITATION

NORTHWEST HELICOPTER SERVICE_INC.REQUEST
Letter from Thomas M.Wallitner,Executive Vice President of
Northwest Helicopter Service Inc,requesting council's author
ization to move a building from Larson Air Force Base to the
Moses Lake Municipal Airport,also letter from James Wright,
Building and Planning Director,corrections that would have to
be made in order to meet the requirements of the City Building
Code read.Councilman Law,questions water supply,a larger
pump would have to be installed in order to service another
building.Mr.Wallitner,stated his company would put in a
larger pump,rather than drill another well.
Mayor Dietzen,asked J.Garth Anderson,Director of Public
works if their would be any objections to putting in a larger
pump.He felt not.
Motion by Law seconded by Ebbert,Mr.Wallitner,of Northwest
Helicopter Service,Inc.be granted request to move building
from Larson Air Force Base to the Moses Lake Municipal Air=
port,providing all requirements of the City Building Code,
are met,and install a larger pump in the well,sufficient

Capacity to furnish water to new building as well as existing
buildings at the expense of the Northwest Helicopter service
Inc,and ownership convert to City.Motion carried.
ENGINEERING REPORT-PROPOSED STREET L.I.D.'S
J.Garth Anderson, Director of Public Works, stated a meeting
was held Dec 19,1962 with property owners in the Knolls Vista
area on the re-surfacing of Northshore Drive, Dale Road and
Dund Road.Wanted them to express their feelings if they were
for or against it.Metropolitan Mortgage Co,in behalf of homes
on Earl Road,Dale Road and Loop Drive, against improvement.
Approximately 5%protests were received on Northshore Drive,
Knolls Vista and Pine Drive.Several protests were received
for and against sidewalks.Principal concern is the re-sur
facing.Sixty people at the meeting.Told them that we would
assume they were in favor of street and sidewalks unless we
heard from them.Earl Road,Dale Roao,Dune Road and Loop
Drive,96%of frontage in favor or has not expressed opposi
tion.Grape Drive petition,55%area and 54^%frontage favor
able.Lakeside Drive and Margaret Street,petition less than
35%.Hawthorne Drive, petition 75% area and 70% frontage,
just one side of block.
Nelson Road,30% in favor.Discussion on paving Nelson Road
Madison to 11-G.Recommend proceed with Pine,Northshore,
Knolls Vista Drive and possibly Clark Road.Councilman Law
Feels sidewalks should be included in all the Knolls Vista
area. Motion by Law seconded by Krueger, Engineers be author
ized to proceed with engineers assessment rolls for formation
of an L.I.D.for improvement of Pine,Northshore and Knolls
Vista Drive,with separate assessments calculated for paving
and for sidewalks;and to proceed with engineers and assess
ment roll for formation of an L.I.D.for grading,gravelling,
curbing,paving,and sidewalks along Nelson Road from Madison
Ave to S.S.H,11-G.Motion carried.

in Municipal Administration.27 Department heads and subor
dinates taking course lessons every Friday from 10 A.M.,to
12 P.M.Invite the councilmen to attend.
SLIDES
Were shown to the council regarding seepage and ditch dug,
drain tile laid on Penn Street,by City Shop and Public
Works office.
