1963 02 12770 FEBRUARY 12,1963 COUNCIL MEETING REGULAR SESSION 8:00 P.M.CITY HALL The City Council met in regular session with the meeting called to order by Mayor John Dietzen.Other councilmen present were Gordon Ebbert, Otto Skaug,Harold Stadshaug,and William Hilderbrand.Councilman Fred Krueger was absent. Minutes of the last Council Meeting of January 22nd were approved by the City Council. BILLS were audited by the Council.Motion by Hilderbrand,seconded by Ebbert,that bills be paid and warrants drawn.Motion carried. PARKING REGULATIONS FOR TRUCKS,CAMPING TRAILERS,BOATS Letter from James Wright,Building &Planning Director read stating Planning Commission at a public hearing February 7th received opinions from the public regarding the proposed control of on-and off-street parking in residential zones.The Planning Commission has chosen to continue studies for thirty days and reaffirmed their previous standing. Majority of the public seem sympathetic toward proposed changes,yet were concerned as to how it would be enforced. Mayor felt we should wait until Planning Commission has further studied and evaluated this problem.The Council decided to wait until Planning Commission has met again before reaching any decision. //As 771 FEBRUARY 12,1963 CASTOR ADDITION -FINAL PLAT \0b \*Letter read from Chester L. Waggener, City Manager,stating final plat was approved by the Planning Commission on February 7th,The Planning Commission recommended approval and acceptance of Castor Addition Plat by the City Council. Stadshaug moved that final plat of Castor Addition be approved and accepted by City Council.Hilderbrand seconded this motion.Motion was carried. RESOLUTION NO.290 -SETTING DATE FOR LOCAL IMPROVEMENT DISTRICT PRELIMINARY HEARINGS ll* 0 lp1 Resolution No.290 was read by title only.J.Garth Anderson,Public Works Director,stated that if this resolution were adopted by the Council,all affected persons would be sent a notice of the preliminary cost assessment and that they could appear to state their objections at the regular Council Meeting on March 12,1963. Mr.Hilderbrand moved that Council adopt Resolution No.290;this motion was seconded by Mr.Skaug.Motion was carried. PLANNING COMMISSION LETTER OF APPOINTMENT **Letter from Mayor Dietzen read.He requested Council's confirmation of his appointment of Mr.Seldon R.Jones to Planning Commission filling the unexpired term of Mr.William Talbott,such term to expire on December 31,1967.Motion by Mr.Skaug that Council confirm this appointment of Mr.Jones to Planning Commission,seconded by Mr.Hilderbrand.Motion was carried. EPHRATA FIRE DEPARTMENT MUTUAL-AID AGREEMENT. )S9 Letter read from Chester L.Waggener,City Manager,requesting authorization from Council for City Manager and City-Clerk to execute a Mutual-Aid Agreement with the Fire Department of Ephrata.Mr. Waggener explained we already have a similar agreement with Larson Air Force Base Fire Department and a verbal agreement with Ephrata Fire Department.This agreement would waive all claims by either fire department for any compensation occuring as a consequence of the performance of this agreement. Motion by Mr.Ebbert,seconded by Mr.Stadshaug,that City Manager and City Clerk be authorized to execute this Mutual-Aid Agreement with Ephrata Fire Department.Motion carried. AUTHORIZATION TO SALL BIDS FOR BACK-HOE AND LOADER ATTACHMENTS )Ql1 Letter read from J.Garth Anderson,Public Works -Director,requesting authorization to proceed with Call for Bids for Back-Hoe and Loader Attachments for the City's existing Ford Tractor.Purchase of this item has been included in the 1963 budget at an estimated cost of $5,000.P*1 Bids are to be opened at 1:30 P.M.on,February 26,1963. \ Motion by Mr.SkaUg,seconded by Mr.Stadshaug,that Public Works Director be authorized to proceed with this Call for Bids as requested. Motion carried. 772 FEBURARY 12,1963 ST.PATRICK'S PLAT -RELEASE OF BOND Letter read from J.Garth Anderson,Public Works Director,recommending that the City accept the maintenance of the water main,storm drainage, curbs and asphalt concrete pavement on Lakeside Drive within the St.Patrick's Addition Plat and the bond guaranteeing the specific improve ments be released.Motion by Mr.Stadshaug,seconded by Mr.Ebbert, that City accept the maintenance of these utilities as requested and bond be released.Motion carried. "| GARDEN HEIGHTS ADDITION NO.2 -RELEASE OF BOND u /jp & Letter read from J.Garth Anderson,Public Works Director,recommending the City accept for maintenance the installation of water mains,sewer mains,sidewalks,curbs and asphalt concrete pavement on Balsam Street and Garden Drive,and the water main on Ninth Avenue,within the Garden Heights Addition No.2 Plat.Also,that the subdivision bond guaranteeing the specific improvements be reduced from $19,600 to $7,500.Mr.Anderson explained that this $7,5 00 was amount needed to insure completion of the grading and graveling on Ninth Avenue from Garden Drive to Balsam Street and the sewer main from Balsam Street to Division. Motion by Mr.Stadhsaug,seconded by Mr.Hilderbrand,that City accept for maintenance the utilities requested and the subdivision bond guaranteeing the specific improvements be reduced from $19,600 to $7,500.Motion carried. ADVANCED MANAGEMENT TRAINING INSTITUTE /O/o" •City Manager,Chester L.Waggener,explained the Advanced Management Training Institute was being conducted in Chicago during May 5 - 10 of 1963 for City Managers and Assistant City Managers who have been in office a minimum of three years.He asked for Council's permission to attend this conference,leave with pay,and the actual expenses incurred. Mayor Dietzen recommended this training and was enthused about it and felt the City would benefit.It was estimated this would cost the City about $45 0,including tuition cost of $2 00,travel expenses,and a few meals not covered.The other councilmen present also concurred that Mr.Waggener should be allowed to attend and that it would benefit the City.Motion by Stadshaug,seconded by Ebber^that City Manager be permitted to attend Advanced Management Training Institute at the City's expense.Motion carried. SANITATION BILLING POLICIES City Manager stated that in November,1962,the Council had passed /t an ordinance No.478 adding a new section to Ordinance No.408, which reads as follows:"All active domestic water accounts furnished water by the City of Moses Lake shall,during the time that water is being furnished to the premises,be assessed and pay the applicable rate for garbage collection."This policy has created a problem and invoked some hardships on our citizens,particularly duplexes where there is a vacancy but the water remains on for the occupant remaining.Many citizens have complained about this policy,and Mr.Waggener feels that it should possibly be amended.Councilman Skaug also has received complaints on this and felt there is merit in considering an amendment. Mr.Stadshaug moved that the City Attorney be authorized to prepare an amendment to Ordinance No.478.Seconded by Mr.Hilderbrand.Motion was carried.Until actual passage of an ordinance amending this policy, sanitation rates will continue to be billed and collected in accordance with Ordinance No.478. 773 FEBRUARY 12,1963 TRAFFIC PROBLEM ON SHARON &MONROE -HIGH SCHOOL ACCESS ]j7 Mr.Barnhart,1617 Monroe,Moses Lake,Washington,appeared before the Council stating he thought the City should do something on Sharon and Monroe to eliminate the severe safety hazard regarding traffic. Possibly,a stop sign on Sharon and a yield-ri"ght-of way sign on Monroe would help.Mr.Barnhart,also,felt that Monroe Street should be paved before spring,because of the dust and poor visability adding to this traffic problem. :Mayor Dietzen informed Mr.Barnhart of the work the Council has done with the School Board regarding this particular location.Public Works Director stated he and Police Chief have also been studying this and there appears to be a problem regarding placement of signs;i.e., which;street should,have the right-of-way.Mr.Anderson stated he should be able to make a recommendation to City Manager shortly.Presently, there are no markers on this location at all.Possibly an elimination of some of the parking on Sharon would help.Mr.Hilderbrand sympathized with Mr.Barnhart.The Police Department has made periodic radar checks in this area,too.
