1963 04 2377^ COUNCIL MEETING APRIL 23,1963 REGULAR SESSION -8:00 P.M.-CITY HALL The City Council met in regular session with the meeting called to order by Mayor John Dietzen.Other councilmen present were:Gordon Ebbert,Forrest Hardin,William Hilderbrand,Otto Skaug,Harold Stadshaug,and Fred Krueger. Minutes of the last Council meeting of April 9th were approved by the City Council BILLS were audited by the Council.Motion by Stadshaug,seconded by Hilderbrand,that bills be paid and warrants drawn.Motion carried. CURRENT EXPENSE Total amount paid $2356.82 EQUIPMENT RENTAL Total amount paid 1191.50 FIREMEN'S PENSION Total amount paid 275.00 STREET Total amount paid '81.99 WATER &SEWER Total amount paid 6435.46 PARKS &RECREATION Total amount paid 156.85 TOTAL $10,487.62 CONSIDERATION OF BIDS -PAVING ROLLER JOl 'Letter read from Public Works Director,J.Garth Anderson,requesting that bids for Essick Model VR-28-W Vibrating Compactor,opened this date,be awarded to Inland Diesel &Machinery Company of Spokane, Washington,in the amount of $2,542.80.Motion by Krueger,seconded by Hardin,that bid from Inland Diesel &Machinery Company for the Essick Model VR-28-W Vibrating Compactor be accepted.Motion carried. CONSIDERATION OF BIDS -BILLING EQUIPMENT n{~7 Letter.read from Donn Kaynor,Finance Director,requestingthat bid \submitted by the National Cash Register Company of Yakima,Washington for an NCR Utility Billing and Receipting Machine be accepted.This was the only bid submitted;and total cost of $4797.01 (including taxes . and government discount)would not be due until 1964,even though delivery may possibly be before January 1,1964. Motion .by Skaug,seconded by Stadshaug,that the National Cash Register Company's bid on an NCR Utility Billing and Receipting Machine be accepted.Motion carried. HOLMES COMMERCIAL PLAT REPLAT -FINAL APPROVAL 0.1?Letter read from Public Works Director stating the final Plat of Holmes Commercial Plat was given final approval by the Planning Commission on April 18th,necessary utilities have been installed in accordance with Community Standards,and taxes and plat fees have been paid.Garth Anderson recommended this final plat be accepted and the $1,000 cash bond be released. Motion by Hilderbrand,seconded by Stadshaug,that final Plat of Holmes Commercial Plat be accepted and bond be released.Motion carried. RESOLUTION NO.295 -AUTHORIZED SIGNATURES ON WARRANTS Resolution No.295,authorizing individuals to sign warrants on behalf of the City of Moses Lake,was read.These individuals are Chester L. Waggener,City Manager;and Mary L.Hopley,City Clerk;orL.Donn Kaynor,Finance Director. Motion by Krueger,seconded by Hilderbrand,that Resolution No.295 authorizing these signatures on warrants be adopted.Motion carried. c \V 796 APRIL 23,1963 ORDINANCE AMENDING ZONING ORDINANCE - RE:CONSERVATION &RECLAMATION ZONE /OS? An ordinance amending Ordinance No.433 entitled "The Comprehensive Zon ing Ordinance of jthe City of Moses Lake,Washington"by placing zoning controls over that body of water known as Moses Lake within the "CR" Conservation and Reclamation Zone was read by title only.Also read was a letter from Jim Wright,Building &Planning Director,explaining there are presently private lands extending under parts of the lake which could conceivably be filled and developed for private use.This proposed amend ment would provide a control of land usage for all lands lying under the sur face of the lake and is recommended in order to eliminate possible conflict in the future. Motion by Kruger,seconded by Hardin,that Council accept first reading of this proposed ordinance amending Zoning Ordinance No.433.Motion carried. ORDINANCE NO.491 -AMENDMENTS TO ZONING ORDINANCE NO.433 ,:-;/os-/ Ordinance No.491 amending Zoning Ordinance No.433 by amending the definition of the term "family",amending the off-street parking require ments,and amending the organization of the Board of Adjustment,was read by title only. Motion by Hilderbrand,seconded by Stadshaug,that Ordinance No.491 amending Zoning Ordinance No.433 by adopted.Motion carried. ORDINANCE #492 -AMENDMENTS TO ORDINANCE NO.101 RE:ON-STREET PARKING Ordinance No.492 amending Ordinance No.101 entitled "An ordinance ' relating to and regulating traffic and travel and their incidents upon the streets,avenues and public highways.of the town of Moses Lake,Wash ington;prescribing rules of the road for vehicular and other traffic on the public highways;providing for conduct in the event of vehicle accidents, and the making reports thereof;prescribing the powers and duties of police officers and other persons in relation thereto;defining offenses; providing penalties;repealing all other ordinances or parts of ordinances in conflict herewith;by adding a new section thereto restricting parking of motor vehicles and other equipment on public streets or public right-of- ways within residential zones of the City of Moses Lake,was read by title only. Motion by Hilderbrand,seconded by Skaug,that Ordinance No.492 amending Ordinance No.101 restricting on-street parking within residential zones be adopted.Motion carried. ORDINANCE NO.493 -ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO.18 Ordinance No.493 ordering the improvement of Lakeside Drive and /&6?7 Margaret Street by grading,graveling,constructing and installing storm drainage,side lateral sewer connection,curbs,sidewalks.,and asphalt concrete pavement all in accordance with Resolution No.290 of the City Council of the City of Moses Lake,Washington;establishing Local Improvement District No.18;providing the method of.assessment in said District;.providing that payment for said improvement be made by special assessments upon property in said District,payable by the mode of "payment by bonds";and providing for the issuance and sale of local improvement district warrants redeemable in cafah and local improvement district bonds was read by title only. .Motion by Hardin,seconded by Ebbert,that Ordinance No.493 establish ing Local Improvement District No.18 be adopted.Motion carried. 797 APRIL 23,1963 COUNCIL CHAMBERS -ACOUSTICAL WORK AND TAPE RECORDER ^Letter read from Chet Waggener,City Manager,requesting Council \u 'authorization to engage an architect to proceed with plans for Council Chamber improvements,as previously provided for in the 1963 budget. These improvements were basically to install a tape recorder,acoustic treatment of wall surfaces in the Council Chambers,and reinstallation of the air conditioning system to eliminate the noise problem it presently creates while on.Mr.Waggener stated $3,200 has been budgeted for this project;however,it may not be necessary to spend all of that amount. Mr.Krueger believed possibly this money could be spent better elsewhere. City Attorney,John Calbom stated these improvements would be very beneficial during court sessions,enabling an accurate record to be kept of the proceedings.Mayor Dietzen stated it would also benefit the Planning Commission,especially during public hearings as it was difficult at times for the public to hear everything.It was agreed that if such a project were approved,the improvements would have to be attractive and maintenance free.Mr.Waggener believed approximately $200 to $300 would be necessary for the architectural services. Motion by Krueger,seconded by Ebbert,that City Manager be authorized to engage architectural and/or engineering services to determine the cost of these proposed acoustical work and tape recorder installations in the Council Chambers.Motion carried. FIRE DEPARTMENT TRAINING EQUIPMENT -REQUEST TO PURCHASE TANKER \Q I /Letter read frm Chet Roily,Fire Chief,requesting permission to purchase a 1938 GMC flammable liquids tanker at a cost of $500 from Jim Abrams, a representative of the Continental Oil Company.This tanker would be used in the Fire Department's training program and will allow them to pick up fuel from the service stations in Moses Lake and from Larson Air Force Base.The tanker has a capacity of 1,100 gallons and is equipped with pumping equipment. If this equipment were purchased,money would have to be budgeted in _ future years on an equipment rental basis.Chet Roily believed this yearly amount would not exceed $150,as the total mileage of this equip ment was estimated at 100 miles annually Motion by Krueger,seconded by Stadshaug,the Fire Chief's request to purchase this 1938 GMC flammable liquids tanker be granted.Motion carried. REQUEST TO CALL BIDS -PUMP AND EQUIPMENT FOR AIRPORT ()0^Letter read from Public Works Director requesting authorization to call for bids to be opened May 14,1963 for replacement of existing equipment at the City Airport well site with a pump and larger air tank to produce approximately 80 gallons per minutes.The existing equipment would be disposed of by trading in on the new equipment.Approximate cost of installation is $1,800,not including trade-in value of existing equipment. City Manager stated that we would be unable to further develop commercially the east side of the airport without an adequate water supply.The existing pump is only capable of producing approximately ten to fifteen gallons-per minute,and the maximum capacity of the well.is about 95 g.p.m.A fee schedule for water at the airport was suggested for future consideration. 798 APRIL 23,1963 REQUEST TO CALL BIDS -PUMP AND EQUIPMENT FOR AIRPORT (Continued) Motion by Stadshaug,seconded by Skaug,that Public Works Director's request to call for bids for installation of a new pump and larger air tank at the airport well site be granted.Motion carried. REQUEST TO CALL BIDS -DISPOSAL OF OLD PAVING ROLLER &1947 FORD TANK TRUCK r /o/7LetterreadfromCityManagerrequestingauthorizationtoadvertisefor bids to be openedon May 14,1963 for disposal of our old paving roller and 1947 Ford Tank Truck which is no longer of any value to the City.Mr. Waggener stated both Mr.Wanzer and Mr.McLanahan believethe cost of repairs to exceed the value ofthe equipment and there would not be a need to replace this equipment. Motion by Ebbert,seconded by Hilderbrand,the City Manager's request to call for bids for disposal of old paving roller and 1947 Ford Tank Truck be granted.Motion carried. REQUEST TO CANCEL BID CALL -WATER AND SEWER LINES.LAKESIDE DRIVE Letter read from Garth Anderson,Public Works Director,stating that the Water Department has discovered that the main on Lakeside Drive, within the L.I.D.#18 project,is a four-inch cast iron pipe and not the two-inch main indicated on record drawings.This relatively small length of main, although not the six-inch size recommended by the National Board of Fire Underwriters,will not adversely affect our rating;it will be connected to a six-inch main.This 100 feet of sewer main can easily be installed by the Public Works personnel. Motion by Hilderbrand,seconded by Hardin, that Public Works Director's request to withdraw our call for bids leaving the four-inch main in service on Lakeside Drive be granted.Motion carried. ASSOCIATION OF WASHINGTON CITIES ANNUAL STATEWIDE CONVENTION Mayor Dietzen stated that the Statewide Annual AWC Convention was being held on June 12,13 and 14 this year at Longview,Washington. The City of Kelso is the co-host.Mayor Dietzen hoped that all of the Council would attend,even though only two members would be voting delegates.All expenses will be borne by the City.The Council is to give some consideration to this event and discuss it further.
