1963 05 14799 COUNCIL MEETING REGULAR SESSION -8:00 P„M=-CITY HALL May 14,1963 • The City Council met in regular session with the meeting called to order by Mayor John Dietzen0 Other councilmen present were:Gordon Ebbert,Otto Skaug,Harold Stadshaug,William Hilderbrand,Forrest Hardin and Fred Kruegere Minutes of the last Council meeting of April 23rd were approved as written by the City Council. BILLS were audited by the Council.Motion by Hilderbrand,seconded by Krueger,that bills be paid and warrants drawn.Motion carriedo CURRENT EXPENSE Total amount paid $5,935.38 EQUIPMENT RENTAL Total Amount paid 2,037.-60 LIBRARY Total amount paid 4,638.85 PARK AND RECREATION Total Amount Paid 750.05 STREET Total Amount paid ,6,369.99 WATER &SEWER Total Amount paid 3,642.35 SANITATION Total Amount paid 5,109.91 TOTAL „$28,464.13 CONSIDERATION OF BIDS -L0I0D„NO.18 CONSTRUCTION ]6b Letter read from Assistant City Engineer,William Daugaard recommending that bid from McAtee and Heathe,Inc.opened this date,be rejected.Bid,in the amount of $28,612.60 was — $3,978.15 or 16 per-cent above the Engineer's estimate. Mr.Daugaard explained that estimate was based on a larger LID and that the McAtee and Heathe bid was probably net too high,considering the smaller amount of work to be done. Motion by Ebbert,seconded by Hardin,that consideration of bids for Ld.D.No.18 Construction be tabled until further information can be gathered.Motion carried. CONSIDERATION OF BIDS -PUMP AND EQUIPMENT FOR AIRPORT tnr\\p Letter read from Assistant City Engineer,William Daugaard, jU^requesting that bid from Odessa Trading Company for Deep-Well Turbine and Automatic Pressure System at the Moses Lake Municipal Airport be opened at the Council meeting,and that Contract 63-03 be awarded to the Odessa Trading Company if the-bid was comparable with the Engineer's estimate.The Odessa Trading Company misunderstood the time of the bid opening and assumed it to be at 8:00 p.m.May 14,rather than at 1:30 pirn.This was the only bid received. Motion by Stadshaug,seconded by Krueger that the bid be opened.Motion carriedo Bid was in the amount of $1631.60,with a $100.00 bid bond included.This was below the Engineer's estimate of $1,672.00 Motion by Stadshaug,seconded by Hardin,that the Odessa Trading Company bid for Deep-Well Turbine and Automatic Pressure System at the Moses Lake Municipal Airport be accepted.Motion carried. 798 APRIL 23,1963 REQUEST TO CALL BIDS -PUMP AND EQUIPMENT FOR AIRPORT (Continued) Motion by Stadshaug,seconded by Skaug,that Public Works Director's request to call for bids for installation of a new pump and larger air tank at the airport well site be granted.Motion carried. REQUEST TO CALL BIDS -DISPOSAL OF OLD PAVING ROLLER & 1947 FORD TANK TRUCK /o/zLetterreadfromCityManagerrequestingauthorizationtoadvertisefor bids to be opened on May 14,1963 for disposal of our old paving roller and 1947 Ford Tank Truck which is no longer of any value to the City.Mr. Waggener stated both Mr. Wanzer and Mr. McLanahan believe the cost of repairs to exceed the value of the equipment and there would not be a need to replace this equipment. Motion by Ebbert,seconded by Hilderbrand,the City Manager's request to call for bids for disposal of old paving roller and 1947 Ford Tank Truck be granted.Motion carried. REOUEST TO CANCEL BID CALL -WATER AND SEWER LINES.LAKESIDE DRIVE Letter read from Garth Anderson,Public Works Director,stating that the Water Department has discovered that the main on Lakeside Drive,within the L.I.D.#18 project,is a four-inch cast iron pipe and not the two-inch main indicated on record drawings.This relatively small length of main, although not the six-inch size recommended by the National Board of Fire Underwriters,will not adversely affect our rating;it will be connected to a six-inch main.This 100 feet of sewer main can easily be installed by the Public Works personnel. Motion by Hilderbrand,seconded by Hardin,that Public Works Director's request to withdraw our call for bids leaving the four-inch main in service on Lakeside Drive be granted.Motion carried. ASSOCIATION OF WASHINGTON CITIES ANNUAL STATEWIDE CONVENTION /^do- Mayor Dietzen stated that the Statewide Annual AWC Convention was being held on June 12,13 and 14 this year at Longview,Washington. The City of Kelso is the co-host.Mayor Dietzen hoped that all of the Council would attend,even though only two members would be voting delegates.All expenses will be borne by the City.The Council is to give some consideration to this event and discuss it further. The meeting was adjourned at 9:30 P.M. RETAIL TRADES COMMITTEE -REQUEST FOR FREE PARKING MAY 17th and 18th./^ Letter read from Chairman of Crazy Days Committee,Larry Jobin, requesting that free parking be permitted in the metered zones on May 17th and 18th to stimulate downtown shopping during the crazy days promotions Mr«Grimm appeared before the Council to make the request. Motion by Hilderbrand, seconded by Hardin, that metered parking be waived on May 17th and 18th,on an experimental basis.Motion carriedo ORDINANCE -AMENDING ZONING ORDINANCE RE:CONSERVATION AND RECLAMATION ZONE -SET PUBLIC HEARING ./ Letter read from Building and Planning Director,James W„Wright, recommending that a public hearing be set before the Planning Commission at their next regular meeting May 23rd,on the proposed amendment to the "CR"zone of the Zoning Ordinance„ Motion by Hilderbrand,seconded by Ebbert,that Public hearing be set before the Planning Commission at their next regular meeting on May 23rd0 Motion carriedo RESOLUTION #296 -ACCEPTANCE OF CLEAR ZONE EASEMENT FOR AIRPORT—/ooO? Resolution #296,authorizing acceptance of a clear zone easement for airport purposes,from Howard E„and Elizabeth AQ York (husband and wife) was read. The Yorks agree for the benefit of the public in its use of the Airport not to erect or permit the erection or growth of any object within the portion of real estate which lies within the northern clear zone approach area of the N S runway,said clear zone approach surface being an inclined plane with an elevation of 1,200 feet MSL at its inner and lower edge and an elevation of 1,250 feet MSI,at its outer and upper edge. Mr,Stadshaug suggested that the insertion be made to the resolu tion indicating that the property is a part time farm unite Mr. Waggener saidthat the insertion would be made and initialed by the Yorks,if it were found to be necessary. Motion by Stadshaug,seconded by Hilderbrand,that Resolution No. 296,accepting the conveyance of a clear zone easement for airport purposes to the City of Moses Lake oe accepted.Motion carriedo PARKS &RECREATION DEPARTMENT -PROPOSED FEE SCHEDULE FOR 1963 (SWIMMING AND TENNIS)/OdO Letter read from Parks and Recreation Director,Clemens Brigl, recommencing the adoption of the following proposed daily Swimming Pool rates for 1963: Elementary through Junior High 20-j; High School (with activity card)30c Adults 40c The 1963 Season Tickets will remain the same as 19620 01 MAY 14,1963 PARKS &RECREATION DEPARTMENT -PROPOSED FEE SCHEDULE FOR 196 3 ' (SWIMMING AND TENNIS)Continued In addition, Mr. Brigl recommended a registration fee of $1.50 for swimming lessons,with the provision that those who may be unable to pay be allowed to work around the pool area;and a registration fee of $1.50 for a series of tennis lessons.These fees to help offset the cost of equipment and instructors. Motion by Hilderbrand,seconded by Stadshaug to accept the proposed rate schedule and approve the registration fee of $1.50 for swimming lessons,and $1„5C for tennis lessons.Motion carried. RETIREMENT -EXTENDED DATE FOR DAVE IRELAND >«u Letter from City Manager,Chester L.Waggener,was read advising that David H,Ireland will reach normal retirement age of 65 by June 1,1963,and requesting that his retirement date by extended to December 31,1963.r • in Motion by Krueger,seconded by Hilderbrand that the retirement date of David H.Ireland be extended to December 31,1963.Motion carried.
