COUNCIL MEETING
REGULAR SESSION - 8:00 P.M. -CITY HALL May 23,1963
The City Council met in regular session with the meeting callea to
order by Mayor John Dietzen.Other councilmen present were:Gordon
Ebbert,Otto Skaug,Harold Stadshaug,William Hilderbrand,and
Forrest Hardin.Mr=Fred Krueger was absent.
Minutes of the last Council meeting of May 14th were approved, as
written,by the City Council.
BILLS were audited by the Council.Motion by Stadshaug,seconded
by Hilderbrand,that bills be paid and warrants drawn.Motion
carried.

Letter read from Mr. Rick Van,Moses Lake Jaycees,requesting
the use of the parking lane on 3rd Avenue from Division to
Alder for an automobile inspection lane,and permission to
set up an automobile accident display during the day of Saturday
June 15th,from 7 a.m.to 8 p.mo
Mr.Van appeared before bhe Council to make the request.
Motion by Hilderbrand,seconded by Stadshaug,that the Jaycees
be given permission to use the parking lane on 3rd Avenue
from Division to Alder on June 15th for an automobile inspection
lane and automobile accident display,with the understanding
that if,in the judgment of Chief Bjork, a traffic hazard is
being created,the inspection be moved around the corner cnto
Alder Street.Motion carried.
CONSIDERATION OF BIDS -L.I.D,#18 CONSTRUCTION
Letter read from J.Garth Anderson,Public Works Director '
recommending that the bid of McAtee &Heathe,for LID # 18
Construction be rejected,the project held over until 1964
and the property owners be notified of bhe decision.The
bid exceeded the Engineer's estimate by 16 per cent,and
it would be necessary for the property owner's to put up the
cash difference between the Engineer's estimate plus 10%,
and the Contractor's bid,approximately $1,550.00
Motion by Skaug,seconded by Hilderbrand,that the bid be
rejected.Motion carried with Ebbert ana Hardin votina no.

Mr.Waggener requested that an emergency be declared,and that
the Ordinance be passed at the 1st reading.
Motion by Hilderbrand,seconded by Ebbert,that the 1st reading-
be accepted,the second reading be waived,and that Ordinance
No,494 be adopted.Motion carried.
ORDINANCE NO.495 -AMENDING ZONING ORDINANCE RE:CONSERVATION &
RECLAMATION ZONE -2ND READING "/Q:
Ordinance No.495,amending Ordinance No.433 entitled "The
Comprehensive Zoning Ordinance of the City of Moses Lake,
Washington"by placing zoning controls over that body of water
known as Moses Lake within the "CR"conservation and reclamation
zcne was read by name only.Also reed was a letter from ^ames
Wright,Building and Planning Director recommending the adoption
of bhe amendment.
Mr.Wright recommended that Subsection 3 of Section 175.10 of
Ordinance No.433 by repealed.He pointed out that this could
restrict the City by giving control to other Public Agencies.
Motion by Hardin,seconded by Hilderbrand,that Subsection 3 of
Section 175010 of Ordinance No. 433 he repealed,that the 2nd
reading be accepted,and that Ordinance No.495 by adopted.
Motion carried.

Letter read from City Manager,Chester L.Waggener requesting
authorization to proceed with the Sprinkler System for park
strip,electrical services to Rotary kitchen,sidewalks to
swimming pool and entrance signs,and shrubbery plantings and
additional landscaping,requesting informal bids or quotations
on all other than landscaping and shrubbery which will be
accomplished by City crews this fall and next spring.
Motion by Skaug,seconded by Hardin that authorization be granted
to complete the items at McCosh Park«Motion carried.

of Section 32,Township 19N,Range 29, E. W.Ml.This property was
originally acquired for airport purposes.The.proposed site has
since been abandoned and the remaining property sold.
Motion by Hardin,seconded by Hilderbrand,that City Manager's
request to call for bids for sale of SW%of SW%of SW%of
Section 32,Township 19N,Range 29,E.W.M.be granted.Motion
carried.

Manager to engage Mr.Frank Harthorne to draw up acoustical
plans for the City Council room.Motion carried.
