COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-CITY HALL June 25,1963
The City Council met in regular session with the meeting called to
order by Mayor John Dietzen.Other Councilmen present were:Otto
Skaug,Harold Stadshaug,William Hilderbrand and rorrest Hardin,,Gordon
Ebbert and Fred Krueger were absent.
Minutes of the last Council meeting of June 11th were approved,as
written,by the City Council.,
BILLS WERE audited by the Council„Motion by Stadshaug,seconded by
Hilderbrand that the bills be paid and warrants drawn.Motion
carriedo

CONSIDERATION OF BIDS -SEAL COATING
Letter read from Public Works Director,Garth Anderson,
/}recommending that the bid of Standard Asphalt Paving Co. of
Spokane,in the amount of $27,890.00,opened at 10:00 a.m.
June 24, be accepted.A bid was also received from McAtee &
Heathe,Inc.in the amount of $32,400.00.The Engineer's estimate
was $37,650.00.
Motion by Hilderbrand,seconded by Hardin that the bid for Seal
Coating,Contract 63-04,be awarded to Standard Asphalt Paving
Company.Motion carried.
FLOAT AND FESTIVAL COMMITTEE -REQUEST TO USE STREET
\yjj-Eleanor Forbes,representing the Float and Festival Committee,
appeared before Council to request that permission be granted for
the Committee to block off and use Third Avenue, between Division
and Ash,from 6:00 pam.to 11:00 or 12:00 p.m.en the evening of
August 2 to hold a Block Party.The committee hopes in this way
to put the program on a self-supporting basis,instead of asking
merchants for donations as has been done in the past.Money is
needed for construction of a float,for Miss Moses Lake and the
Moses Lake Pageant,and this year,for the Grant County Parade.
The committee wishes to set up approximately 10 booths for
Carnival type concessions and refreshments.A street dance will_
also be held.
V Mr.Waggener said that no police or fire problems were
anticipated as the cross streets would be open.
Motion by Hilderbrand,seconded by Hardin,that permission be
granted for the Festival Committee to block off Third Avenue,
between Division and Ash, on August 2 from 6:00 p.m. to 12:00 p.m
Motion carried.

ALDER STREET -MILWAUKEE RAILROAD CROSSING J/sy
Letter read from City Manager,Chester L„Waggener stating that
the Milwaukee Railroad Company had been contacted about the
installation of a signal at the railroad crossing on the Alder
Street fill,but that no reply had been received,,Also read was
MrD Waggener's letter of April 11,1963 to the Milwaukee Railroad
requesting their action for installation of automatic signals
at the intersection,and pointing out that the street was first
established as County Road No. 722 (Penhallurick Road)on February
8, 1910,and prior to existence of any railroad facility,.
Mr.Waggener stated that he felt that the Railroad was doing
research with their legal staff,and that Mr»Calbom should make
the next request for action,as he was acquainted with a member
of the Milwaukee Railroad legal staff.
Mr.Stadshaug mentioned that a crossing was also needed at
Marina Drive,and Mr.Waggener said that the last contact
concerning the Marina crossing indicated that they were about
ready to submit an agreement for our approval.
FIRE DEPARTMENT -VACANT LOT WEED PR03LEMS
Letter read from City Manager,Chester L.Waggener,reporting
that our Number Four fire classification is predicated upon
our having firemen on duty at all times,and that firemen cannot
be considered on duty and ready to respond if they are busily
engaged in burning weeds off vacant properties.Mr.Waggener
mentioned the possibility that we can contract for removal of
weeds with the expense of such removal becoming a lien against
the property,collectible through taxes.
Mr.Otto Jensen explained that the fireman works 8 hours out of
24 with his regular duties,such as pre-fire planning,hose
changes,maintenance of fire station and equipment,and inspections
A weed burning program would mean cuiting back of other duties
which they are now performing.He also pointed out that pre-fire
planning and company inspections were required to hold the Number
Four classification.Mr.Jensen said that the fire department
would advise citizens of the best way to do their own burning,
and would respond immediately if they had trouble controlling
a fire.
Mayor Dietzen asked Mr.Waggener to explore,with Mr.Calbom,the
possibility of contracting for weed removal with the expenses
becoming a lien against the property,collectible through taxes.
RETIREMENT -EXTENSION OF SGT.CLYDE JENKINS

Letter read from City Manager,Chester L.Waggener,recommending
the extension of retirement date of Sgt.Clyde Jenkins for one
year,to September 1,1964.Sgt.Jenkins has already been extended
for one year by action of the City Council.Also read was a letter
from Chief of Police,William E. Bjork,recommencing the extension
of retirement date of Sgt.Jenkins,as Sgt.Jenkins wishes to
remain with the Department,is in a supervisory capacity,of
good health and doing a good job,
Motion by Hilderbrand,seconded by Hardin that extension of the
retirement date of Sgt.Clyde Jenkins for one year be granted.
Motion carried.

REQUEST TO CALL BIDS -PURCHASE OF POLICE CARS
jQl /Letter read from City Manager,Chester L.Waggener,requesting
authorization to call bids for 2 Police cars through buaget
code No.20.3.3 of the 1963 budget.
Mr.Waggener reported that most of the extra items on the
specification were included in the heavy duty police package
and would cost approximately $100»00 above the regular price
of the automobile.
Motion by Stadshaug, seconded by Hilderbrand that request to
call for bids for two police cars be granted.Motion carried.
CIVIL SERVICE COMMISSION APPOINTMENT
,31 Letter read from Mayor John Dietzen requesting confirmation of
re-appointment of Jerry Starr to the civil Service Commission,
the appointment to be for a six year term,expiring May 1,1969.
Motion by Stadshaug,seconded by Hardin, that re-appointment of
Mr.Starr for a six year term be confirmed.Motion carried.
BUDGET SCHEDULE
Mr.Waggener explained that the budget schedule was presented
principally for information of Councilmen.
TRAFFIC CONTROL -PIONEER WAY AND WHEELER ROAD
Mr.Waggener stated that it was felt that traffic control was
needed at the intersection of Pioneer Way and Wheeler Road, and
that the most desirable solution appeared to be to change the
curbing somewhat,leave avenues open,take out the channels,and—
installa 5 way traffic signal.This has not been budgeted for
this year,but there is money available from work that was budge
in cooperation with the State Highway Department,which is
apparently not going to be done this year.He requested approval
of the Council to proceed with engineering studies.
Motion by Stadshaug,seconded by Hilderbrand that the Engineering
Department proceed with study of control at intersection of
Wheeler ftoad and Pioneer Way,and secure cost figures on the type
of signal to be installed.Motion carried.
CITY GARBAGE SERVICE
Mr.Skaug asked if any action had been taken with Mr.Fuller
concerning the rough treatment of garbage cans by the Moses Lake
Garbage Service.Mr.Garth Anderson retorted that he had talked
to Mr.Fuller,and that Mr.Fuller had had a meeting with his
crew,instructing them to use more care in handling cans. Mr.
Skaug said that it had been mentioned to him by one person that
an improvement in that area had been noted.
