1963 07 23816 COUNCIL MEETING REGULAR SESSION -8:00 P,M, -CITY HALL July 23,1963 The City Council met in regular session with the meeting called to order by Mayor John Dietzen,Other Ccuncilmen present were:Gordon Ebbert,Otto Skaug,Harold Stadshaug,William Hilderbrand,Forrest Hardin and Fred Krueger. Minutes of the last Council meeting of July 16th were approved,as written,by the City Council. BILLS were audited by the Council„Motion by Stadshaug,seconded by Hilderbrand,that bills be approved and warrants drawn.Motion carried., CURRENT EXPENSE -Total Amount Paid $255 .59 EQUIPMENT RENTAL -Total Amount Paid 3,498.64 PARK &RECREATION -Total Amount Paid 413.29 STREET -Total Amount Paid 396.32 WATER &SEWER -Total Amount Paid 171002 LIBRARY -Total Amount Paid 9 7.18 TOTAL t . .o o .o . .o .o . .o o $4,832.04 SPECIAL BILLS Special bill was to C & V Auto Sales and Service $2,999.60 for 2 1963 Dodge pickups. Motion by Hilderbrand,seconded by Krueger,that bill be approved and warrant drawn.Motion carried. PETITION FOR VACATION OF RIVIERA ADDITION Mr.Kenison,representing Mr.Strangfellow,appeared before the Council to request the vacation of Blocks 1 and 2,Riviera Addition Plat to the City of Moses Lake, Motion by Hilderbrand,seconded by Skaug,that the Petition for Vacation of Riviera Addition be sent to the Planning Commission meeting of August 8, 1963, and that the public hearing be held at the Council meeting,August 27,1963o Motion carried, RESOLUTION NO, 302 -TRANSFER OF FUNDS,CURRENT EXPENSE . Resolution was read,transfering $200,00 within the Current Expense Fund from Budget Item 14,2,1,Payroll Tax,Hospital Insurance to Budget Item 14,3,2,Fire Equipment,Also read was a letter from Fire Chief,Otto Jensen,requesting the transfer. The excess in Budget Code 14,2,1 is due to the withdrawal from the State Industrial Insurance Program.The $200.00 will be used to purchase a salvage master for use in the Fire Department salvage work. Motion by Skaug,seconded by Hardin,that Resolution No, 302 be adopted.Motion carried, ORDINANCE NO,4 98 -FUNDS TO PURCHASE MOTOR PATROL GRADER -SECOND READING /0/O Ordinance No,498 providing for the transfer of funds within the 1963 City of Moses Lake budget from Equipment Replacement Reserve within the Equipment Rental fund to a new appropriation to be known as "Motor Patrol Grader,"Budget Code No,20,3,5 and declaring an emergency,was read by title only. 817 JULY 23,1963 ORDINANCE NO.493 -FUNDS TO PURCHASE MOTOR PATROL GRADER -SECOND READING (Continued) Motion by Hardin,seconded by Hilderbrand,that funds to purchas^ the Motor Patrol Grader be approved,and Ordinance No.498 be adopted.Motion carried. ORDINANCE NO.499 -ELECTION FOR LIBRARY BOND ISSUE ^Q Ordinance No.499,providing for the constructing,equipping U and landscaping of and demolition of existing building in preparation of the site for a new city library;declaring the estimated cost thereof as nearly as may be;providing for the borrowing of hot to exceed $295,000.00 and issuing and selling negotiable general obligation bonds in such amount to pay a part of the cost thereof,those bonds to be payable by annual tax levies to be made without limitation as to rate or amount;declaring an emergency;and providing for the submission to the qualified electors of the City at a special election to be held on October 22,1963,of the proposition of incurring that indebtedness and issuing those bonds,was read. Mr.Waggener stated that the millage,based on 4%interest rate and assuming 20 year maturity,would be 1.62 mills per year. Motion by Ebbert,seconded by Krueger,that the second reading be waived,and that Ordinance No.499 be adopted.Motion c carried. McCOSH PARK -REQUEST TO PURCHASE PLAYGROUND EQUIPMENT FOR 1963 c?n Letter was read from Park and Recreation Director,Clemens Brigl,requesting authorization to purchase playground equip ment and facilities toward equipping recreation area in McCosh Park in the total amount of $1469.52.r- Motion by Krueger,seconded by Hardin that the Park and Recreation Director be given authority to proceed with the purchase of playground equipment for McCosh Park.Motion carried. TRAINING COURSE -SUPERVISORY METHODS IN MUNICIPAL ADMINISTRATION iQldf Letter read from City Manager,Chester L„Waggener,listing 'the names of 22 City employees who have satisfactorily completed the final examination in the correspondence course on "Supervisory Methods in Municipal Administration",and commending those people for their satisfactory completion of the course. CREATION OF MUSEUM COMMISSION FOR THE CITY OF MOSES LAKE lr-P2 Mr.Kenison appeared before the Council on behalf of the v^Museum Board to request Council consideration of the creation of a Museum Commission. Mr. Kenison explained that he had discussed this with Mr.Calbom,and Mr.Calbom asked him to draw up a proposed Ordinance,which he had done. Motion by Krueger,seconded by Hardin,that proposal be tabled for the present,that a proposed Ordinance be drawn up by the City Attorney,with copies sent to each Council man for further study,and that a study session be held. Motion carried. r U JULY 23, 1963 818 INSURANCE -REQUEST FROM SOUTH GRANT COUNTY INSURANCE ASSOCIATION A Mr.Coyle appeared before the Council to request that the South Grant County Insurance Association be permitted to submit proposals for the City of Moses Lake insurance.He explained that the Mcses Lake members of the Association were Lakeview Realty,Horan Insurance Co,,Security Associates,Leahy Real Estate and Insurance,and Morgan Insurance Agency. He further explained that one individual would be the sole representative to the cj_ty from all firms,and would be empowered to act for all. Motion by Hilderbrand,seconded by Krueger,that the request of the South Grant County Insurance Association be given further study by the Council as a whole, and that their decision be given at the next Council meeting.,Motion carried. McCOSH PARK ENTRANCE STRUCTURE /007 Mr,Waggener explained that the cost of the proposed entrance structure to McCosh Park is a few hundred dollars over the $1,000 which was allocated for construction, but he felt that it was a very impressive and desirable entrance to the park. Garth Anderson said that under the original plan it would have to be about 65'long and 20»high. It had now been modified, and under the present plan it would be about 20'whide anc 8' high, and that it would occupy only the center portion of the concrete pad.The standards would be 20', 17' and 15'high. He estimated that the total cost would bo between $1,300 and $1,400 plus the labor to be furnished by the City. Motion by Krueger,seconded by Hardin,that the expenditure of as much as $1,5 00 be authorized,if necessary,for the construction of McCosh Park Entrance.Motion carried. Letters were read from Colonel David A,Tate,and colonel Clyde W Owens,expressing their appreciation to Mr,Dietzen and the citizi of Moses La e for the Friendship Day activities.Mr.Dietzen Mr.Waggener to make the letters available for publication as felt that the citizens of Moses Lake were responsible for the success of the endeavor.
