1963 08 13819 COUNCIL MEETING REGULAR SESSION -8:*00 P.M.- CITY HALL August 13,1963 The City Council met in regular session with the meeting called to order by Mayor John Dietzen=Other Councilmen present were:Gordon Ebbert, Otto Skaug,Harold Stadshaug,William Hilderbrand,Forrest Hardin and Fred Krueger. Minutes of the last Council meeting of July 23rd were approved by the Council,as written. BILLS were audited by the Council.Motion by Hilderbrand,seconded by Hardin,that bills be approved and warrants drawn <>Motion carriedo CURRENT EXPENSE -Total Amount Paid 1,790.78 EQUIPMENT RENTAL -Total Amount Paid 720.67 LIBRARY -Total Amount Paid 60 7.16 PARK &RECREATION -Total Amount Paid 2,891.00 STREET -Total Amount Paid 2,896o83 WATER &SEWER -Total Amount Paid 4,970.3 7 SANITATION -Total Amount Paid 4,874.85 TOTAL ..................18,751.66 SPECIAL BILLS Letter was read from Assistant City Engineer,William Daugaard, explaining work accomplished,and Budget Code and Fund for 4 special bills to Standard Asphalt Paving Company,Inc.in the total amount of $24,430.84, and recommending that the city Council accept the work and authorize payment of the bills. Motion by Stadshaug,seconded by Hilderbrand,that the work be — accepted,and payment of $24,430.84 be made to Standard Asphalt Paving Co.,Inc.Motion carried. Special bill to Holman Drilling ^ompany for Progress Payment for Contract 63-02,Drilling Well No. 9 in the amount of $2378.62. Motion by Krueger,seconded by Stadshaug,that bill be approved and warrant drawn.Motion carried. CONSIDERATION OF BIDS -MOTOR GRADER Letter was read from City Manager,Chester L.Waggener, recommending acceptance of the low bid from Modern Machinery Company,Inc.for a Motor Patrol Grader.The bid of Modern Machinery Company was for a Galion Motor Grader Model 118, in the amount of $17,513.83.They suggested an alternate of a power shift Model T-500 Motor Grader,and Mr.Waggener recommended that the bid for Galion Motor Grader Model T-500 in the amount of $18,195.04 be accepted.Also received was a bid from Webb Tractor and Equipment Company for a Caterpillar No. 12 Series E, in the total amount of $22,287.04. An Ordinance providing for the transfer of funds within the 1963 City of Moses Lake budget from Equipment Replacement Reserve within the Equipment Rental Fund to Budget Code No. 20.3.5,entitled "Motor Patrol Grader,"and declaring an emergency. Ordinance No.498 appropriated $17,000 for the purchase of the Motor Grader,and this ordinance provides foe the appropriation of the Additional $1195.04 necessary to purchase the Motor Grader with the power shift. Motion by Hilderbrand,seconded by Stadshaug,that the first reading of the Ordinance be accepted,and that the bid of Modern Machinery Company,Inc. in the amount of $18,195.04 be accepted. Motion carried. u AUGUST 13,1963 82Q PETERSON ADDITION -FINAL PLAT Letter was read from Building and Planning Director,James W. Wright,submitting the final plat of the Peterson Plat for acceptance and approval. Motion by Stadshaug,seconded by Hardin,to accept the final plat of the Peterson Plat.Motion carried. INSURANCE -REQUEST FROM SOUTH GRANT COUNTY INSURANCE ASSOCIATION 70Jf Two letters were read from Mr. R. F.Coyle,Secretary of the South Grant CGunty Association of Insurance Agents,regarding their request for consideration to submit a proposal of Insurance.Mr.Coyle appeared before the Council to further explain the services offered by the -3outh Grant County Insurance Association.Mr.Coyle stated that it was impossible for his Association to participate with all other insurance agencies in Moses Lake in writing the City's insurance,as it would not be possible for their agent to service the insurance written by other agencies not members of the South Grant County Insurance Association. Motion by Skaug,seconded by Hardin,that action on the South Grant County Association of Insurance Agents request to submit a proposal of insurance be delayed until the Council meeting of August 27th.Motion carried. Mr.Hilderbrand requested that a break-down of the Cities present insurance be prepared for the study session. ORDINANCE -CREATING MUSEUM ADVISORY BOARD Letter was read from City uariager,Chester L,Waggener, submitting a proposed ordinance creating a Museum Advisory Board.The Ordinance,creating a Museum Advisory Board for the City of Moses Lake,Washington,defining terms of office, duties and powers,was also read. Mr.Kennison and a group of members of the committee of the present Museum Board attended the Council meeting. Mr. Kennison stated that he had not had sufficient time to study the proposed Ordinance thoroughly,but the basic objection to it was that it didn't actually do anything. He cited the Airport Commission,Library Board,Planning Commission,Park &Recreation Board, and Civil Service Commission as examples of the type of authority which they would like to have for the Museum Board. It was established that most of the people who are interested in the Museum live outside the City limits. Motion by Hardin,seconded by Stadshaug,that the Ordinance creating a Museum Advisory Board be tabled for further study. Motion carried. COUNCIL CHAMBERS ACOUSTICAL REMODELING /O/Letter was read from City Manager,Chester L.Waggener, requesting Council authorization to receive informal bids for installation of acoustical work,and separate informal bids for remodeling of air conditioning and heating equipment.Mr. Waggener explained that Mr.Hartborne recommended installation of 200 units of additional absorption to correct the acoustical values,and sound insulation of the air conditioner.The estimate of construction cost is $1,100.00 Mr.Waggener stated that Mr.Todd,of Sound Scriber,is to demonstrate tape recording equipment at 2:30 p.m.August 14, in the Council Room,and that he would like to have members of the Council see the demonstration. 821 AUGUST 13, 1963 COUNCIL CHAMBERS ACOUSTICAL REMODELING (Continued) Motion by Hilderbrand,seconded by Stadshaug,authorizing the City Manager to receive informal bids for installation of acoustical work,and separate informal bids for remodeling of air conditioning and heating equipment.Motion carried„ TRAFFIC CONTROL -WHEELER ROAD AND PIONEER WAY \\\Assistant City Engineer,William Daugaard,showed the Councii '<'preliminary plans for traffic control at the intersection of Wheeler Road and Pioneer Way. The immediate plan is for 4 lanes on Pioneer •Way at the intersection,and 2 lanes on Wheeler Road and Eider Street,with a 5-way traffic actuated signal« Future plans call for holding lanes for left turns on Pioneer Way, Mr0 Daugaard estimated that the cost for all proposed work, including installation of signal,would be $11,000.00. Mr.Stadshaug suggested that a picture be taken of the proposed plan, and published in the Columbia Basin Herald. INSURANCE CLAIM -DEL HARDY 0 oi-l Letter was read from City Manager,Chester L.Waggener, «'submitting,for the information of the Council,a Notice of Claim for Del Hardy,for damage to hot water heater,caused by the City turning off the water without notification.The original of the Claim has been forwarded to the Insurance Adjuster for General Insurance Company of America.
