COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-CITY HALL September 10,1963
The City Council met in regular session with Lhe meeting called
to order by Mayor John Dietzen.Other Councilmen Present were:
Gordon Ebbert,Otto Skaug,Harold Stadshauq,William Hilderbrand,
Forrest Hardin and Fred Krueger.
Minutes of the last Council meeting of August 27,1963 were approved
by the Council,,as written.
BILLS were audited by the Council.Motion by Krueger,seconded by
Hardin,that the bills be approved and warrants drawn.Motion
carried.
CURRENT EXPENSE -Total Amount Paid $1,619.84
EQUIPMENT RENTAL -Total Amount Paid 322.29.
LIBRARV -Total Amount Paid 54.70
PARK &RECREATION -Total Amount Paid 3,159.78

RESOLUTION NO.306 -TRANSFER OF FUNDS,CURRENT EXPENSE
Resolution No. 306,transfering $160.00 from Budget Item
19.2.1,Civil Service Supplies &Expense to Budget Item
18.2.2,Utilities and heab -Museum,was read.
Motion by Hilderbrand,seconded by Hardin,that Resolution
No. 306,transfering funds,be adopted.Motion carried.
TRAFFIC CONTROL -WHEELER AND PIONEER WAY INTERSECTION ///7
Motion by Stadshaug,seconded by Hilderbrand,that Traffic
Control,Wheeler and Pioneer Way intersection,be taken from
the table for discussion.Motion carried.
City Engineer,Garth Anderson,showed sketches and explained
the revised plan for traffic control at the Wheeler *oad and
Pioneer Way intersection.The new plan retains the four
lanes adjacent to the .intersection on Pioneer Way,and widens
5th Avenue to four lanes.Mr.Anderson reported that he had
contacted virtually all of the people in the area effected,
and that all were in favor of the arrangement.
Motion by Hilderbrand,seconded by Stadshaug,that a Public
Hearing on traffic control at the Pioneer Way and Wheeler Road
intersection be set for September 24,1963.Motion carried.

CASCADE PARK -CONSIDERATION OF LEASE

City Manager,Chester L.Waggener,reported that he and City
Attorney,John Calbom,had gone over the proposed lease,and
had found several changes which should be made.On Page 1,
Paragraph 2.Purpose the lease reads "The premises shall be
used exclusively as a public park for recreational purposes
to include facilities for picnicking,camping,boat launching
trailer parking ....".Mr.Wagener felt that the lease should
be changed to read "The premises shall be used exclusively as
a public park for recreational purposes and may include facilitie
for picnicking,camping,boat launching,trailer parking coo..".
Mr.Waggener also suggested that Page 2,Paragraph 5.Operation
of Premises be changed,substituting the figures $10,000 for
50%,and the words "and a total of $18,000""for the 90%figure.
It was also felt that Paragraph 5,Sub-paragraph (d)should be
changed,as a minimum fee of $25.00 for each concession does not
seem to be reasonable.
Mr.Harold Beeman of the Department of Natural Resources has
been contacted by Mr.Waggener concerning these changes and does
not feel that they will present any problem.Mr.Waggener will
draft a letter requesting the changes.

WELL NO,9 -PROGRESS REPORT
City Engineer,Garth Anderson,reported that the Well is
approximately 40%complete.It has been drilled to a depth
of 425'.Drilling is now stopped,and they are reaming the
hole to take a 20"casing,which will be lowered to 410 foot
level.The well will eventually be 900'to 1000'deep.They
have used 71 days of the 3C0 day contract.Three levels of
water have been encountered.All have been sealed off,but can
be used later for additional water if the tests show that it is
not too hard.
McCOSH PARK ENTRANCE STRUCTURE -PROGRESS REPORT
r^!City Engineer,Garth Anderson,reported that Floyd Swenson is
\^doing foundation work and making the basin for a total cost of
$325.00.The excavation for the foundation is ready.Ted
Swedberg will be doing the rock work for a total cost of $900.00
A dark basalt has been selected for the wall.
COUNCIL CHAMBERS ACOUSTICAL -PROGRESS REPORT
\\City Manager,Chester L. Waggener,reported that Floyd Swenson
\0 has been awarded the bid for acoustical work in Council Chambers
The estimate was approximately $1,100.00.Mr.Swenson bid
$356.72 for acoustical work and $234.00 for the mechanical work,
for a total of $590.72.Completion date is October 10.
CITY EIRTHDAY PARTY -REPORT
James Wright reported that the birthday party will be September
TlA 21,from 10:00 A.M.to 2:00 P.M.The High School band will play
at 9:45 with the ceremony starting promptly at 10:00.
Approximately 16 people will be on the stage,including the
original Council members and the Attorney General.After the
outdoor ceremony,refreshments will be served in City Hall,with
a tour of Civic Center and bus tours of other City facilities
following.A special no-host luncheon will be held at Elmer's
for approximately 80 invited guests.
About 80%of the people invited to the birthday party have
responded,and 60%plan to briny their wives.

SPECIAL MEETING -SEPTEMBER 16, 7 O'CLOCK P RE:SHARON AVENUE /a-
Mr.Waggener announced that a Special meeting,with members
of the School Board,was scheduled for September 16,to
consider bids on the Sharon Avenue project.Councilmen will
be notified again on Monday.
ARTERIAL STREET LANDSCAPING PROGRAM

City Manager,Chester L.Waggener,explained that $2,000.00
has been budgeted in 1963 for the tree planting program,and
a total of $2,800.00 is budgeted in the proposed 1964 budget.
Planned work for this fall include work on site preparation,
installing of some sprinkler systems and planting of evergreen
species at the West Broadway interchange and near Chief Moses
Junior High School along South Pioneer Way,and the planting
of 65 shade trees along the State property near the Interchange
on the Peninsula.
Mr.Waggener said that several citizens groups had expressed
interest in the tree planting program,and perhaps some of
them would wish to participate.
