COUNCIL MEETING
REGULAR SESSION - 8:00 P.M. -CITY HALL September 24, 1963
The City Council met in regular session with the meeting called
to order by the City Clerk.Motion by Skaug,seconded by Ebbert,
that Mr.Harold Stadshaug be appointed Mayor Pro-tern.Motion carried,
Councilmen present were Gordon Ebbert,Otto Skaug,Harold Stadshaug,
William Hilderbrand and Forrest Hardin.Mayor John Dietzen and Fred
Krueger were absent.
Minutes of the last Council meeting of September 10, 1963 were
approved by the Council,as written.
BILLS were audited by the Council.Motion by Hardin,seconded by
Hilderbrand that the bills be approved and warrants drawn.
Motion carried.

Motion by Hilderbrand,seconded by Hardin that special bills
be approved and warrants drawn.Motion carried.
PUBLIC HEARING -WHEELER AND PIONEER WAY INTERSECTION
City Engineer,Garth Anderson,reported that letters had been
sent to all businessmen in the immediate area,and that
nothing had been heard contradictory to the plan.
He explained that the plan called for a 5 way traffic
actuated signal,with four lanes of traffic on Pioneer Way
adjacent to the intersection,and two lanes on Wheeler Road,
Elder Street will be four 13•lanes,with the existing island
being removed.All turns will be allowed from all legs of
the intersection.

PUBLIC HEARING -WHEELER AND PIONEER WAY INTERSECTION (Continued)
It was asked by a member of the audience if a free right
turn would be permitted from Elder onto Pioneer Way.Mr.
Anderson pointed out that a free right turn,was not possible
without merging lanes.
It was asked where the stop would be at the Elder and 5th Avenue
intersection.Mr.Anderson said that the stop sign would be
on Elder Street,but that no crosswalk would be put in for the
present,as the pedestrian traffic was further down the street.
Motion by Hardin,seconded by Skaug,that the Public Hearing
be closed.Motion carried.
Motion by Hardin,seconded by Skaug,.that the Engineer1s
recommendation be approved,and that authorization 'be given
for the Engineer's to proceed with plans and call for bids
on the ^heeler Koad and Pioneer Way intersection.Motion carried,
ORDINANCE VACATING PORTION OF RIVIERA ADDITION
\P Ordinance vacating a portion of ^iyiera Plat to the City of
Moses Lake,Grant County,Washington was read by title only.
Mr.Waggener pointed out that the Public Hearing has already
been held„Mr.Stringfellow is required to post bond for
installation of certain improvements,but that bond has not
been posted.The second reading of the ordinance will be
held until bond has been posted.
Motion by Skaug,seconded by Hardin,that first reading of the
Ordinance vacating a portion of Riviera Plat to the City of
Moses Lake,Grant County,Washington be accepted.Motion carried.
ASSOCIATION OF WASHINGTON CITIES MEETING -OCTOBER 1

>2 Meeting of District No.13 of the Association of Washington
Cities will be held at Elmer's at 7:00 PaM.October 1, 1963,
'with Moses Lake as the host.Letters have been sent inviting
State Legislators and State Senators.It would be appropriate
for the press to attend also.Mayor Dietzen is the Chairman
of the District,and a Councilman from Ellensberg is the Vice
Chairman.Mayor Dietzen will not be able to attend the
meeting.Mayor Pro-tern Stadshaug will act as host in Mayor
Dietzen's absence.
SPECIAL MEETING ON OCTOBER 7 -FINAL BUDGET HEARINGS
,nQ^\Letter was read from City Manager,Chester L.Waggener,
stating that RCW 35„33»070 provides "On the first Monday
in October in each year,the City Commission or City Council
shall meet for the purpose of fixing the final budget and
making the tax levies at the time and place designated in
the notice thereof."Mr.Waggener suggested that the Council
may wish to change the date of the next regular meeting from
October 8 to October 7 so that both purposes may be fulfilled
with one meeting.
Motion by Hardin,seconded by Hilderbrand,that the next
regular meeting of the City Council be October 7,1963.
Motion carried.
INSURANCE CLAIM -R.L.WISER

1°ft Letter was read from City Manager,Chester L.Waggener,
presenting a claim for damages filed with the city Clerk by
R.L.Wiser.
Mr.Calbom stated that it should be noted that the claim was
presented,but no action by the Council was necessary.

REQUEST FOR USE OF CITY STREETS -JENSEN'S HOME FUxRNISHINGS

Letter was read from Art Jensen of Jensen's Home Furnishings
requesting permission to park a truck in front of their
store for two days sometime the latter part of October,for
the purpose of conducting a truck-load furniture sale.
Mr.Stadshaug thought that the only other time such permission
had been granted was when the Retail Trades were allowed to
use 3rd Avenue for their sale,which was done collectively.
Mr.Hilderbrand felt thatthere would be more requests for
this type of thing and that the line should be drawn somewhere.
If permission was granted in this case it would have to be
granted to everyone else.
"It was suggested that perhaps Mr.Jensen could hold his
.sale in a parking,lot suchas Sears has done.
Motion by Skaug,seconded by Hilderbrand,that the request
of Jensen's Home Furnishings to park a truck in the street
for two days be denied.Motion carried.
It was requested that Chief Bjork be instructed to more
strictly enforce the two hour parking and other parking
restrictions.It would not be fair to penalize Jensen's
for having given the Council the opportunity to act on their
request,and then allow others to slip by before they are
noticed.
PERMISSION TO PARK TRUCK -MOSES LAKE HONDA
Letter was read from Robert C.Knievel requesting permission
to park a truck on Broadway and Third Avenues September 27
and 28,to advertise the motorcycle races and to promote
ticket sales for the Honda to be given away at a drawing
September 28.
Motion by Hardin,seconded by Hilderbrand,that the request be
denied.Motion carried.
CORRESPONDENCE FROM GOVERNOR ROSELLINI
Letter was read from Governor Rosellini congratulating ~?^
the City of Moses Lake on its 25th anniversary,and extending
his personal best wishes for a wonderful 25th birthday party
and continued growth and progress for the future.
Also read was a letter from Eric D„Peterson complimenting
.the City on the fine manner in which the 25th anniversary of
the City was celebrated.
Motion by Hardin,seconded by Hilderbrand,that the City
employees be given some sort of recognition for the hard work
which was done on the anniversary celebration.
CASCADE PARK -REQUEST TO EXECUTE LEASE
Letter was read from City Manager,Chester L.Waggener 'Aj/
requesting authorization for the City Clerk and himself to
sign the Cascade Park lease and return it to the Department
of Natural Resources.
It was pointed out that the changes requested by the Council
had been made.
Motion by Hilderbrand,seconded by Ebbert,authorizing Mr.
Waggener and the City Clerk to execute the lease for Cascade
Park.

:.*_.Mr.Hilderbrand stated that this would be a tremendous asset
to the City and asked if there was any pos sibility.that camping
facilities could.be ready for next year.Mr.Waggener stated
that this would be impossible because of lack of sanitation.
The earliest opportunity to do anything of this,nature would
be 1965.
