COUNCIL MEETING
REGULAR SESSION -8:00 P.M. -CITY HALL October 7,1963
The City Council met in regular session with the meeting called to
order by Mayor Dietzen.Other Councilmen present were:Gordon Ebbert,
Otto Skaug,Harold Stadshaug,William Hilderbrand,Forrest Hardin and
Fred Kruegere
Minutes of the last Council meeting of September 24,1963,were approved
by the Council,as written,,
BILLS were audited by the Council„Motion by Stadshaug,seconded by
Hardin,that the bills be approved and warrants drawn.Motion
carried,,

1964 BUDGET -PUBLIC HEARING p
Motion by Stadshaug,seconded by Skaug,that the Public Hearing
on the 1964 Bucjget be closed.Motion carried.
Ordinance No.501,adopting the budget for the city of Moses Lake,
Washington for the year of 1964 and levying taxes,for municipal
purposes,according to the assessed valuation as determined in
the year 1963 was read by title only.
Mr.Waggener explained that some changes had been made in the
budget since the last study session.The estimated assessed
valuation was $14,050,000.00,and the final figure that came in
from Grant county was $13,982,704.00. Some errors were found in
balancing the budget.The millage rate in the Current Expense
fund and Street fund were changed and adjustments were made in
.the Street Fund.
Motion by Hilderbrand,seconded by Stadshaug,that Ordinance
No.501 adopting the buaget for the City of Moses Lake,Washington
for the year of 1964 be adopted.Motion carried.

ORDINANCE -TRANSFER OF FUNDS,CURRENT EXPENSE -1ST READING
Letter was read from Building and Planning Director,James W.
Wright,requesting funds for demolition and repair of dangerous
buildings .located at 2023 Main Street,Moses Lake,Washington,
and presenting an Ordinance providing for the transfer of funds
within the 1963 *~ity of Moses Lake budget from item 10o2.8,
State Auditor within the Administrative Division of the Current
Expense fund to a new appropriation to be known as "Demolition
and Repair of Dangerous Building,"Budget Code No.11.2.2a
within Building Department Current Expense Fund and declaring
an emergency.
Mr.Wright explained that the concrete block portion of the
building is now being used as a dwelling,and that repairs will -
be made to bring it up to safety and sanitary requirements.
The frame portion of the building will be removed.
If Mr.Dike begins work on the 12th of October and works"a
series of 4 week ends,he will be given until the 15th of November
extending the 30th of October date.Mr.Wright recommended
that the Council approve the first reading of the Ordinance,
and if Mr.Dike takes positive steps toward repair,the second
reading will be held up.
Motion by Krueger,seconded by Hardin,that the first reading
of the Ordinance be accepted.Motion carried.
RESOLUTION NO.307 -TRANSFER OF FUNDS,CURRENT EXPENSE
Resolution No. 307,transferring $400.00 within the Current
Expense Fund from Budget Item 12.1.3,Salaries -Assoc.Engineer
to Budget Item 12.2.3,Contractual Services -Telephone,Heat,
Utilities,was read.
Motion by Stadshaug,seconded by Skaug,adopting Resolution
No.307.Motion carried.
L.I.D.NO.18 -REQUEST FOR INFORMAL BIDS ON BONDS
9-0 O Letter was read from fcity Manager,Chester L.Waggener,
requesting authorization from Council to receive quotations for -
sale of bonds,such quotations to be considered by the City Council
at the next regular meeting of October 22,1963.
Mr.Waggener also requested that the Finance Committee of the
City be permitted to submit a bid using LID Guarantee Funds.
Motion by Krueger,seconded by Hilderbrand,authorizing the
call for informal bids for sale of bonds for LID #18,arid
permitting the city to submit a bid.Motion carried,
ASSOCIATION OF WASHINGTON CITIES -BALLOT RE;SALES TAX INITIATIVE
.^6 ^Mr. Waggener explained that it had been impossible to reproduce
[I information for Council consideration at this time.He said
that copies would be mailed to councilmen within a few -days
and a decision made at the next Council meeting
WELL NO.9 -PROGRESS REPORT
7 Iff Public Works Director,Garth Anderson,reported that the well
has been drilled to a depth of 545 feet.Another small cave in
area has been encountered,and two additional levels of water.
No samples of water have been taken for qualitative analysis.'
The contractor has drilled about half the depth of the well and has
used about 30%of the time.

Mr.Anderson explained that if the water is found to be of good
quality,and of sufficient quantity,drilling could be stopped
at this point.However,it is expected that the water will be
too hard,and in that event,it will be sealed off.
McCOSH PARK ENTRANCE STRUCTURE -PROGRESS REPORT

Mr.Anderson reported that Mr.Swedberg has completed atout 1/3
of the wall.He is presently working at the Sugar plant,but
plans to bring two people black next week to complete the 2 or 3
days work necessary to finish the wall.
The sprinkler system is in,and ready for acceptance
CASCADE PARK LEASE

Mr.Waggener reported that the lease was signed and sent to the
Department of Natural Resources in Olympia.It was signed by
Mr.Bert Cole,Commissioner for Land, and returned.
Mayor Dietzen expressed his appreciation to the City staff,
particularly Mr.Wright and Mr.Waggener,for the successful Open
House.He said that Mr.O'Connell was very impressed and had
remarked at the luncheon that he had never seen a staff quite as
sharp as the one at Moses Lake,
Mr.Stadshaug said that Nat Washington and Roy Mundy commented,at
the District Meeting,how much they enjoyed the tour.
