REGULAR SESSION -8:00 P0M0 -CITY HALL October 22,1963
The City Council met in regular session with the meeting called to
order by Mayor Dietzen.Other Councilmen present were:Gordon Ebbert,
Otto Skaug,Harold Stadshaug,William Hilderbrand,Forrest Hardin and
Fred Kruegera
Minutes of the last Council meeting of October 7,1963 were approved
by the Council,as written.,
BILLS were audited by the Council.Motion by Hilderbrand,seconded
by Hardin,that the bills be approved and warrants drawn..Motion
carriedo

bid of Statewide City Employees Retirement System of
4.20%interest be accepted.Motion carried.
ORDINANCE No.502 -TRANSFER OF FUNDS,CURRENT EXPENSE -2nd
READING /0/O
Ordinance No.502,providing for the transfer of funds within
the 1963 City of Moses Lake budget from item 10.2.8 State
Auditor within the Administrative Division of the Current
Expense Fund to a new appropriation to be known as"Demolition
and Repair of Dangerous Buildings/'Budget Code No.11.2.2a
within Building Department Current Expense Fund and declaring
an emergency,was read by title only.
Motion by Stadshaug,seconded by Hilderbrand,that Ordinance.
No.502 be adopted.Motion carried.
RECREATION PROGRAM -PROPOSED TOINT CITY-SCHOOL PROGRAM

Letter was read from James Adamson,Physical Education Director
and Clemens Brigl,Park and Recreation Director presenting a
proposed City-School community recreation program,to be
sponsored on a pilot basis during the winter of 1963-64,by
the Moses Lake School Board and Moses Lake City Council.
The responsibilities of City and Moses Lake School Board were
outlined.
The program was accepted by the School Board at its last meeting.
Mr.Brigl pointed out that the funds for salaries for non-school
personnel are provided for in the 1964 budget..The program will
start in January of 1964.
The question of insurance was discussed.Mr.Adamson said that
the schools had an insurance program v\h ereby insurance was
available to students on a voluntary basis,to be paid for by
the parents.This would cover any student during the school
year,but would not be effective during the summer.Mr.
Waggener said that in case of accident where the City had been
negligent,a claim could be made against the City's liability
insurance.Mr.Calbom said that in his opinion,no additional
insurance was necessary.He felt that the school probably carried
the same sort of liability insurance as the City.
Mr.Adamson reported that Mr.Smith,in his recommendation to
the School Board,indicated that he felt this step was necessary
as a beginning of a joint community recreation program,and
Dr.Hughes indicated he felt this type of program was very
beneficial,and he would like to see it eventually expanded
beyond what it is now.
Motion by Hilderbrand,seconded by Hardin,that the joint
City-School Community recreation program be adopted.Motion
carried.
Mr.Dietzen commended Mr.Adamson and Mr.Brigl for their
efforts in working up this program.

ASSOCIATION OF WASHINGTON CITIES -BALLOT RE:SALES TAX
INITIATIVE
\0u It was felt by most of the Councilmen that the Cities sharing
I'in either the State sales tax or the State Liquor Revenues would
necessitate an increase in State sales tax.
Mr.Stadshaug said that Nat Washington and Roy Mundy,at the
Legislator's meeting,indicated they felt that the cities should
support the initiative.
Motion by Hardin,seconded by Krueger,that we do not sponsor
the Initiative to increase the City's share of state collected
revenues.Motion carried with Ebbert,Skaug,Mayor Dietzen,
Hardin and Krueger voting yes and Stadshaugh and Hilderbrand
voting No.
The Council voted to work with the majority in the event that
the majority of the cities favor it.
ZONING ORDINANCE -REQUESTED AMENDMENT RE:SIGN STANDARDS
1 y A letter was read from Building and Planning Director,James
W.Wright,recommending that the requests of Standard Oil
Co.and Phillips Petroleum to amend the Zoning Ordinance
relating to billboards be submitted through the City Council to
the Planning Commission for review and recommendation.Phillips
Petroleum Company has erected a sign in violation of the ordinance,
although the sign has state approval.They were unaware of the
local regulation which supercedes the state standards.
Motion by Stadshaug,seconded by Ebbert,that the request be
submitted to the Planning Commission for review and recommendation,
Motion carried.
COUNCIL CHAMBER -PROPOSED TAPE RECORDER INSTALLATION

Letter was read from City Manager,Chester L.Waggener,requesting
authorization to proceed with purchase and installation of
microphones,preamplifier unit,speakers,transcribing controls,
cables and wiring at an estimated cost of $320.00.Judge Strong
has agreed to purchase the tape recorder from County Funds,at a
cost of approximately $320.00.
Motion by Hilderbrand,seconded by Stadshaug,that Mr.Waggener
be authorized to proceed with purchase and installation of this
equipment.Motion carried.
INSURANCE CLAIM -SHELDON LAW
^Claim of Sheldon Law in the amount of $18.72 for two heating
elements of a hot water tank,damaged October 9,1963,when
water service was disconnected to his residence at 3104 Lakeside
Drive,was read.
The claim was noted and referred to the Insurance Company.
Meeting adjourned at 9:30 PM.
