REGULAR SESSION -8:00 P0M0 -CITY HALL January 14,1964
The City Council met in regular session with the meeting called to
order by Mayor Dietzen.Other Councilmen present included Gordon Ebbert,
Otto Skaug,Harold Stadshaug,William Hilderbrand,Forrest Hardin and
Fred Krueger.
Minutes of the last Council meetings of December 23,1963 and January
7,1964 were approved by the Council,as written.
BILLS were audited by the Council.Motion by Stadshaug,seconded by
Hilderbrand, that the bills be approved and warrants drawn.
Motion carried.

MOSQUITO CONTROL -REQUEST FROM NORTHWEST HELICOPTER SERVICE
Letter was read from Mr.Thomas M.Wallitner,Northwest Helicopter
Services,Inc.requesting permission for low level over water
flying during March and July of 1964.
Mr.Wallitner explained that mosquitos hatch about March or April,
and reach the peak of population in July,and that he would be
flying for only one day at these times=He plans to use a
chemical less toxic than DDT, and diluted, it will be virtually
non-toxic.He carries adequate liability insurance.
Motion by Krueger,seconded by Ebbert,that Council give Mr.
Wallitner tentative approval to the request of Northwest
Service,and that details regarding the Cities position be
handled by Mr.Waggener.Motion carried.
ORDINANCE #504 -VACATING A PORTION OF CHESTNUT STREET -SECOND READING
Ordinance No.504,vacating a portion of Chestnut Street lying
within land owned by the City of Moses Lake in the proposed
Civic Center,was read.
Motion by Stadshaug,seconded by Hilderbrand,that Ordinance
No.504 vacating a portion of Chestnut Street be adopted.,Motion
carried.

AUTOMOTIVE EQUIPMENT -REQUEST TO CALL BIDS -ENGINEERING VAN
Letter was read from City Manager,Chester L.Waggener,requesting
authorization to call for bids for an engineering department .
survey station wagon through Budget Code 20.3.6 of the 1964 Budget.
Also read was the Notice Inviting Bids.
Motion by Stadshaug,seconded by Hardin, that the request to
call for bids on the engineering van be granted.Motion
carried.
FIRE DEPARTMENT -REPLACEMENT OF FIRE TRUCKS
j-1 Letter was read from Fire chief,Otto Jensen,requestingjD'permission to proceed with the steps necessary to acquire a .
replacement pumper for two pieces of fire apparatus,a 500
gallon per minute Class B pumper on a 1945 lJg ton Ford chassis,
and a 1935 Kenworth ladder-service truck.
Mr.Dietzen explained to Council that this request was in line
with the program that Mr.Waggener and Department heads have
been following, in that they are planning ahead for any of their
needs.
Mr.Waggener pointed out that this item was not included in the
1964 budget, but that if bids were called today, it would be
1965 before we could bake delivery.Mr.Waggener further ex
plained that it is probably going to require a bond issue,for
financing,whether inside or outside the 15 mill limit.If
there is a 20 year redemption period on the bonds,it will
require a payment of about $2500.00 annually for the purchase of
a $35,000.00 piece of equipment.
Chief Jensen explained that we are not required to run a
ladder truck until we have 5 or more buildings,3 stories high
however,the ladders could be incorporated into other
equipment.
Motion by Stadshaug, seconded by Hilderbrand, that city Manager
and Fire ^hief be authorized to develop specifications,and ,
methods of financing a new fire truck.Motion carried.
WELL NO 9 -BROGRESS REPORT
\P William Daugaard reported that drilling was stopped at 1100 feet,
and on January 7 testing was started on the well,to see what it
would produce.The pump was lowered to 200 feet,with static watejf
level at 38 feet.About "60 hours later we stabilized with a
draw down at 160 feet..The pump was then shut down,and the
recovery of the well was charted.Recovery was quite rapid for
about 4 hours, and from then on it has been very slow. .Samples
of the water have been taken and sent out for analysis.
Mr.Waggener said that he planned to consult with Mr.Loreh
Thompson concerning the drainage problem in Garden Heights, and
would also consult him concerning the well.
Mr.Dietzen requested that Mr.Waggener send a notice out .—
to Councilmen if anything concrete was received by consul
tation with Mr.Thompson.|
WHEELER AND PIONEER WAY TRAFFIC CONTROL -PROGRESS REPORT
William Daugaard reported that all traffic heads have been in-
///7 stalled,actuator pads are in place,and conduits are all in.
Remaining work consists of stringing of wires,hooking up the
controller and turning it on.It will probably be another 2 to
3 weeks before we will be able to turn them on.

ASSOCIATION OF WASHINGTON CITIES -INSTITUTE FOR NEW MAYORS AND COUNCIL-

A letter was read from Chester Biesen,Executive Secretary of
the Association of Washington Cities,requesting that Moses Lake
host the biennial one day institute for new mayors and council-
men for Eastern Washington,to be held on March 31.
It was agreed by Council that the meeting would be held in Moses
Lake.
UNDERGROUND DRAINAGE PROBLEMS -GARDEN HEIGHTS

Mr.Waggener explained that it had at first been considered that
this was strictly an individual problem.Since the problem has
now occurred in another location in the Garden Heights area,
we are now concerned that this problem will spread to other
parts of the hillside.
He further reported that he had asked Mr=Loren Thompson,of
Stevens &Thompson,Portland,Oregon,to consult with him,and
that after talking with Mr.Thompson,might come back to Council
with the request to engage the firm for consultation.
Mr.Waggener then showed slides of some of the yards in the
Garden Heights area,and how the individual homeowners are
trying to cope with the problem.
AIRPORT LOUNGE RCOM
Mr.Alex Law requested Council to consider the addition of a
lounge room to the ^irport,as there is no place at the present
time to welcome a stranger to the -"-irport,and no place to sit
down.He estimated that a small addition to the present build
ing could be constructed for about $2500 to $3000.Mr„Dietzen
asked Mr.Law to put something together with Mr„Edwards,and
bring it back to Council.
