BID AWARD -ENGINEERING VAN I-I Letter was read from City Manager,Chester L.Waggener,|0'recommending acceptance of the low bid of Moses Lake Ford Sales in the amount of $1699.00.The other bid received was from Boyle Chevrolet,Inc. in the amount of $1782.05. Motion by Stadshaug,seconded by Hardin,that the bid of Moses Lake Ford Sales,in the amount of $1699.00 be accepted.Motion carried. CORRESPONDENCE -RECREATION COUNCIL Letter was read from Sally McLanahan,President of the Moses Lake Recreation Council,expressing appreciation to Mr.Hilderbrand for his assistance,and for his donation of $100.00. Mayor Dietzen also expressed his appreciation to Mr.Hilderbrand for his interest and contribution. U r JANUARY 28,1964 860 PARKING REGULATIONS -REQUESTS FOR VARIANCE FROM ORDINANCE Letters were read from Adam Schaffner and J. G.Nuss requesting extensions of the January 20 deadline for removal of equipment from their property,and from Calmer King,requesting permission to continue to park his nail truck behind his home. Mr.Schaffner,Mr.Nuss and Mr.King also appeared before the Council to make their requests in person. Mayor Dietzen pointed out that the Council and Planning Commission had done a great deal of studying regarding the problem,trying _J to be fair to all the people involved.All Councilmen felt that the Ordinance was what the majority of the people wanted, although they expressed their appreciation for the position of Mr.Schaffner,Mr.Nuss and Mr.King. Motion by Hilderbrand,seconded by Hardin,that the three people -involved be granted an extension of 60 days to comply with the Ordinance.Motion carried. RESOLUTION NO,315 -ACCEPTING DONATION TO PARK AND RECREATION DEPARTMENT Resolution No.315,accepting a cash gift from the Sun Basin/C^ Neighborhood Girl Scounts to be used for purchasing a water fountain at the Civic Center Park and appropriating the cash gift •for that purpose,was read. -Motion by Krueger,seconded by Stadshaug,that Resolution No. 315, accepting a donation to Park and Recreation fund,be adopted. Motion carried. REQUEST TO CALL BIDS -POLICE SEDANS —;SO/7 Letter was read from City Manager,Chester L.Waggener,requesting authorization to call bids for two police vehicles.Also read was the Notice Inviting Bids. Motion by Stadshaug,seconded by Hardin,that the authorization to call for bids for Police sedans be granted.Motion carried. GARDEN HEIGHTS DRAINAGE PROBLEMS -ENGINEER'S RECOMMENDATIONS ..-,..yoyp .•Letter was read from Mr.Loren Thompson,of Stevens &Thompson, Inc.,recommending a meeting with the Bureau of Reclamation Engineers to discuss the drainage problem,and after such a meeting,Stevens and Thompson to come up with specific recommen dations with respect to the investigation of the source of the ground water and possible corrective measures to be taken by the Cityo Mayor Dietzen pointed out that the only thing the City Could do ''after determining the problem would be to help the people form a local improvement group. 'Motion by Skaug,seconded by Ebbert,that the City Manager be authorized to contact Stevens and Thompson regarding a meeting with the Reclamation Bureau in Ephrata,and before they proceed further,report back to the Council.Motion carried. •Mr.Hardin requested that Mr.Waggener contact the Bureau and report back to the Councii on the 11th of February. WELL NO.9 -REPORT FROM CITY ENGINEER Public Works Director,Garth Anderson,reported that drilling was completed at the level of 1100 feet.Testing disclosed a couple of peculiar characteristics not common to the other wells. First, the draw down was lower at the beginning of the test,but drew down steadily for about 60 hours,when the test was stopped. 861 JANUARY 28, 1964 WELL NO.9 -REPORT FROM CITY ENGINEER (Continued) The water level recovered quite slowly,which is not common to the other wells.Another problem was a strong sulpher odor and taste to the water,but it disappeared,or aerated out with about 15 minute exposure to the air. It is possible that this is not a permanent problem,that we have -tapped a stagnant body of water.It has been discussed with Mr.Loren Thompson,and he confirmed that although the recovery is slow, it will produce about 1500 gallons per minute.Mr.Anderson said that before connecting to the system they propose to pump for about two weeks to see if they can rid the water of the sulpher odor and taste. Motion by Stadshaug,seconded by Hilderbrand,that the city Engineer be authorized to proceed with the plans and specifications for pump house for Well #9.Motion carried. AIRPORT -PROPOSED LOUNGE jA?-Total of L & S Construction Co.estimate for proposed airpor't .[p lounge in the amount of $2309 was read. Mr.Ebbert reported that he was out and checked it over as requested.He felt that the proposed addition fits nicely with the contour of the building that is presently there,and believes that it is a very necessary item to the proper advancement of the • airport and recommended th at the addition be accepted as-designed. Mr.Krueger concurred with Mr.Ebbert,and added that the estimate was about 60%of the actual cost if it was put out for contract. Mayor Dietzen said that there are sufficient funds in the airport fund,however it would jeopardize the warm up pads. Mr.Waggener reported that there is $5,000 in the Airport Fund. Estimate for the slurry seal is $2,500.The warm up pads would cost approximately $1,000 each. Motion by Hilderbrand,seconded by Stadshaug,that the proposed lounge,as specified in the proposal from L & S -Construction,be authorized,at a cost not to exceed $2500.Motion carried. ANNUAL REPORT 11 <o\jl Letter was read from City Manager,Chester L.Waggener,requesting ^authorization to issue the Annual Report as a four-p.age tabloid supplement to the Columbia Basin Daily Herald. Mr.Waggener explained that the circulation of the Herald is approximately 6500.The report will be basically narrative, illustrated enough to make it attractive.The estimated cost is $400.This amount will have to be squeezed out of operating funds. Motion by Hardin,seconded by Ebbert,authorizing the city Manager to make up an Annual Report as a supplement to the Columbia Basin Daily Herald,at a cost of approximately $400. Motion carried. PROPOSED WORK SCHEDULE -ENGINEERING DEPARTMENT |0|LP Letter from City Manager,Chester L.Waggener,describing the 'Engineering Department currently scheduled work load, was read for Council information. JANUARY 28, 1964 862 WATER RATES -REQUEST FOR ORDINANCE CHANGE Letter was read from the Columbia Basin Motel Association, Dennis Hopkins,Secretary,protesting the present water rate schedule,and requesting a revision in the method now used in computing and billing motels for water used. Many of the members of the Motel Association were present at the meeting,including Mr.Hopkins. Mr.Waggener explained that it is about a 6 weeks program to completely re-evaluate the rate structure,as it is a complex problem if you are going to do a good job of it. Motion by Hardin,seconded by Skaug,authorizing Mr.Waggener to proceed as rapidly as possible to analyze the water rate structure in Moses Lake.Motion carried. 701 PRE-APPLICATION MEETING 109*Mayor Dietzen announced that there would be a meeting February 3, 1964 at 8:00 P.M. Mr.Rupeicks will be present to explain to the Community,the Council and the Planning Commission the complete scope of services that are included in the contract. Letters have been sent out inviting people to the meeting,and Mayer Dietzen also invited members of the audience.
