COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-CITY HALL February 11,1964
The meeting was called to order by Mayor Dietzen.Other councilmen
present were Gordon Ebbert, Otto Skaug,Harold Stadshaug,William
Hilderbrand,Forrest Hardin and Fred Krueger.
Minutes of the last Council meeting of January 28,1964 were approved
by the Council,as written.
BILLS were audited by the Council.Motion by Hardin,seconded by
Hilderbrand,that the bills be approved and warrants drawn.
Motion carried.

BID AWARD
xA Letter was read from City Manager,Chester L.Waggener,recommending
acceptance of the low bid of Moses Lake Ford Sales in the amount
of $3424.00 for two police vehicles.Other bids received were
Boyle Chevrolet in the amount of $3889.76 and C & V Auto Sales and
Service in the amount of $4138.86.
Motion by Krueger,seconded by Hardin,that the low bid of Moses
Lake Ford Sales,in the amount of $3424.00 be accepted.Motion
carried.
RESOLUTION NO.316 -AUTHORIZING APPLICATION FOR "701"FINANCIAL
ASSISTANCE
O Resolution No.316 authorizing the Consultants, Clark, Coleman
<^\and Rupeiks,Inc.,to apply for 701 financial assistance,was
read.
Mayor Dietzen explained that the Resolution indicates the firm
to be hired,as well as authorizing application for assistance.
Motion by Hilderbrand,seconded by Stadshaug,that Resolution
No.316,authorizing application for "701"financial assistance
be adopted.Motion carried.

RESOLUTION NO.317 -REQUESTING PLANNING ASSISTANCE FROM STATE
DEPARTMENT OF COMMERCE AND ECONOMIC DEVELOPMENT Jo9^
Resolution No. 317,requesting planning assistance from the State
Department of Commerce and Economic Development,and authorizing
payment of-a sum not to exceed $3,000 in cash and use of
personnel of the city Staff for technical assistance,which
assistance has an estimated value of $5,175 was read.
Motion by Hardin,seconded by Hilderbrand,that Resolution No.
317 requesting planning assistance from the State Department of
•Commerce and Economic Development,be adopted.Motion carried.
RESOLUTION NO.318 -LID NO.18,SETTING DATE FOR FINAL HEARING
Letter was read from Public Works Director,J.Garth Anderson
submitting the final assessment roll for L.I.D.No. 18 for the
improvement of Lakeside Drive and Margaret Street.Also read was
Resolution No. 318,accepting the assessment roll for Local
Improvement District No. 18 fixing the time and place for hearing
upon said roll and providing for the giving of notice in the
manner provided by Law.
-Motion by Stadshaug,seconded by Hioderbrand,adopting Resolution
No 318 accepting the final assessment roll and setting the final
hearing on March 10,1964 at 8:00 P.M.Motion carried.
PUBLIC WORKS BUILDING -ACCEPTANCE OF PLANS -AUTHORIZATION TO CALL BIDS
Letter was read from J.Garth Anderson,Public Works Director,
requesting authorization to call for bids to be opened at 2:00
P.M.Tuesday,February 25,1964,for the storage addition to the
city shops.
Mr.Anderson showed proposed plans for the addition,and explained
that the building will be concrete block,built on the south
end of the existing shop building.It will be a minimum building
adequate structurally,but with gravel floor,minimum lights and
heat and no windows.It will be approximately 40'x 42'and have
3 bays.
Motion by Skaug,seconded by Hardin,accepting the plans and
authorizing the call for bids.Motion carried.
ALDER STREET RAILROAD CROSSING -ORDER FROM WASHINGTON UTILITIES AND
TRANSPORTATION COMMISSION ,,^y
The Findings of Facts and Conclusions of Law of the Washington
Utilities and Transportation Commission was read.Also read was
the Order instructing the Chicago,Milwaukee,St. Paul and
Pacific Railroad to install cantilever type automatic flashing
light signals on both sides of the Alder Street grade crossing,
the Railroad to pay 60% of the cost,and the City to pay 40%.
Mr.Waggener and Mr.Calbom expressed satisfaction with the
findings.Mr.Waggener estimated that the total cost would be
about $12,000 to $15,000,with 40%being about $6,000.The tie-
in with the Alder and Broadway signal would be about $1,500
extra.
Mr.Calbom stated that the City has two years to pay their share.
CIVIL SERVICE COMMISSION -RESIGNATION
Letter was read from City Manager Chester L.Waggener informing
the Council that he had received the resignation of Mr.Leo Beck
from the Civil Service commissi0n of the City of Moses Lake.
Motion by Hardin,seconded by Ebbert,accepting the resignation
of Mr.Beck from the Civil Service Commission.Motion carried.

CERTIFICATION OF ELECTION RETURNS -SET DATE
CA Letter was read from City Manager,Chester L.Waggener,suggestinc
\\j0 that the Council may wish to recess the meeting for canvass of
»election returns.'
It was agreed that the canvass of election returns would be done
Friday,February 14 at 4:30 P.M.
REQUEST FOR CONFIRMATION OF RE-APPOINTMENT TO PARK AND RECREATION
COMMISSION "—
/q7(Letter was read from Mayor Dietzen requesting Council to
confirm the appointment of Walter Hansen to the Park and
Recreation Commission,term to expire December 31, 1966.Motion
carried.
The meeting was recessed at 8:45 P.M.until Friday,February 14,1964 at
4:30 P.M.for the purpose of certifying the election and counting the
absentee ballots.
