Motion by Ebbert,seconded by Hardin,that Construction of the Equipment Storage Building be accepted, and that special bills from the Water and Sewer Fund be approved and warrants drawn. Motion by Skaug,seconded by Hardin,that the bills be approved and warrants drawn.Motion carried. 883 APRIL 15,1964 SPORTSMAN'S TAVERN -REQUEST FOR DANCE PERMIT -~f{V Letter was read from Wayne Bennet,,Owner-manager of Sportsman's Tavern,requesting permission to hold dances at the Sportsman's Tavern, 508 E.Broadway,,J Mayor Stadshaug explained to Council that in order to receive permission from the Liquor Control Board,it must be approved by City Council.chief Bjork reports that there have been .no ^_ problems as a result of dancing in taverns. Motion by Hardin,seconded by Holm,that permission for dancing be granted to the Sportsman's Tavern.Motion carried. • JAMES Go LQGID -DAMAGE CLAIM oA Letter was read from City Manager,Chester L,Waggner,presenting an insurance claim from James G„Logid,and explaining that the claim has been forwarded to our insurance adjuster. Motion by Skaug, seconded by Ebbert, that the minutes record the receipt of the claim.Motion carried. GARDEN HEIGHTS DRAINAGE -ENGINEERING REPORT Mayor Stadshaug explained to Council that Mr.Thompson was authorized to do some preliminary work and come back to Council with a.report. Mr.Thompson reminded the uouncil that through Mr.Waggener,a meeting had been arranged with the Bureau of Reclamation engineers. The conclusion was that maybe there should be some serious investigation as to the extent of the ground water and to determine where it might break out and how it might be handled.,'p--j Suggestions seemed to indicate that some observation wells ' should be drilled along the bluff to determine the water levels of the ground water table,and to try to conclude where tcvgo" in and do some work to drain the water.However,Mr.Thompson felt that before recommending such investigations,he wanted to bi sure that this was the best method.Following ^ouncil's authorization in February to make a preliminary study,Mr.Shannon, a soil expert was engaged.Mr.Shannon and Mr.Thompson came to Moses Lake,/ went over the ground, and again met with the Bureau Engineers. It developed that the-Bureau has observationwells in the area.One. is at the intersection of 11G and Wheeler Road,one two miles east of the intersection and one 2 miles south of the intersection. The first two wells,drilled in 1951, were 50 feet deep and dry.• Since that time the water has greatly increased in these wells.In 1958 it was within 19'of the ground.The third well was drilled in 1955,and water was encountered at about 22'.Since that time it has increased about 6'.Mr.Thompson and Mr.Shannon went to Othello and observed the slides that have occurred on the east side of the Canal.These slides are numerous and there seems to be no pattern whatever. Mr.Thompson showed Council charts of the.geological formation of the area,explaining that when the ground water level got ufc high enough to reach the ringold formation, it came out.Some of \t has disappeared into the lake,some has gotten into the wells and into the sewer system,and now it has come-out under these homes.It may take 4 or 5 years for the water to pass from the irrigated areas,through the ringold formations until it reaches the face. Mr.Thompson concluded that it was his recommendation that no further investigation be conducted,and that any future problems be handled on an individual basis.He said that there was a possibility that there would be no further problems,if the water has already found enough outlets. |D? APRIL 15,1964 884 LIBRARY -AUTHORIZATION FOR BID CALL _-^//Zj / Mr.Vernier reported that he would be ready to call for bids after the middle of next week. Motion by Skaug,seconded by Ebbert,that the bid call be authorized,with bids to be opened at 2:00 P.M.May 20,1964. Motion carried. RESOLUTION NO.324 -SIX YEAR STREET PLAN y -?y Resolution No.324,adopting the six year street program 1964-1969 for the City of Moses Lake, Washington, was read. Motion by McDonald,seconded by Hardin,that Resolution No.324 adopting the 6 year Street Plan be adopted.Motion carried. RESOLUTION NO. 325 -ARTERIAL STREET PLAN REVISION //?7 Resolution No.32 5,accepting a revised arterial street plan for the City of Moses Lake,Washington,was read. Motion by Skaug,seconded by Ebbert,that Resolution Mo.325, accepting a revised arterial street plan be adopted.Motion carried. ORDINANCE MO.506 -AUTHORIZING BID CALL FOR LIBRARY BONDS /Oftf Mr.Waggener explained that the timing is somewhat critical on this ordinance,as it is required that the Notice of Bond Sale be published 5 consecutive weeks. Ordinance No.506,providing for the issuance,specifyir.g the maturities and maximum interest rate and fixing the form of S295.000.00 par value of "General Obligation Library Bonds,1964", of the City to provide the funds necessary to pay the cost of constructing,equipping and landscaping a new city library on the Civic Center Site, and preparing the site therefor,including the demolition and removal of the existing building thereon,as authorized by the qualified voters of the City at a special election held on October 22, 1963;and providing for the public sale of such bonds,was read by title only. Motion by Ebbert,seconded by Holm that an emergency be declared, and that Ordinance No.506 be adopted on the first reading. Motion canried. ORDINANCE -INSTALLATION OF GAS PIPING AND APPLIANCES Letter was read from Fire chief Otto Jensen requesting ace ':.. of a new gas ordinance.He explained that the Gas Board has spent considerable time in the preparation of this new ordinance. It has worked closely with the gas company and the fire depart ment in its preparation All gas installers have been contacted and advised of the proposed chances,and there has been no opposition to the changes. Also read, by title only, was the Ordinance repealing Gas ordinance No.336 and providing regulations and standards relating to public safety,regarding the sale,installation,alteration or repair of any gas piping,appliances,chimney or vents,or any appur tenances thereto,using gas as a fuel,now or hereafter to be placed in or attached to any building ;>r structure within the City of Moses Lake,Washington and providing for the issuance of permits,and the collection of fees therefore;providing for the licensing of persons encaged in the business of installing, maintaining,altering,extending,or repairing gas pines:and" providing penalties for the violation of this ordinance and repealing all ordinances or parts thereof in conflict herewith., Motion by Hardin,seconded by Skaug,that the first reading of the ordinance be accepted.Motion carried. 885 APRIL 15,1964 OFF-STREET PARKING REGULATIONS -SET PUBLIC HEARING lQOL\Letter was read from James W.Wright,Building and Planning 'Director,advising that the Planning Commission received the proposed amendment to the off-street parking regulations at Its regular meeting on April 9,19640 The Planning Commissionv recommended that the City Council set April 23,1964 as a date for a public hearing for both the City Council and the Planning Commission._ Motion by Skaug,seconded by Hardin,that the Public Hearing fox- off-street parking be set for April 23,1964.Motion*carried.% Mr.Waggener informed the Council that next TueSday night, April 21,has been set as a study session for some of the farmers. STATE EXAMINERS REPORT OF 1962 RECORDS \&Mr0 Waggener commented that the leport indicates that the blanket bond does not cover the people who are required by law to be bonded.This was checked out two years ago,and it was found thai these people are covered by the blanket bond. After this exam ination an endorsement was requested to be sure that all employees are covered. The blanket bond is in the amount of $5,000.Mr.Waggener suggest ed that if it was felt that $5,000 on a non-cumulative basis is not adequate,perhaps the amount of the bond should be raised. Council requested that they be provided with more information concerning costs of bonds. Mayor Stadshaug remarked that this was the third audit report that he had received,and that each year they are getting'r shorter with very little criticism.He read the last para graph of the report,which expressed the auditors appreciation" to the City officials and employees for their courtesy and cooperation*„Mr.Hardin requested that Council go on record as commending the city Staff. FIREMEN'S PENSION FUND -REPORT OF ACTUARY \($fa Mr°Wa99ener stated that through 1964,^mill was being set aside 'as a result of a report made in 1959.There is one person draw ing disability, which was not anticipated in 1959„Starting in the 1965 budget,we will be paying one full mill,or about $13,00C This millage is statutory and we do not have any choice. SANITATION CONTRACT -RENEWAL OF LICENSE pwfl The extension Agreement was read.Mr.Waggener said that the V"original contract between the City and Mr.Dietrich resulted from competitiyie bids in 195 7, and the terms have been re-negotiated several times.*hat contract expired in August of 1962 and Mr. Dietrich was issued a license at that time,as it was technically illegal to grant a 5 year contract.Mr.Fuller has contacted Mr, Dietrich,and he is in agreement with the terms of this license. Motion by Ebbert,seconded by McDonald,that the city Manager be authorized to sign the Extension Agreement.Motion carried, MOSQUITO CONTROL DISTRICT -APPOINTMENT Letter was read from Mayor Stadshaug,requesting confirmation of his appointment of Earl Dallman to the Mosquito Control District. Mr.Stadshaug stated that he and Mr.Waggener had talked to Mr. Dallman and he has agreed to accept the appointment. Motion by Hardin,seconded by Holm,confirming the appointment of Mr.Earl Dallman to the Mosquito Control District.Motion carriec APRIL 15,1964 886 AS SOCIATION OF WASHINGTON CITIES MEETING The Convention is to be held at the Ridpath Hotel In Spokane on May 13, 14 and 15. Mr.Stadshaug explained that Moses Lake is entitled to two voting delegates,just the same amount as every other City. Mr.Waggener stated that he felt the meeting was important for the opportunitv of exchanging ideas with people from other communities,and also to keep in close association with the Association of Washington Cities.
