COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-CITY HALL May 12,1964
The City Council met in regular session with the meeting called to
order by Mayor Stadshaug.Other Councilmen present were:Gordon
Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K. H.
McDonald.
Minutes of the Special Joint Meeting of the City Council and Planning
Commission of April 23,1964;and the last regular meeting of April 28,
1964 were approved by the Council,as written.
BILLS were audited by the Council.Motion by McDonald,seconded by
Hardin,that the bills be approved and warrants drawn.Motion
carried.

REFERRAL FROM PLANNING COMMISSION -OFF-STREET PARKING
Letter was read from James W.Wright,Building and Planning /u^/
Director,stating that the Planning Commission has completed
its study of the proposed amendment to the off-street parking
regulations in the Zoning Ordinance,and recommends that the
proposed amendment be adopted with the provision that trucks^
exceeding one ton net capacity not engaged in commercial business
be permitted to park anywhere on the premises in a residential
zone for a period of 48 hours on week days and 60 hours on
weekends.
The Ordinance,amending Sections 120-40,130.40 and 135.40 of
Ordinance No. 433 entitled "The Comprehensive Zoning Ordinance of
the City of Moses Lake,Washington,"as amended by Section 3 of
Ordinance No.491,by amending off-street parking requirements,
was read by title only.
It was suggested that the time should be extended to 72 hours,
or that permits be issued for extended parking.Mayor Stadshaug
said that the members of the Planning Commission had studied
on the problem through the year,and it was his feeling that
their recommendation should be accepted,then if particular
problems were created,they could be acted on.
Motion by Hardin,seconded by Eng,accepting the first reading
of the Ordinance.Motion carried.
REFERRAL FROM PLANNING COMMISSION -AMENDMENT TO "CM"ZONE .
Letter was read from James W.Wright,Building and Planning
Director,recommending that a public hearing be set for Thursday,
May 21,1964 to consider a proposed amendment to the Zoning
Ordinance to permit tire recapping in the "CM"light commercial
zone.The Planning Commission has received a request from Mr.
Sandy Besselman and Mr.Preston Anderson,and has made a pre
liminary review of the type of use and the character and nature
of the "CM" zone. The specific location where Mr.Anderson
proposes'to establish his recapping business is on Lot 1,
McCliraans Addition near Boyles Plaza.
Mr.Wright explained that the Planning Commission is concerned
that if it becomes an automatic thing,we could have tire re
capping right downtown in the retail trade area,but in the out
lying highway area,tire recapping might be a possibility with
some stringent restrictions.He further explained that we have
tire recapping in the downtown area,but the 1961 ordinance
makes these businesses non-conforming.
Motion by McDonald,seconded by Ebbert,that a joint public
hearing be set with the Planning Commission on Thursday,May 21,
1964 at 8:00 P.M.Motion carried.
INSURANCE CLAIM -RUBI M.AND MARY RITA GARCIA
Letter was read from City Manager, Chester L. Waggener, presenting
an insurance claim against the City by Rubi M.and Mary Rita
Garcia.Mr.Waggener explained that the claim has been forwarded
to our insurance adjuster for processing.
Motion by Eng,seconded by Skaug, that the minutes note the
receipt of the claim.Motion carried.
RESOLUTION NO. 329 -ACCEPTANCE OF STREET GRADES - WEST BROADWAY //)——SO/?
Public Works Director,J.Garth Anderson explained that as a
prerequisite to highway improvement the State Highway Department
must obtain approval of grades from City Council.The Engineering
Department has gone over the grades and finds no particular
problem.The grades do conform with the existing centerline,but
there are minor increases or decreases in elevation.
Motion by Ebbert,seconded by Eng,that the grades be approved
and Resolution No. 329 be adopted.Motion carried.

REQUEST TO CALL BIDS -WEST BROADWAY WATER LINE
ia Letter was read from Public works Director,J.Garth Anderson^
\\JJ requesting authorization to call for bids to be opened at 1:00
|I P.M.May 25,1964 for construction of water mains and fire hydrants
prior to the construction of curbs,sidewalks and concrete pave
ment on West Broadway by the State Highway Department.
Mr.Anderson explained that there is presently one 6 inch main,
but a 6 inch main is not sufficient for fire protection.They
propose to close one loop with another 6"main,which will give
the equivalent of an 8"main.Funds are available in Capital .
Outlay,Not Specified,and the estimated cost is $8,000.00,
Motion by Holm,seconded by Hardin, that the call for bids be
authorized as requested by Mr.Anderson.Motion carried.
PRESENTATION OF SAFETY AWARD -POLICE DEPARTMENT
i$.Letter was read from Frank J.Schira,Executive Director of\U National Police Officers Association of America,requesting that
the Walker Safety Award for the year 1963 be presented to the
Police Department during National Police Week,May 10th through
15th, 1964.The Walker Safety Award is issued each year to any
village,town or city that has either reduced or maintained a
safe level of traffic deaths in the community.
Mayor Stadshaug presented the Award to Lt.Ralph Rohwedder,f<"
representing the Hblice Department._;'.
PRESENTATION OF CERTIFICATES -FIRST AID COURSE
igL Lt.Rohwedder presented Certificates to the following employees\Ul w"ho completed the First Aid course:June Rector,Evelyn Vehrs,
James Wright,Garth Anderson,Donn Kaynor,Bill Daugaard,Wilbui—
Hoist,Everett Hardy,M. G.McLanahan,Glenn Stiltner and Marie
Kennedy.
The following employees also received certificates but were unable
to attend the meeting;Howard Larsen,Richard Wisenor,Phil
Clark,Glenna Bingham,Solomon Ochs,A.D.Boyle,Pat Pickett,
Esther Albright,Alvin Howard, Pearl Munson,John Harden, Noel
STcott,Erma McKenzie,John Bates,Hoi ten Bjoin,Duane Meissner,
Janet Cox,Eugene Hellenberg and Clifford Jones.
Mayor Stadshaug commended all City employees that have taken
the course for the time and effort which they have devoted to it.
RETAIL TRADES ASSOCIATION -REQUEST FOR FREE PARKING
/Bill Ward,representing the Retail Trades Association,appeared
before Council to request that free parking be permitted during
Crazy Days,May 15 and 16,to enhance Moses Lake*s reputation
as a good place to shop.
Mayor Stadshaug cited excerpts from the minutes of previous
Council meetings indicating action taken by the Council on other
requests of this sort. He reminded Council that although meters
are primarily for the purpose of traffic control,the city does
derive a certain amount of revenue from them.
Motion by Skaug,seconded by Holm,that unrestricted parking be
authorized for the two days,May 15 and 16.Motion carried.j
Council requested Mr. Ward to report back to Council on the
results of the free parking.

RECREATION BUILDING PAINTING -REQUEST TO CALL BIDS .„;JOiO'^1
Letter was read from Parks and Recreation Director,Clem Brigl,
requesting permission to proceed with a bid call for painting
of the Recreation building at McCosh Park. He explained that
$900.00 had been budgeted for painting of the building,with
labor to be provided by park maintenance;however, it would be
too time consuming to do the job by this method, so a transfer
of funds from ground maintenance is anticipated to cover the
extra cost of labor. Mr. Brigl estimated that the cost,including
paint,would be approximately $1,600.00
Motion by McDonald,seconded by Hardin,that the call for bids
for painting the McCosh Park Recreation building be authorized.

RESIGNATION FROM PLANNING COMMISSION

Mr.Harvey Vernier's letter of resignation from the Moses Lake
Planning commission,was read.
Motion by Ebbert, seconded by McDonald, accepting Mr. Vernier's
resignation.Motion carried.
Mayor Stadshaug said that he was not prepared at this time to
make a new appointment.He requested that a letter be sent to
Mr.Vernier accepting his resignation and thanking him for his
services.
REQUEST FOR DANCE PERMIT -MEL'S TAVERN
Letter was read from Frank J.Glassmaker,owner of Mel's Tavern,
204 W.Broadway,requesting Council authorization for dancing
in his tavern.
Mayor Stadshaug explained that dancing must be approved by City
Council before the Liquor Control Board will give authorization.
Motion by Hardin,seconded by McDonald,that the request to
permit dancing in Mel's Tavern be granted.Motion carried.
RESIGNATION -PARK &RECREATION ADVISORY BOARD
Letter was read from Mrs.Virginia Rorvik,resigning from the
Park and Recreation Commission.
Motion by Hardin, seconded by Holm, accepting the resignation
and requesting that a letter be written to Mrs.Rorvik thanking
her for her services.Motion carried.
