REGULAR SESSION -8::00 P.Mo -CITY HALL May 26,1964
The City Council met in regular session with the meeting called to order
by Mayor Stadshaug.Other Councilmen present were:Gordon Ebbert,
Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K.H.McDonald.
Minutes of the last regular meeting of May 12,1964,and the Special
Joint Meeting of the City Council and Planning Commission of May 21,
1964,were approved by the Council, as written.
BILLS were audited by the Council.Motion by McDonald,seconded by
Hardin,that the bills be approved and warrants drawn.Motion
carried.

BID AWARD -LIBRARY CONSTRUCTION
y^]Minutes of Library Board Meeting of May 25,1964 were read.Th<
)\°Library Board voted to use stone in the library building as
recommended by the architect, that heat cable be used in the ramp,
and that rubber tile be used on the floors.
Letter was read from Mr.Floyd 0.Swenson,requesting that Council
recognize an error made by Al Smith,Masonry Sub-Contractor,•
in his bid on the stone work for the Library.His basic bid shoulc
have been $10,000 higher.
Also read was a letter from Harvey Vernier,Architect,recommending
acceptance of the following bids,received May 20,1964.

Mr.Waggener stated that he had discussed Mr.Swenson1s letter
with Mr.Calbom,and that it was their feeling that council has
no authority to negotiate an increase in the basic bid.
Motion by Hardin,seconded by Skaug,that the bids of Floyd Swenson,
Leonard Plumbing and Swartz Electric be accepted, as recommended by
Mr.Vernier.Motion carried.
BID AWARD -WEST BROADWAY WATER LINE /
Letter was read from Public Works Director,J.Garth Anderson,
presenting an evaluation of the bids received,and recommending
that the bid of Leonard Plumbing Co,Alternate "B",in the amount
of $6,287.94 be accepted.

Mr. Waggener explained that cast iron pipe would take a little
rougher handling,but that most of the pipe in the corporate limits
is asbestos cement.Unless the costs are quite close you would
take the low bid which would almost always be asbestos cement.
Motion by Holm,seconded by McDonald,that the low bid of Leonard
Plumbing Company, Alternate "B",in the total amount of $6,287.94
be accepted.Motion carried.
—PUBLIC HEARING -WEST BROADWAY LID
Mayor Stadshaug opened the Public Hearing on the West Broadway LID.
Mr.Daugaard explained the purpose of the LID and how it is assessed
The adjacent property owners will pay 40%of the construction costs
and engineering costs,plus all of the LID costs,or about
$15,258.84.The City will ray 60%of the construction costs
and engineering costs,or about $21,838.26.The total estimated
cost of the project is about $260,000.00.
*•„.Mr.Parsons asked if the highway was to stay as it is now.
Mr.Daugaard stated that the centerline will remain the same.
The highway will be 100 ft wide,with 50 feet on either side of the
centerline.Sidewalks will be within 3 feet of the property line.
Mr.George Allison said that it wa s his understanding that there
was no sewer line from Quickie Corner to the railroad track,and
suggested that if the city was going to put in a sewer line,
it would be well to do it before the street goes in.
Mr.Daugaard stated that it would be just as veil to bring the
sewer down the back of the property as to bring it down the street
at this point.Mr. Allison's property specifically can be served
by the sewer at Maples Motel.
Motion by Skaug,seconded by Eng,that the Public Hearing on LID
#19 be closed.Motion carried.
Mr.Waggener pointed out that protests,to be considered,must be
in writing.He suggested that time be allowed until the next
Council meeting to receive protests,and requested authorization
to go ahead and draft an Ordinance to establish LID #19.
Motion by Ebbert,seconded by McDonald,authorizing the City
Manager to prepare an Ordinance to establish LID #19.Motion
carried.

ORDINANCE NO.509 -OFF-STREET PARKING -2ND READING
gL\Ordinance No.509,amending sections 120.40,130.40 and 135.40
'u of Ordinance No.433 entitled "The Comprehensive Zoning Ordinance
of the City of Moses,Washington,"as amended by section 3 of
Ordinance No.491,by amending off-street parking requirements,
was read by title only.
Motion by Skaug,seconded by Eng,accepting the second reading and
adopting Ordinance No. 509.Motion carried with Mr. Holm votin
no.
ORDINANCE -AMENDMENTS TO "CM"ZONE -1ST READING *>
'>Letter was read from James W.Wright,Building and Planning
,Cr Director,submitting the Planning Commission recommendation that'
the amendment to permit tire recapping be approved and that certain
lands in the "CM"zone lying adjacent to West Broadway be required
to provide twenty-five foot setbacks for all buildings.
Also read,by title only,was the ordinance amending Sections "
150.20 and 150.60 of Ordinance No.433,entitled J!The Comprehensive
Zoning Ordinance of the City of Moses Lake,Washington",by amending
the restrictions for tire recapping and the front yard provisions
within the "CM"light commercial zone.
Mr.Wright explained that there were some lots involved whichy*'
would be too shallow to set back 25 feet and still have room to*
build,but these would be a minority.He suggested that Ithe -*--
owners of such lots could appeal to the Board of Adjustment for>
relief from the Ordinance.
Mr.Hansen showed Council a rough sketch of a building which
he proposes to construct,explaining that the building will be
1751 long and 80•to 100»wide,and that if he is required to r
set back 25•it will put his building too close to his warehouse
area.
Most of the Council members were not in favor of the 25 foot set
back,but Mr.Skaug,and ^ayor Stadshaug reminded them that the
9 members of the Planning Commission had spent many hours of *
deliberation before making their recommendation, and that the
Council should study it thoroughly before making any changes in
their recommendation.
Mr.Hansen stated that he understood that the city Might wish,a
right of way across his property,that they had two different'
proposals of where they might go with it,and that he was willing
to go with either one of them.
Mr.Waggener said that the 6 year street plan recently approved by
the Council had authorized acquisition of rights of way in that
area.
Mr.Calbom suggested that the Ordinance could be amended,
permitting tire recapping in the area,and eliminating the 25V
set back,if that was Council*s wisl?.He suggested that the second
sentence in Section 1 read,"Tire recapping is prohibited except -.
adjacent to West Broadway from the intersection of Third Avenue ,
West to the intersection of Western Avenue."r"""!
Motion by Hardin,seconded by Holm,that Section 1 be accepted,
with the exception of the 25•set back,with the Ordinance to be
re-written by legal counsel,and accepting this as the first
reading.Motion carried with Mr. Skaug voting no.^

Ordinance No.510,fixing the amount,form,date,interest fate,
maturity and denominations of Local Improvement District No.18
bonds and directing the issuance and sale thereof to the State-
Wide city Employees1 Retirement System,Tacoma,Washington,was
read by title only.
Mr.Waggener recalled that Council had advertised and received
bids several months ago, and the low bid was State-Wide City
r-Employees Retirement System.
^Motion by Ebbert,seconded by Skaug,that an emergency be
declared, and that Ordinance No. 510 be adopted on the first
^*reading.Motion carried.

Letter was read frpm 3ames W. Wright,Building and Planning
Director,recommending that Council approve the request from Mr.
L.E.Thompson to use the 12•x 20*construction building for a
boat house.Also read was Mr.Thompson*s letter requesting
permission to move the building to 137 W.Northshore Drive, and
Resolution No. 330,approving the use of the building for a boat
housed
Motion by Skaug,seconded by Hardin, that Resolution No. 330
approving the use of the 12•x 20•building for the purpose of a
*N boat house be approved.Motion carried.
ELK'S LODGE -REQUEST FOR WAIVER OF 4%ADMISSIONS TAX
Letter from Don Hollingbery,Chairman,Board of Trustees Elks
Lodge,was read. Mr.Hollingbery requested that Council consider
waiving the 4%city tax for the circus which the Moses Lake B.P.O.
Elks Lodge is sponsoring.
Motion by Eng,seconded by McDonald,that the request for waiver of
the 4%Admissions tax be denied.Motion carried.
INSURANCE REPORT -RAY NORMAN
Mr.Ray Norman,Rogers &Norman,Inc.presented the Annual /&*'</
Insurance*Report,explaining the various coverages provided.
Mr.Norman also stated there would soon be an institutional
package policy available,and that he wouldpresent the information
to Council when a comparison had been made.
CASCADE PARK DEVELOPMENT PLAN
Mr.Waggener explained that the lease provides that a complete7^0/
development plan for the ultimate development of Cascade Park be
submitted to the Department of Natural Resources by June 5 of
this year.The first step provides for a minimum expenditure of
$10,000.00 by June of 1967.At the end of the lease we must have
spent a minimum of $18,000.00,however,they will only give credit
for items that are permanent improvements that will increase the
value of the land.
Mr. Wright showed a sketch of the park area, explaining the
proposed developments.
CENSUS REPORT
Receipt of a letter from State of Washington Census Board,/&?9

noted.

AIRPORT -REQUEST TO CALL BIDS FOR SLURRY SEAL
qVP Letter was read from J.Garth Anderson,Public Works Director,
0 requesting permission to call for bids,to be opened Friday,
June 19, 1964 at 2:00 P.M. and to be awarded at the City Council
meeting on June 23,1964,for a slurry seal on the Airport runway.
The 1964 budget includes an amount for a slurry seal on the runway,
Motion by Ebbert, seconded by Hardin, authorizing the call for
bids.Motion carried.
DEPARTMENT OF COMMERCE AND ECONOMIC DEVELOPMENT -CONTRACT FOR
PLANNING SERVICE ~"""•
1 Letter was read from Mr.Allan N.deLaubenfels,Regional Planner
^\of Department of Commerce and Economic Development,requesting
that the contract between the city of Moses Lake and the Depart
ment of Commerce and Economic Development acting by and for the
State of Washington for the provisions of planning services to the
City of Moses Lake,be signed.
Motion by Hardin,seconded by Skaug,authorizing the city Manager
to execute the contract on behalf of the city.Motion carried.
Mr.Stadshaug said that Mr.Gaiser had approached him about Council
men as isting in sale of tickets for next Chamber banquet,at
which time Mr.Rupeiks,of the consulting firm of Clark, Coleman
and Rupeiks,will be the speaker.
Mrs. Carl Grieb,representing the people living in the vicinity of the
new Confraternity Center,appeared before the Council to protest the
dust problem which is being created.Mrs.Grieb stated that although the]
had contacted many people,they?were not receiving any assistance from
anyone.
Mr.Waggener said that the problem is out of the city's hands. It
should now be taken up with the owners of the property.
Mr.Calbom siad that he had only been notified of the problem that
afternoon,and that he would talk to Father McGra£h and find out what
could be done.
