COUNCIL MEETING
REGULAR SESSION -8:00 P.M. -CITY HALL June 9, 1964
The City Council met in regular session with the meeting called to
order by Mayor Stadshaug.Other Councilmen present were:Gordon
Ebbert,Monte Holm,Jack Eng,Forrest Hardin and K.H.McDonald.Otto
Skaug was absent.
Minutes of the last regular meeting of May 26, 1964 were approved by
the Council,as written.
BILLS were audited by the councii.Motion by McDonald,seconded by
Holm,that the bills be approved and warrants drawn.Motion
carried.
CURRENT EXPENSE -Total Amount Paid $2,939.63
EQUIPMENT RENTAL - Total Amount Paid 2,183.39
LIBRARY -Total Amount Paid 132.42
PARK &RECREATION -Total Amount Paid 784.30
STREET -Total Amount Paid 5,302.05
WATER &SEWER -Total Amount Paid 2,870.20
SANITATION -Total Amount Paid 4,326.00
TOTAL 18,537.99
Mr.Stadshaug reminded the Council that Mr.Copenhaver,of the Chamber
of Commerce had asked that the City assist the Chamber in promotion of
the next Chamber dinner,Tuesday,June 16, 1964.
Mr.Copenhaver stated that the chamber was interested in getting as
big a crowd as possible to listen to Mr. Rupeiks and become better
informed on the 701 Program,and left 10 tickets for each Councilman.
CONSIDERATION OF BIDS,PAINTING OF RECREATION BUILDING
Letter was read from Chester L.Waggener,City Manager,recommending
award of the contract for painting of Recreation Building to
George R.Eberting,in the amount of $1,387.36.
The other bid received was from L. J.Brizendine,in the amount of
$1,688.96.
Motion by Hardin,seconded by Eng,that the bid of George R.
Eberting for painting the Recreation Building at McCosh Park,
in the total amount of $1,387.36,be accepted.Motion carried.
CONSIDERATION OF BIDS,FIRE TRUCK
Letter was read from Fire Chief,Otto Jensen,recommending
acceptance of the bid of L.N.Curtis &Sons,»in the amount of
$39,665.60.This includes sales tax, air brakes and power steering,
He further recommended that bids of Western States Fire Apparatus
and Wesco Fire Equipment Company be rejected,as they did not meet
the specifications.
The basic bids,including sales tax, were:
Western States Fire Apparatus $37,220.63
Wesco Fire Equipment Company 38,652.19
Chief Jensen said that he felt that the proposed specifications
are the best suited to the operation of the city,with the limited
manpower that we operate on. He explained the various combinations
of hose streams that would be possible with the proposed equipment,
the comparative costs per gallon of water between the proposed
1500 GPM pumper and a 1250 GPM pumper,and the possible insurance
benefits to be derived from the larger equipment.
Motion by Hardin,seconded by McDonald,that the bid of L.N.Curtis
& Sons, in the amount of $39,665.60,be accepted.Motion carried.

CORRESPONDENCE -DR.D. W.BRIDGEMAN
Letter was read from City Manager,Chester L.Waggener,presenting
a request of Dr.Bridgeman that chiropractic be included in the
city health and accident insurance plan.Mr.Waggener explained
that he had discussed this with Dr.Bridgman,emphasizing that
city employees would certainly not object to chiropractic being
included in the insurance program,however,we are not willing to
change the entire insurance program,with considerable additional
costs to be borne by the city employees.Mr.Waggener recommended
that Dr.Bridgeman,or his professional society,should discuss
this matter directly with Blue Cross rather than with the City o£
Moses Lake,

Motion by Hardin, seconded by Eng, that the Council take no
action on the health and accident insurance program.Motion,
carried.
REQUEST FOR STREET IMPROVEMENTS -BASIN HOMES AREA
~\°\Letter was read from City Manager,Chester L.Waggener,stating
\w that Mr.Orville Wixom had requested the opportunity to discuss
with Council the need for street improvements in the Basin Homes
area.He submitted background information concerning the^fclD
proposed in 1962,which was rejected by the property owners,and
the work accomplished in Basin Homes in the past 12 months.

Mr.Wixom stated that he lives on Market street,which is,a feeder
street that carries a lot of traffic,and he feels that something v
should be done with that street,along with some of the other '"
streets in the area,to control the dust.The property owners
don't see an expensive LID but will go along with something else*
that will fill their need at the present time.•v
Mr.Starcevich,who also lives on Market street,agreed with
Mr.Wixom that the street is a hazard,stating that he had had i—i
cars skid into his front yard.
Mr.Waggener said that the policy of the city and of past Councils,
and established by Ordinance,precludes the use of light bituminous
paving.Once you get a paving of sorts,property owners expect ,
you to maintain it indefinitely,even though it is practically ,:-
impossible to do this.He further stated that the only policy

Moses Lake except/arterials^nas been paid for by the abuting *
property owners.c
Mr.Wixom asked if they could put in the same kind of pavement s '
that the county uses,and pay for it themselves.
Mr.Waggener answered that this was a 2 shot penetration and
Ordinance prohibits this type of paving even when done at the
expense of the property owners.
It was agreed that Mr.Daugaard would meet with the people and
try to work out some satisfactory arrangements,and that*the •
county would be contacted to see if there was any possibility
of diverting some of the traffic.
ORDINANCE NO.511 -'AMENDMENT TO "CM"ZONE -2ND READING
*\Ordinance No.511,amending section 150.20 of Ordinance No.433 \
\0^entitled "The Comprehensive Zoning Ordinance of the city of Moses
'Lake, Washington", by amending the restrictions for tire recapping
within the "CM"light commercial zone,was read.
Motion by Holm, seconded by McDonald, that Ordinance No. 511 be
adopted.Motion carried.

ORDINANCE No.512 -CREATING LID NO.19—••/0fc,y
Ordinance No.512,ordering the improvement of West Broadway by
grading,graveling,constructing and installing storm drainage,
curbs,sidewalks and asphalt concrete pavement all in accordance
with Resolution No.326 of the City Council of the City of Moses
Lake,Washington,establishing Local Improvement District No.19;
providing the method of assessment in said district;providing
that payment for said improvement be made in part by special
assessments upon property in said District,payable by the mode
"payment by bonds";and providing for the issuance and sale of
•/4-local improvement district warrants redeemable in cash and local
-'-,t improvement district bonds,was read by title only.
Motion by Hardin,seconded by Holm,that an emergency be declared,
''.* and Ordinance No. 512 be adopted on the first reading. Motion
carried.
.RESOLUTION NO. 331 -GRANTING RIGHT-OF-WAY EASEMENT TO GRANT COUNTY PUD

Resolution No.331,authorizing the conveyance of an easement for
right-of-way purposes to Public Utility District No.2 of Grant
County, Washington, was read by title only.
Mr.Waggener explained that the easement applies only to PUD,and
not the telephone company.The telephone company will go onto
PUD poles by letter authorization,without easement,and will move
->~when requested.
Motion by Ebbert,seconded by McDonald,that Resolution No.331

REQUEST TO CALL BIDS -SEAL COATING //0—/O/f-/)
Letter was read from Assistant City Engineer,William Daugaard,
requesting authorization to call for bids for sealcoating in the
Montlake Addition,the Garden Heights area, and Peninsula Drive
and Lakeshore Drive on the Peninsula.Bids are to be opened at
2:00 P.M.Friday,July 10, 1964 and to be presented to Council
."for consideration and action at the regular meeting on July 14,
-1964.This project is included in the 1964 budget in the Street
,-,'. fund,24.3.2 and Street Arterial fund, 25.3.3.

ELK'S LODGE -WAIVER OF ORDINANCE
Letter was read from Building and Planning Director,James W.
Wright,stating that the Elk's Lodge is appealing a provision of the
Zoning Ordinance to the City Council. The request to allow a ware
house sale by a local merchant in the EiKSi building has been
denied by the Building Department,on the basis that it is in
conflict with Section 135.10,the "R-3"multi-family section of the
Zoning Ordinance.The Ordinance makes no provision for retail sales
in the R-3 zone.Appeals of the provisions of the 2oning Ordinance
are handled in an administrative manner by the Board of Adjustment,
created for the explicit function.Mr.Wright recommended that the
.-.p appeal of the Elks'Lodge not be considered by the Council on the
premise that the Council cannot intercede for the Board 0f
Adjustment.
Mr. Penhallurick,representing the Elks Lodge, stated that the
Board of Adjustment meeting is so far off that it would be futile to
attempt to take it to them.
Mr. Wright said that he had been discussing the problem with Mr.
Calbom,and according to Mr.Calbom's opinion this is administrative
so the 10 day waiting period could be waived,and a special meeting
set up.
Motion by Hardin,seconded by Eng,that Council take no action on
the request of the Elks Lodge.

APPOINTMENT -PLANNING COMMISSION
k/~Mr.Stadshaug submitted the name of James Bell to fill the vacancy
0 on the Planning Commission,created by the resignation of Harvey
Vernier.
Motion by Eng,seconded by McDonald,that the appointment of
Mr.James Bell to the Planning Commission ^e approved.Motion
carried.
APPOINTMENT -PARK AND RECREATION BOARD
.-i|Mayor Stadshaug requested approval of the re-appointment of
r Mr.James Mitchell to the Park and Recreation Board.
Motion by McDonald,seconded by Holm,that the appointment of
Mr.James Mitchell to the Park and Recreation Board be approved.
Motion carried.
