COUNCIL MEETING
REGULAR SESSION -8:00 P.M. -CITY HALL June 23,1964
The City Council met in regular session with the meeting called to
order by Mayor Stadshaug.Other Councilmen present were:Gordon
Ebbert,Monte Holm,Otto Skaug,Jack Eng and K.H.McDonald.Forrest
Hardin was absent.
Mayor Stadshaug requested that the minutes of the last regular Council
meeting of June 9,1964 be changed to read,"Every street in Moses Lake
except for some participation in arterials,has been paid for by the
abuting property owners."Minutes were approved by Council as corrected.
BILLS were audited by the Council.Motion by McDonald,seconded by Holm,
that the bills be approved and warrants drawn.Motion carried.

CONSIDERATION OF BIDS'-AIRPORT SEAL COAT /oo6>
Letter was read from Public Works Director,J.Garth Anderson,
recommending that the contract for Slurry Sealing the Municipal
Airport runway be awarded to the low bidder,McAtee and Heathe,
Inc.for their bid of $2558.40,including sales tax.Bids were
opened at 2:00 P.M.Friday,June 19,1964.The other bid received
was Columbia Slurry Seal,Inc., in the total amount of $2860.63.
Motion by McDonald,seconded by Ebbert,that the low bid of McAtee
and Heathe in the total amount of $2558.40 be accepted.Motion
carried.
CARLTON MOW -CARP PROBLEMS Hgcf
Mr.Lewis,representing Mr.Mow,asked that Council dispense with
reading his letter.Letter was read from Police Chief Bjork,
stating action which the Police Department has taken in response
to calls from Mr.Mow,and citing ^ity Ordinances which cover
the problem.chief Bjork recommended filling in the property
as a long range solution to the problem.

Mr.Lewis stated that he meant no offense against city
administration, but Mr. Mow does have a problem down there. He
felt that it would be ridiculous for Mr.Mow to file complaints
against the children,and that the problem could be solved by
police patrolling the area,and talking to the children.
It was felt by Council that the immediate solution would be
posting of the area,police patrol and education of the children _
and parents through publicity.
Mayor Stadshaug requested Mr.Carl Goodrich to work with the 3 areas
of jurisdiction,city,county and irrigation district,to work
out a solution.
Mr.Goodrich stated that Irrigation District law makes a provision
for LID,and suggested the possibility that a group of land owner
ships could petition for local improvement.
REQUEST FOR STREET IMPROVEMENT -BASIN HOMES AREA
\°\Public Works Director,J.Garth Anderson,reported that the
\0 Engineering Department had met with some of the people living in
the Basin Homes area,and had suggested to them that the only
solution to the problem is improvement of Market Street by LID.
The people have expressed interest,and will be provided with
petitions and drawings necessary to circulate in the area,and it
is anticipated that they will be back to the next council meeting.
Mr.Anderson stated that there is a portion of Market street that
lies immediately adjacent to the highway,and has no adjoining
frontage. He suggested the possibility of city participation
in the LID,as it seems prohibitive to expect the adjoining
property owners to pay for this portion of the improvement.
Mr.Anderson estimated the cost of city participation at five
or six thousand dollars.
MOSES LAKE RECREATION COUNCIL -COMMUNITY YOUTH CENTER
\QHO.f\Letter was read from Sally McLanahan,President-of the Moses Lake
Recreation Council,requesting transfer of the Morning Sun Creamery
from the LID Guarantee Fund to the Park and Recreation Department
of Moses Lake for the purpose of converting it into a community
Youth Center.
Mrs.McLanahan presented petitions,signed by both teen-agers and
adults from all areas,requesting the Youth Center.She also
showed a proposed floor plan of the building,and a budget,
estimating annual operating expenditures of $8500.00.
Mr.Waggener explained that the property was acquired by the
LID Guarantee fund in order to protect an LID assessment against
it,by payment of outstanding Grant County taxes against it.
The LID Guarantee fund has a total of $8,564.11 invested in the
building,and if the building is to be used by any other depart
ment,it must be purchased from the LID Guarantee Fund.
Mr.Brigl estimated that it would cost an additional two to
three thousand dollars to fix the building up,plus the $8,500
to transfer it from the LID Guarantee Fund.
Motion by Skaug, seconded by McDonald, that the item be tabled for
further study.Motion carried.

WEST BROADWAY STREET IMPROVEMENTS -AGREEMENT WITH STATE HIGHWAY DEPT.

Mr.Waggener explained that the agreement provides that the city
will participate in the improvement of West Broadway for curbs,
sidewalks and certain other work, and binds the city to make pay
ment.It does provide that the State Highway Commission may with
hold payment of gas tax monies if payment is not made within 45
days of the state's billing,but the city has no objection to that
provision.
Motion by Ebbert,seconded by Skaug,that the City Manager be
authorized to sign the agreement. Motion carried.
PIONEER WAY AND WHEELER ROAD TRAFFIC SIGNAL -ACCEPTANCE OF WORK 7
Letter was read from Public Works Director, J. Garth Anderson,
recommending that the city Council accept the work done by
Don H.Swartz,Inc.on Contract 63-08,installation of the traffic
signal at South Pioneer Way and Wheeler Road.
Mr.Anderson explained that no problems are anticipated.There
has been trouble with the original units,however,they were not in
agreement with the specifications.The units that we have now are
new off the assembly line, and no problem is anticipated.
Motion by Skaug,seconded by Ebbert,that the work done by Don H.
Swartz,Inc.on Contract 63-08 be accepted.Motion carried.

Letter was read from Bill Daugaard,Assistant City Engineer,
stating that the plat was considered by the Planning Commission
at their regular meeting of June 18,1964,and recommended to the
City Council for approval.
Motion by Skaug, seconded by Ebbert, that the Final Plat, Knolls
Vista 18th Addition be accepted.Motion carried.
HUMPHREY ADDITION -REDUCTION OF SUBDIVISION BONDS
Letter was read from J.Garth Anderson,recommending acceptance
of 900 feet of sanitary sewer main in the Humphrey Addition for
maintenance,and reduction of the subdivision Bond from $10,700.00
to $6,400.00.The Engineering office has made the necessary tests
and found the sewer main to meet the community standards.
Motion by Ebbert,seconded by Skaug,that the sewer main be
accepted for future maintenance,and the bond be reduced.Motion
carried.

Mayor Stadshaug requested that Councilmen retain their copy of
the budget calendar.He also pointed out that there would be
additional study sessions,and that attendance was very important
to fully understand the budget.
BUILDING AND PLANNING DIRECTOR RESIGNATION -INFORMATION—/O?o,
Letter was read from James W. Wright, Building and Planning Directo
tendering his resignation,with a tentative final date of employ
ment of August 31,1964.Mr. Wright explained that he plans to
continue with his education and has been accepted to the Graduate
School at the University of Washington to work for his Master1s
Degree in Urban Planning.

RECONDITIONING OF 12"WATER MAIN ON DIVISION STREET
In Letter was read from Public Works Director,J.Garth Anderson,
requesting authorization to proceed with the relining.of about
850 feet of 12" steel water main on Division street, between 7th
Avenue and 9th Avenue. Mr.Anderson explained that a portion of
this water main was opened in 1963 to repair a water leak,and
within a length of 10 or 15 feet several small leaks were dis
covered due to corrosion.The water main is approximately 14 _•,
years old,and appears to be in extremely poor condition.The
cost to replace 850 feet of water main would be approximately <
$6500.It can be relined,by Pipe Linings,Inc.for approxi-
mately $3780,with preparatory work done by the city,for a
total cost of about $4250.00.
Mr.Anderson explained that the pipe would be relined with cement
mortar, spun in with a relining machine. It would not have quite
the life expectancy as a replacement line,however, figuring a
capital recovery cost of relining opposed to replacement,on a
basis of 20 years life expectancy for relined pipe,any other pip*
would have to last 63 years. On the basis of 25 years, new line
would have to last over 100 years.
Mr.Holm questioned whether the steel main was standard or 12
gauge steel,stating that if it is 12 gauge steel, it wouldn't
be worth relining.
Mr.Anderson said that it would be possible to make a cut to
determine the gauge of the existing main.
Motion by McDonald,seconded by Ebbert,that the Public Works
Director be authorized to proceed with investigation,and with the
relining if the pipe is standard.Motion carried.
STUDY SESSION RE:CITY FINANCES -JULY 7TH
Mayor Stadshaug announced that the study session would be held
July 2 at 7:30 P.M.rather than July 7th, as stated in the agenda.
RETIREMENT DATE EXTENSION -CLYDE JENKINS
ft\5 Letter was read from Chief Bjork,recommending that the retire
ment date of Sgto Clyde E.Jenkins be extended for one year,to
September 1,1965.
Mr.Waggener explained that there is a possibility of legislation
which would make the mandatory retirement date correspond with
the minimum retirement age for Social Security,and that he did nc
feel that they should recommend that Sgt.Jenkins be retired,and
have the legislature change the retirement date by setting it
at a higher age so that he could stay on duty.
This is the 3rd request for extension for Sgt.Jenkins,and Chief
Bjork explained that every year that he remains on duty, his retii
ment pay increases slightly. Chief Bjork was asked if his remain-
on the force prevented others from advancing, and the Chief replie
that it did. If Sgt.Jenkins were retired those eligible would
take the examination for his position.
Motion by McDonald, seconded by Ebbert, that the item be
tabled until the next meeting.Motion defeated.
Motion by Skaug,seconded by Holm that the extension of retire
ment date of Sgt.Clyde Jenkins not be granted.Motion carried
with Mr.Ebbert voting no.

MAYOR'S DAY
Mayor Stadshaug reported that he had attended Mayor's Day In
Seattle on June 20,1964.Part of the program was a tour of the
Food Circus,where the Moses Lake Chamber had a booth.The
Fair and Rodeo committee,the Grange,and the Motel Association
were the people that really promoted the booth,and through the
efforts of these civic minded people, Moses Lake received a lot
of publicity.Jack Saulls was one person who spent the entire
4 or 5 days there.
