1964 08 11920 COUNCIL MEETING REGULAR SESSION -8:00 P.M. -CITY HALL August 11,1964 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Other Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K„ H. McDonald. Minutes of the last regular Council meeting of July 28, 1964 were approved by the Council as written. BILLS were audited by the Council.Motion by Hardin,seconded by McDonald,that the bills be approved and warrants drawn. Motion carried. CURRENT EXPENSE -Total Amount Paid $3,081.96 EQUIPMENT RENTAL -Total Amount Paid 307.26 LIBRARY -Total Amount Paid 150.58 PARK &RECREATION -Total Amount Paid 1,677.12 STREET -Total Amount Paid 4,092.99 WATER &SEWER -Total Amount Paid 11,661.07 SANITATION -Total Amount Paid 7,030.83 TOTAL ........28,001.81 SPECIAL BILLS The following special bills were read: GOB #9 Leonard Plumbing Company -Certificate No.M-l $1,951.21 Don Ho Swartz,Inc. -Certificate No.E-l 3,373.16 Floyd 0.Swenson -Certificate No.G-2 16,566.95 Motion by Hardin,seconded by Eng,that the bills be approved and warrants drawn.Motion carried. INSURANCE -CORRESPONDENCE FROM ROGERS AND NORMAN Letter was read from Mr.Ray Norman of Rogers &Norman,Inc, in answer to the letter submitted to the City Council by the South Grant County Association of Insurance Agents.Mr.Norman stated that there are no insurance deficiencies as cited in the Association's letter,that the Association statement that the premium paid for a $40,000 bond is valueless is simply not true, and that the City Manager feels that the bonds are properly written,but is concerned over the amounts of the bonds.Mr. Norman's letter also guoted approximate additional premiums for increased coverages recommended by the South Grant County Assn. Mr.Norman was present at the meeting and said that the rates quoted were based on information available before packaging, using existing companies..He felt that he could do better under the present program than under the previous program. Motion by Skaug,seconded by McDonald,that Mr.Norman's reply to the South Grant ^ounty Association of Insurance Agents be noted,and to have a study session to discuss the blanket bond and to act on the tabled motion of Apr:1 28,1964.Motion carried. 92l AUGUST 11,1964 LIFE INSURANCE PROPOSAL j Mr.Norman explained a proposed group life insurance program for city employees,which he feels warrants consideration as the rate is very attractive and the benefits high. The program would provide $10,000 life insurance for employees earning $600.00 or over per month,$5,000.00 for those earning over $400.00 but .less than $600.00,and $3,000.00 of insurance forthose earning less than $400.00.Based on 63 employees this would be $347,000 of life insurance for a monthly premium of $180.44. If the city paid half of this, the monthly cost to the city would be $90.22. Mayor Stadshaug suggested that the proposed group life insurance be discussed at the study session on the preceeding item. REQUEST TO MOVE BUILDING -HALLOWELL Oj Letter was read from Building and Planning Director,James W. '"c Wright,recommending that a public hearing be set for consideratior of the request of Mr.and Mrs.Hallowell to relocate their home from 1603 Pheasant Drive to 3700 W.Lakeshore Drive. Motion by Eng,seconded by McDonald,that a Public Hearing be SQt for August 25 for consideration of the request of Mr. and Mrs. Hallowell to move their home.Motion carried. JR.CHAMBER OF COMMERCE -REQUEST TO PAINT HOUSE NUMBERS ON CURB .<^|Letter was read from Raymond c.Bowden of the Junior Chamber of Commerce,requesting authorization to present to the homeowners of Moses Lake a Curb Painting Service.They plan to paint house numbers on the curb in 2 inch white letters at the cost of $1.00 per house. Mr.Bowden and Mr.Foy were present at,the meeting.Mr.Foy Explained that the proceeds of the project would go into their Youth Fund, to be used for baseball,scholarship fund, and the under-privileged children's Christmas shopping tour. They plan to apply the paint with a brush, working it into the cement, and do not believe that the street sweeper will do much damage to it. Motion by Holm,seconded by Hardin,that the JC's request be granted.Motion carried. BASIN MOTEL ASSOCIATION -PETITION RE:WATER AND SEWER RATES )&$Petition from the Basin Motel Association requesting action on the rate scale was read. /• Mayor Stadshaug said that Council would merely accept the petition, as the water rate analysis is on the agenda. RESOLUTION NO.3 34 -ACCEPTING DEED FOR NELSON ROAD RIGHT-OF-WAY - MORRISON AND SCHROEDER )Resolution No.334,accepting the convey ance of real estate to the City of Moses Lake,Washington was read.*i Mayor Stadshaug explained that this was for additional right-of- way needed at the intersection of Nelson Road and Highway 17. Motion by Hardin,seconded by Eng,that Resolution No. 334 be adopted.Motion carried. RESOLUTION NO.333 -ACCEPTING DEED FOR NELSON ROAD RIGHT-OF-WAY - ERIC PETERSON VO Motion by Hardin,seconded by Ebbert,that Resolution No.333 accepting the conveyance of real estate to the city of Moses Lake, Washington,be adopted.Motion carried. AUGUST 11,1964 92 2 LIBRARY FURNITURE -REQUEST TO CALL BIDS //S~7 Mr.Vernier explained that the bid form was being set up on a very flexible basis so that no one would be excluded,and that evaluation of the bids would be quite complex. Motion by McDonald,seconded by Holm, that the architect be authorized to call for bids as prescribed in the blue print. Motion carried. WATER AMD SEWER RATE ANALYSIS /£03 Letter was read from City Manager,Chester L.Waggener,presenting a proposed water and sewer rate structure and proposed water meter connection charges. Mr.Waggener explained in detail the new rate structure,comparing it with the present rate structure. Council expressed concern over Item #4 under Sewer Rates,Air Conditioners,and requested additional information concerning the cost of re-circulation units. Motion by McDonald,seconded by Hardin,that the city Manager be authorized to present an ordinance for consideration at the next council meeting.Motion carried. Meeting adjourned at 9:50 P.M.
