COUNCIL MEETING
REGULAR SESSION -8:00 P.M. -CITY HALL August 25,1964
The City Council met in regular session with the meeting called to order
by the City Clerk.Motion by McDonald,seconded by Hardin,that Mr.Gordon
Ebbert be appointed Mayor Pro-tern.Motion carried.
Councilmen present were Monte Holm,Jack Eng,Gordon Ebbert,Forrest
Hardin and K.H.McDonald.
Minutes of the last Council meeting of August 11,1964 were approved by
the Council as written.
BILLS Were audited by the Council.Motion by McDonald,seconded by Eng,
that the bills be approved and warrants drawn.Motion carried.

recommending acceptance of contract for repainting of Recreation
Building.The work has.been satisfactorily completed by George
Eberting.

Motion by Hardin,seconded by Holm,that the work be accepted,
and that the special bill be approved and warrant drawn.Motion

REQUEST TO MOVE BUILDING -PUBLIC HEARING
Letter was read from Paul Hallowell,requesting authorization to
move their home from 1603 Pheasant Dr.to 3700 W.Lakeshore•Dr.
Also read was a letter from Buiidina and Planning Director,James
W. Wright, stating that the buildinn complies with the Buildino
Codes of the City,and will not be in conflict with zoning or sub
division laws when relocated at the Lakeshore Drive address.
Motion by Holm,seconded by McDonald,that the public hearing be
closed, and that permission be granted to move the building.Motion
carried.
CONSIDERATION OF BIDS -WELL NO.9 EQUIPMENT
y>Letter was read from Public Works Director,J.Garth Anderson,
recommendinn that the bids for pumphouse,pump,wiring and piping,
for Well #9,opened August 21,1964 at 10:00 a.m.,be"awarded as

Mr.Anderson's letter also recommended that Western Pump Co.of
San Jose,California be allowed to withdraw th^ir proposal,as
there was an obvious error made in their overall pump efficiency.
A letter was received from Western Pump requesting that they be
allowed to withdraw their bid due to this error.

Motion by McDonald,seconded by Hardin,that the bids be accented
as recommended by the Public Works Director,and that Western Pump
be allowed to withdraw their proposal.Motion carried.
INSURANCE RECOMMENDATIONS -BOND AMOUNTS,ACCOUNTS RECEIVABLE
Letter was read from City Manager,-Chester L.sner,presenting
a proposal from Roaers and Norman todecreas^the Treasurer's
statutory bond to a limit of $30,000,increase the City Manager and
Finance Director to a limit of $30,000 on the b1anket position bond,
and to increase the limit on the blanket position bond to $10,000.
The net annual additional premium for this coverage is $111.00.
Mr.Waggener also recommended that the current coverage on accounts
receivable insurance be considered adequate.
Mr.Waggener said that he considered the $30,000 statutory bond
adequate,as there are very oood internal controls.
Motion by Holm,seconded by McDonald,that the bond proposal be
accepted,and accounts receivable coverage remain the same, as
recommended by the City Manager.Motion carried.
LIFE INSURANCE PROPOSAL
Letter was read from City Manager,Chester L„Waggener,suggesting
that the Life Insurance program for City employees be placed in
effect immediately,if the council is favorably inclined toward the
proposal oresented by Roaers and Norman.
Mr.Waggener explained that if Council decided to place the insurance
in effect immediately,Mr.Norman would place an immediate binder
covering all city employees.He would then come in and enroll the
city employees who wish to participate.The first payment would
be made October 1, so coverage for one month would be provided at
no cost. The ratio of interested city employees is very high.

ORDINANCE -WATER AND SEWER RATES -1ST READING

An ordinance relating to the municipal water system of the city of
Moses Lake,Washington,regulating the use of water therefrom/
providing for the sale of the same,fixing the price thereof,
providing a method of collecting charges therefor, and fixing the
method of collecting for the use of facilities and furnishing of
service by the sewer system and sewerage disposal plant of the City
of Moses Lake,and providing penalties for the violation thereof
and repealing Ordinances 32, 179,402 and all other ordinances or
parts of ordinances in conflict herewith,was presented.
Mr.Waggener explained that the last few paragraphs have been re
written to include some of the previous ordinances,and item #4,
page 3 has been re-written.Mr.Waggener also suggested that either
#4 or #5,page 3,be amended to include a waiver of sewer charge
for air conditioners discharged into a dry well or storm sewer.
It was also suggested that #4, page 3,be re-written to clearly
define major remodeling.
Motion by McDonald, seconded by Hardin, that the first reading of
the ordinance be accepted,with the amendments included as discussed

ORDINANCE -WATER AND SEWER CONNECTION RATES -1ST READING
An ordinance relating to the municipal water and sewer system of the
City of Moses Lake,Washington,providing for connection charges
thereto and repealing all of ordinances 193, 213 and all ordinances
or parts of ordinances in conflict herewith,was presented.
Motion by McDonald,seconded by Holm,that the first reading of the
ordinance be accepted.Motion carried.
ORDINANCE -MUSEUM COMMISSION -1ST READING
<Jr An ordinance creating a museum commission for the Cjty of Moses Lake,
Washington,defining terms of office,duties and powers,was
presented.
Mr.McDonald suggested the addition of the word advisory in the
title and first section of the ordinance to make it comparable to
the other ordinances creating the park advisory board and others.
Mr.Kennison,representing the museum board,objected to the addition
of the word advisory,statinn that if that change is made,other
changes would be required.He said that the proposed ordinance is
a composite of several previous ordinances proposed,and that all
they were asking is equal status with the park,airport and various
other commissions.
Motion by Hardin,seconded by Eng,that the first reading of the
ordinance be accepted as written.Motion carried.
PROPOSED 1965 BUDGET
The proposed 1965 budget was presented to the Council,and a study
session was set for Thursday,August 27, at 7:00 P.M.
LEGISLATIVE DISTRICT MEETING

\^°Mr. Waggener informed the ^ouncil that the meeting for District No.
13 would be held at George,September 18 at 7:00 P.M.,and suggested
it can be decided at the next Council meetina who will be attending
the meeting.He said that these meetings are very important t City
Government,as State Legislature has control of their very existence,

Mr„Weisenstein of the Columbia Basin He-aid suggested to Council that////
some action be taken to reduce the speed limit on Highway 17 near Nelson
Road because of the schools in that area.
Mr.Wag-ener stated that that would be completely within the State Highway
Department's jurisdiction, and he thought they would be reluctant to
reduce speed on a limited access that is intended for through traffic-
