1964 09 08927 COUNCIL MEETING REGULAR SESSION -8:00 P.M. -CITY HALL September 8,1964 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Other Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K. H.McDonald. JR.CHAMBER OF COMMERCE RE:HOUSE NUMBERS ON CURB Mr. Raymond BQwden brought a sample to show Council how the house numbers would look. He explained that the paint used would be a fast drying type that shows up very effectively.The JC's will be divided into four teams of 11 men each,and each team will spend approximately 2 weeks in a district.The kick off date is Sept. 15. LIBRARY -DESIGN FOR ENTRANCE PLAQUE i|3 Mr.Harvey Vernier presented a rough draft of the proposed plaque for Council approval. On theproposed plaque are names of the Councilmen,City Manager,Library Board,Librarian,Architect and General Contractor.He explained that the plaque was part of the bid,but the specs only called for size of plaque and approximate number of characters. v. LIBRARY FURNISHINGS -REPORT /A Mr.Vernier explained that bids for library furniture and equipment were opened on September 3,1964.The bid was a very complex one, and some preliminary analysis has been done,but Mr.Vernier will not be ready to make a recommendation before the next meeting. v—i ,Mr.Vernier requested Council approval to call for bids for some items that were not included in the original call,and to recall some items on which bids were received,but the amounts of the bid ,'.or the type equipment bid were not satisfactory. -i Motion by Hardin,seconded by Ebbert,that the architect be authorized to call for bids and to recall some bids as requested. Motion carried. CORRESPONDENCE RE:MOVING HOMES FROM LAKEVIEW TERRACE AREA (^_ Letter was read from James W.Pritchard,County Supervisor of the Dept. of Agriculture,Farmers Home Administration.Mr.Pritchard stated that inquires had been received from farmers and other rural residents concerning the houses that the Federal Housing Authority is selling at the present time.It may be that some of these houses will be sold off the lots,particularly those located in the Terrace Drive area.In the event that they decide to do this,they will wish to have the consent of the ^-ity in writing. Also read was a letter from Mr.W. M.Bostwick,Director of the Federal Housing Administration in Spokane,stating that permission had been obtained from their Washington office to sell individual houses to persons in outlying areas with the idea that this housing would be moved to these sites.j j Mr.Stadshaug explained that the Planning Commission had studied this item. Mr.Waggener said the Planning Commission was concerned with the condition of the lots after the removal of the building,that trees and shrubs be left as much as possible,that watering be continued so that they don*t become an eyesore to the rest of the community, and that buildings be removed from an entire block so that something else could be done with the property. Motion by McDonald,seconded by Eng,that the following items,as listed by the City Manager and uilding and Planning Director,be included as recommendations to the Federal Housing Administration. 1.City and County moving permits required. 2.Remove all homes from one block before proceeding to another. 3.Completely remove foundation materials,floor slabs and miscellaneous building materials from site. 4.Disconnect utilities below grade and cap. i i 5.'Grade site and fill as necessary to avoid unattractive appearance. 6.Maintain trees and shrubs -keep weeds cut. 7.'Mover to provide performance bond to insure cleanup of site. Motion carried. 929 SEPTEMBER 8, 1964 ORDINANCE NO.513 -WATER AND SEWER RATES -2ND READING Ordinance No. 513,relating to the municipal water system of the City of Moses Lake,Washington,regulating the use of water therefrom, providing for the sale of the same,fixing theprice thereof, providing a method of collecting charges therefor,and fixing the method of collecting for the use of facilities and furnishing of services by the sewer system and sewerage disposal plant of the City of Moses Lake,and providing penalties for the violation thereof and repealing ordinances 32,179,402 and all other ordinances or parts of ordinances in conflict herewith,was read by title only. Mr.Waggener explained that sub paragraph 4 under section 3, and sub paragraph 5 under section 3 had been changed as requested. Motion by Eng,seconded by Hardin,that the second reading of Ordinance No. 513 be accepted,and the ordinance adopted.Motion carried. ORDINANCE NO.514 -WATER AND SEWER CONNECTION RATES -2ND READING Ordinance No.514,relating to the municipal water and sewer system of the City of Moses Lake,Washington,providing for connection charges thereto and repealing all of Ordinances 193,213 and all ordinances or parts of ordinances in conflict herewith,was read by title only. Motion by Holm,seconded by McDonald,that the second reading of Ordinance No. 514 be accepted, and the ordinance adopted.Motion carried. ORDINANCE NO.515 -MUSEUM COMMISSION -2ND READING iQ?S Ordinance No.515 creating a museum commission for the City of Moses Lake,Washington,defining terms of office,duties and powers was . read by title only.N Motion by McDonald, seconded by Eng, that the 2nd reading of Ordinance No. 515 be accepted,and the ordinance adopted.Motion carried.* ORDINANCE NO.516 -TEMPORARY SPEED REDUCTION -WEST BROADWAY -EMERGE-NCY \0»Ordinance No.516 fixing the maximum speed on a portion of SSH 7-E (SR 171)within the City of Moses Lake until the completion'of road way improvements,and declaring an emergency,was read by title only, Motion by Hardin,seconded by McDonald,that Ordinance No. 516 be, accepted on the first reading and the ordinance adopted.Motion ' carried. LEGISLATIVE DISTRICT MEETING -SEPTEMBER 18TH /D°Mayor Stadshaug reminded Councilmen of the Legislative District Meeting on September 18,1964,at George.It was determined that Mr.Ebbert,Mr.Holm,and Mr.Waggener would be attending.the meeting.Mr.Calbom was invited to attend,but he wasunable to say what his schedule was for the 18th.
