1964 10 05933 COUNCIL MEETING REGULAR SESSION -8:00 P.M.-CITY HALL October 5,1964 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Other Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng and K. H.McDonald.Forrest Hardin was absent. Minutes of the last regular Council meeting of September 22,1964 were approved by the Council,as written. BILLS were audited by the Council.Motion by McDonald,seconded by Holm,that the bills be approved and warrants drawn.Motion carried. CURRENT EXPENSE -Total Amount Paid $1,864.78 EQUIPMENT RENTAL -Total Amount Paid 224.57 LIBRARY -Total Amount Paid 297.04 PARK &RECREATION -Total Amount Paid 1,141.51 STREET -Total Amount Paid 15,232.18 WATER &SEWER -Total Amount Paid 3,756.74 SANITATION -Total Amount Paid 5,261.70 TOTAL $27,778.52 SPECIAL BILLS The following special bills were read: Park and Recreation George R.Eberting -15%retainage on Contract to 228.10 repaint the Recreation Bldg. at McCosh Park.Plus extra work to paint small shed._ Also read was a letter from J.Garth Anderson,recommending release of the 15%retainage and the extra work.The 30-day lien period has elapsed on the contract for re-painting the McCosh Park Recreation Building and no liens have been filed against it.The extra work in the amount of $20.00 was authorized by the Public Works Director to provide for the painting of a small shed behind the Recreation Building which was not contemplated when the contract was let. Motion by McDonald,seconded by Holm,that the bill be approved and warrant drawn.Motion carried. GOB #9 Const. OCTOBER 5,1964 934 CONSIDERATION OF BIDS -STREET SWEEPER _ :70/7 Letter was read from City Manager,Chester L.Waggener,recommending acceptance of the bid of Sahlberg Equipment,Inc.for the Street Sweeper with Snow Plow &Attachment,in the total amount of $14,205.52. Mr.Waggener explained that the price was very close to the estimates on the proposed 1965 budget.The sweeper will be delivered by December 15,1964,and payment will be made from the 1965 budget. Motion by McDonald,seconded by Skaug,that the bid of Sahlberg Equipment,Inc. in the amount of $14,205.52 be accepted.Motion carried. CONSIDERATION OF BIDS -LIBRARY FURNISHINGS __ A tabulation of the bids for Furnishings and Equipment for the Moses Lake Library,recommended for acceptance by the Library Board,was presented to Council in a letter from Mr.Harvey Vernier. Mr.Vernier stated that there would still be 8 or 10 thousand dollars left,and that it will take that much to finish the job. Motion by McDonald,seconded by Eng,that the bids,as recommended by the Library Board,be accepted.Motion carried. PUBLIC HEARING -1965 BUDGET -ADOPTING ORDINANCE NO.517 Public Hearing regarding the 1965 budget was opened by Mayor Stadshaug. Mr.Waggener told Council that very few copies of the budget were picked up by the citizens.30 to 35 copies were mailed out,with the invitation to contact any Councilman or any of the administra tive staff regarding it. Mr.Waggener stated that the budget is up appreciably because of the monies that had to be transferred through the Arterial Street Fund,but the total operating section of the budget as pertains to general government has actually decreased about $4,600.00. Mayor Stadshaug expressed the Council's appreciation to Mr. Waggener for the work and time which he has put in on the budget. Mr.Waggener explained that he was receiving more assistance on the budget from the Finance Department,but that the real credit should go to the department heads for the realistic budgets which they are submitting. There were no questions or comments from the audience,and Mayor Stadshaug closed the public hearing. Motion by Holm, seconded by McDonald, that the budget be accepted as submitted. Ordinance No.517,adopting the budget for the City of Moses Lake, Washington, for the year of 1965 and levying taxes, for municipal purposes,according to the assessed valuation as determined in the year 1964, was read by title only. Motion by Holm,seconded by McDonald,that Ordinance No. 517 be adopted.Motion carried. 935 OCTOBER 5,1964 REQUEST FOR ORDINANCE AMENDMENT -JOHN R.LEWIS Letter was read from John R.Lewis,requesting amendment of the ordinance to allow a paint shop to operate in the former Bud Walters Tire Service building,which is located between Third and Fourth Avenue on Cedar Street. Also read was a letter from City Manager,Chester L.Waggener, suggesting that the proposed amendment to the zoning ordinance be referred to the Planning commission for consideration at their next regular meeting of October 8,1964,as an amendment to the zoning ordinance requires consideration by the Planning Commission,with — their recommendation to the City Council. Mayor Stadshaug recommended that the proposed amendment be submitted to the Planning Commission and that they be authorized to set their own Public Hearing,as they will have two regular meetings before the City Council meets again. Motion by Ebbert,seconded by Eng,that the request for amendment to the zoning ordinance be referred to the Planning Commission,with authorization to set the Public Hearing.Motion carried. CORRESPONDENCE -ASSOCIATION OF WASHINGTON CITIES SUGGESTED RESOLUTION \q0^Letter was presented from Mr.Gerhardt C.Graep,President of the Association of Washington Cities,requesting that a resolution opposing the efforts of Federal Government Agencies in attempting to open municipal watersheds for unrestricted access and recreation development,be adopted by the City Council. Motion by Skaug,seconded by Holm,that the letter from the Association of Washington cities be noted, and that the Council ' study the item further.Motion carried. LIBRARY -REQUEST FOR STATE FUNDS ,j^Letter was read from City Manager,Chester L.Waggener,submitting the Library Board recommendation that the City of Moses.Lake make application through the State Librarian's office for matching funds for library construction in the amount of $7,500. The North'Central Regional Library has provided $2,500 to match a portion of the funds requested,and the additional $5,000 will need to be appropriated by the City of Moses Lake from General Obligation Bond funds. Mrs.Kennedy explained that there are no strings attached to the money. It will be used to provide things that had to be cut out because there was not enough money, and will give us a more efficient, more beautiful and more comfortable library. Motion by Ebbert,seconded by Eng,that the City Manager be authorized to apply for matching funds.Motion carried with Mr.Skaug voting no RESOLUTIONS -ACCEPTING DEEDS FOR MARINA DRIVE RIGHT-OF-WAY loHO Mr.Waggener explained that all deeds have been signed except that of Harold and Miriam Mast, and there has §een a question on the description on their deed.Mr.Waggener requested that the Resolu tions accepting the deeds be adopted,with the provision that there will be a change in the Mast deed. Motion by McDonald,seconded by Holm,accepting the deed of Harold and Miriam Mast,and adopting Resolution No.337.Motion carried. Motion by Skaug,seconded by McDonald,accepting the deed of Basin Produce,and adopting Resolution Np.338.Motion carried.
