COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-CITY HALL October 27,1964
The City Council met in regular session with the meeting called to
order by Mayor Stadshaug.Other Councilmen present were:Gordon
Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K. H.
McDonald.
Minutes of the last regular Council meeting of October 5,1964 were
approved by the Council,as written.
BILLS were audited by the Council.Motion by Hardin,seconded by Eng,
that the bills be approved and warrants drawn.Motion carried.

EQUIPMENT RENTAL -Total Amount Paid 440.02
LIBRARY -Total Amount Paid 215.35

INSURANCE CLAIM -PFTE AND CONNIE _ROYBAL

Letter was read from City Manager,Chester L.Waggener,presenting
an insurance claim,which has been forwarded to the insurance
agency for processing.
Motion by Skaug,seconded by McDonald,that Council note receipt
of the claim.Motion carried.
LIBRARY -ROOM DIVIDER
Mr.Russell Stark,representing the Library Board,told Council
that the original bid included a room divider,dividing the
children's part of the library from the main part.The architect
suggested that that part be deleted from the contract,and the
room divider be replaced by some decorative divider.The Board
has reviewed the ideas presented,and recommends that the divider
designed by Mr.Graham,of Wenatchee,be purchased.This divider
is primarily of walnut,with Indian symbols included in the design,
and has a decorative as well as utility purpose.
Mr.Graham showed Council a sketch of the proposed divider,and a
sample of the hand-carved walnut board and molten glass which
would be used.
Motion by Holm,seconded by Ebbert,that the recommendation of the
Library Board be accepted,and the divider purchased.
Motion by Skaug,seconded by Eng,that the item be tabled for
further study.Motion denied,with Mr.Ebbert,Mr.Holm,Mr.
Hardin and Mr.McDonald voting no.
Mrs.Kennedy reported that completion date for the library is the
middle of January, with delivery date for the furniture the 29th
of December.
Mayor Stadshaug said that he felt that requests must come through
the Library Board,and when recommendations are received,they
should be given consideration.
Mr.Holm's motion carried,with Mr.Skaug and Mr.Eng voting no.

JR.CHAMBER OF COMMERCE -OFFER TO MOVE BOOKS TO NEW LIBRARY
The Moses Lake JC's presented to Council a collection of 5 framed
Freedom Documents,including the Declaration of Independence,
Bill of Rights,Lincoln's Gettysburg Address,Emancipation
Proclamation and Kennedy's Inaugural Address.
Mayor Stadshaug accepted the documents for the Council.
Mr.Foy offered the entire JC membership to move the books from
the old library to the new.The offer was accepted by C<
and by Mr.Stark,representing the Library Board.Mayor
Stadshaug thanked the JC's for their spirit of Cooperation,
and suggested that other citizens might also participate.

RESOLUTION NO.344 -ACCEPTING DEDICATION OF STREET RIGHT-OF-WAY
Interoffice Memo was read from Public Works Director,presenting
Quit Claim Deed from Eric Peterson for a portion of "B"street
adjacent to West Broadway.This deed has been obtained in order
to locate the intersection during the current highway construction,
and is ready for Council acceptance.
.Mr.Waggener explained that Mr.Peterson will not be relieved of
the responsibility to improve the street.The bonding requirement
can be invoked and completion of street required at the time of
platting.
Motion by McDonald,seconded by Hardin,that Resolution No.344 be
accepted.Motion carried.

RESOLUTION NO.341 -RE:WATERSHED PROTECTION

q'j Motion by McDonald,seconded by Horn,that the discussion regarding
the watershed be taken from the table.Motion carried.
Mr.Waggener explained that it has often been said that the prime
land for recreational purposes is the land that is being held as
watersheds,and with all the needs for recreational facilities,
this land is sorely needed.
Although this doesn't directly effect Moses Lake,it does effect
some of the cities on the coast,aswell as Walla Walla.The •>
Association of Washington Cities has gone on record as opposing^
this,and has requested the cities to also qo on record,as opposing
it.'s
Motion by McDonald,seconded by Skaug,that Resolution No.341t
opposing the efforts of Federal Government agencies in attempting
to open municipal watersheds for unrestricted access and recreational
development without regard to the economic requirements of the area
and contrary to the recommendations of local interests and Public
Health Authorities,be adopted.Motion carried.
RESOLUTION NO.342 -MARKET STREET LID
r\fi-Resolution No.342 of the City Council of the City of Moses Lake,
P Washington,declaring its intention to improve Market Street fr6m
a point 258 feet west of the centerline of Grape Drive to Paxson
Drive by grading,graveling,constructing and installing storm ^_
drainage,curbs,sidewalks and asphalt concrete pavement;and to
create a local improvement district to assess the cost and ex-
Dense of said improvements against the properties in such district
specially benefited thereby;and notifyino all persons who may
desire to object to said improvements to appear and present their
objections at a meeting of the City Council to be held on November
24,1964,was read by title only.
Mr.Waggener explained to the Council that the petition for improve
ment had been presented several months ago,but the resolution was
withheld because ve thought that other streets might petition for
improvement.The people are getting concerned and want to get
the local improvement district started.This will not preclude
combining this project with other projects in the spring.

RESOLUTION NO.342 -MARKET STREET LID (Continued)
The total estimated cost of the project is about $31,500,with
cost to the City about $6,500 to $7,000.
Motion by Hardin,seconded by McDonald,that Resolution No. 342
be adopted.Motion carried.
STREET SANDING EQUIPMENT •*•REQUEST TO PURCHASE

Letter was read from City Manager,Chester L.Waggener,requesting
authorization to purchase a Baughman K5 -SCH Hydraulic Street
Sander from Road Equipment Company of Spokane,for the total price
of $1,800.00 including installation and sales tax.Budget code
20.3.10 of the 1965 budget provides $1800.00 for the purchase of
this equipment.
Motion by Holm,seconded by Hardin,authorizing purchase of the
street sanding equipment,as recommended by the City Manager.
Motion carried.
SEWERAGE TREATMENT PLANT EXPANSION -FEDERAL AID APPLICATION M
Resolution No. 343,authorizing application for Federal Grant for
expansion of Sewerage Treatment Works,was read.
Mr.Waggener stated that we are in the process of working on a
contract with Pronto Foods,and they will connect to our sewer
system even if the Federal Grant is not received.
N Motion by Holm,seconded by McDonald,that Resolution No. 343,
authorizing the application for Federal Grant,be adopted.Motion
carried.
CIVIL SERVICE COMMISSION APPOINTMENT
'Mr.Waggener explained that there has been an ackward situation
on the Civil Service Commission,as one of the Councilmen,Mr.
Eng,was also serving on the Commission.Mr.^ng has contined to
serve,as they did not want too rapid a turn over on the Commission
and there have been two new members,but Mr.Eng has now asked
that he be replaced.
Mayor Stadshaug requested approval of the appointment of Mr.LaVon
Palmer to the Civil Service Commission.
Motion by McDonald,seconded by Eng,that the appointment of
Mr.LaVon Palmer to the Civil Service Commission be approved.
Motion carried.

Amendment to Council Meeting -October 27, 1964
RESOLUTION NO.340 -COMMENDING GARTH ANDERSON
Resolution No. 340,expressing Council appreciation*and
gratitude to J.Garth Anderson for his competence and for
his unselfish devotion to his responsibilities as Public
Works Director,was passed by the City Council and approved
by the mayor the 20th day of October,1964.
