1964 12 22951 COUNCIL MEETING REGULAR SESSION -8:00 P.M.-CITY HALL December 22,1964 The City Council met in regular session with the meeting called to order by the City Clerk.Motion by McDonald,seconded by Holm,that-' Mr.Skaug be elected Mayor Pro-tern.Motion carried. Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K.,H.McDonald.Mayor Stadshaug was absent. Minutes of the last regular Council meeting of December 8,1964 were, approved by the Council as written. BILLS were audited by the Council.Motion by Hardin,seconded by McDonald,that the bills be approved and warrants drawn.Motion carried. PUBLIC HEARING )°*Letter was read from City Manager,Chester L.Waggener,stating . that the statutory public hearing for amendments to zoning ordinance were not conducted prior to adoption of the ordinance requiring thp 25 foot building set back along Stratford Road,nor has a public hearing been set for consideration of that ordinance for a 25 foot building set back along West Broadway.Mr.Waggener suggested that"- a public hearing be set for consideration of these items at the next regular meeting of January 12,1965.This would be the second reading for each ordinance,and the ordinances could he passed at that meeting if Council should so desire. Motion by Ebbert,seconded by Eng,that public hearings be set for January 12, 1965 on amendments to the zoning ordinance requiring 25 foot setbacks on Stratford Road and West Broadway.Motion carried. REFERRAL FROM PLANNING COMMISSION -AMENDMENT TO ZONING ORDINANCE REGARDING FLAMMABLE LIQUID STORAGE >_ First three paragraphs of letter from Building and Planning \0 Director,Merle W.Hoeft,were read.Mr.Hoeft presented a Planning Commission recommendation to revise the Zoning Ordinance to permit storage of flammable liquids (above ground)for greater gallonage capacities than now presently allowed in the "m-1" light industry and "M-2"heavy industry zoning classifications. The Zoning Ordinance presently limits storage to 10,000 gallons, with 30,000 gallons permitted with special permission of the Planning Commission#Suburban Gas has requested permission for storage of 40,000 gallons. Chief Jensen stated that as long as the installations are put in. according to standard they would be all right, and they would have to be before the permit would be issued. Motion by Hardin,seconded by McDonald,authorizing the drafting of an ordinance in conformance with the Planning Commission recommendations for amendment to the Zoning Ordinance regarding the storage of flammable liquids.Motion carried. DECEMBER 22,1964 952 SOUTH GRANT COUNTY INSURANCE ASSOCIATION INSURANCE QUOTATION //OJ/ Mr.Skaug explained that a study session regarding the South Grant uounty Insurance proposal was held last week, and it was the consensus of Council that the firm of Rogers and Norman be i retained. Motion by McDonald,seconded by Hardin,that the insurance program '.'of the City be placed with the firm of Rogers and Norman.Motion •,'carried. RESOLUTION NO.347 -TRANSFER OF FUNDS -CURRENT EXPENSE_/0/(D Resolution No. 347 was read,transferring $63.00 within the Current Expense Fund from Budget Item 14.2.1 Hospital Insurance, to Budget Item 14.1.5 Firemen,Salaries. Motion by Hardin,seconded by Eng,that Resolution No.347 be adopted.Motion carried. RESOLUTION NO.348 -AMENDMENTS TO WAGE AND SALARY PLAN__- Resolution of the City of Moses Lake,amending the basic compen sation plan for employment in the municipal service of the City of Moses Lake,Was presented. Mr. Waggener explained the proposed compensation plan, based on the classification and salary plans prepared by Mr.Roscoe Day of Griffenhagen and Kroeger.Mr.Waggener requested that a Step C of $488 be added to the Fireman position,that an Equipment Service Man at Rate 18 be added,with entry at 405,and steps of 425 and 445.He also requested that the words one year in line r '3 of section 3 be changed to each year.Mr.Wag.ener further explained that existing compensation plan is rather lengthy,and all other parts of it remain the same. Motion by Holm,seconded by Ebbert,that Resolution No. 348 ,j amending the basic compensation plan and including the changes requested by the City Manager,be adopted.Motion carried. RESOLUTION NO.349 -RETIREMENT MATCHING FUNDS Resolution No. 349,relating to contributions to the Statewide City Employees Retirement System and making an election as to the basis of the City's contributions was read.By this resolution,to take effect January 1,1965,the City elects to contribute amounts estimated actuarially necessary to match at retirement the accumulated normal requirements of those of its members who will ultimately retire for service or disability. Motion by McDonald,seconded by Hardin,that Resolution No. 349 v'be adopted.Motion carried. LIBRARY -DRAPERY BIDS 7LetterwasreadfromCityManager,Chester L.Waggener,presenting the Library Board recommendation that the low bid of Rogers, Studio,Ephrata,Washington,in the amount of $1,365.38 for Library Draperies,be accepted.Other bids received were J. D. Penney Company in the amount of $2,740.90, and Blount Products in the amount of $2,154.00. Also read was a letter from Mr.Harvey Vernier,concurring in the recommendation of the Library Board that the low bid of Roger»s Studio be accepted. Motion by Ebbert,seconded by Holm,that the low bid of Roger*s Studio,for furnishing draperies for the Moses Lake Library as recommended by the Library Board,be accepted.Motion carried. 953 DECEMBER 22,1964 iO Motion by Mr.Holm,seconded by Mr.Hardin,that c0uncil co.nmend the street department for their work during the bad weather of the past week.Motion carried unanimously.
