COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-CITY HALL March 23,1965
The City Council met in regular session with the meeting called to
order by Mayor Stadshaug.Other Councilmen present were:Gordon
Ebbert,Monte Holm,Otto Skaug and Jack Eng.Forrest Hardin and K. H.
McDonald were absent.
Minutes of the last regular Council meeting of March 9, 1965 were
approved by the Council as written.
BILLS were audited by the Council.Motion by Holm,seconded by
Skaug, that the bills be approved and warrants drawn.Motion
carried.

CONSIDERATION OF BIDS -BONDS FOR FIRE TRUCK -GOB #10

rate of 3.9933%.Certified check in the amount of $2010.00

National Bank of Commerce,with an effective interest rate of
3.9933%,be accepted.Motion carried.
CONSIDERATION OF BIDS -PROTECTIVE COATINGS,WATER TANKS
p a\Letter was read from Pat Nevins,Public Works Director,
P j\recommending that a contract be awarded to Northwest
Protective Coatings,Inc.for the exterior and interior
repainting of two steel water storage tanks.The bid of
Northwest Protective Coatings,Inc. in the amount of $19,749.60
was $1,891.80 below the Engineer's estimate.Other bids
received were:»

John Steenmeyer Co.,Inc.-$20,176.00
Robinson &Robinson -$28,340.00
United States Tank &Construction Company also submitted a bid
which was approximately 20 minutes late.This bid was dis
qualified and returned unopened.
Motion by Holm,seconded by Skaug,that the low bid of Northwest
Protective Coatings,Inc.,be accepted,as recommended by the
Public Works Director.Motion carried.
CERTIFICATE OF COMPETENCY -CAL HARDEN
,/]Letter was read from Mr. R.Jerry Bollen Executive Secretary —
of the Washington State Water Works Certification Committee.
Mr.Bollen enclosed a Certificate of Competency awarded to
Mr.John Harden for meeting the qualifications and passing
the examination for Water Works Manager Class III.
Mayor Stadshaug presented the Certificate to Mr.Harden,and
congratulated him for his achievement.

A.J.BREITMEIER -PETITION
Letter was read from Chester L.Waggener,City Manager,suggesting
an informal study session between the property owners in the area
concerned,the City Council and the City staff to try to resolve
some of the areas problems through understanding of the others
problems and limitations.
Also read was a letter from John E.Calbom,City Attorney,^
recommending that Council not take any action on the petition
presented at the last meeting,as the petition,in Mr.Calbom's
opinion,does not comply with the statutory requirements.
Mayor Stadshaug said it was his feeling that Council should^
merely note receipt of the petition as recommended by the City
Attorney.Mayor Stadshaug suggested that all the people in the
area included in the petition be invited by letter to an informal
study session.
It was decided that the informal study session would be held
March 30,1965 at 8:00 p.m.Mayor Stadshaug asked Mr.Breitmeier
to personally advise as many of the people as possible,and
letters would also be sent inviting the people to attend.
MOSES LAKE SKYDIVER'S CLUB -REQUEST TO USE AIRPORT /J)oO?
Letter was read from Mr. M. L Bertram requesting permission
from the City Council to utilize the City Airport for the purpose
of a skydiving and parachuting contest for approximately 100
contestants on April 10 and 11,1965.This is a non-profit
venture for any individual. Food and parking will be handled by
the Kiwanis Club. Each sky diver carries his own insurance and
the meet has been cleared with the FAA in Spokane and the
Manager of the Moses Lake Airport.
Motion by Ebbert,seconded by Skaug, to grant permission for
the use of the city Airport for the parachuting meet.Motion
carried.
ORDINANCE -AMENDMENT TO ZONING ORDINANCE MIA ZONE -1ST READING———/0%s.y
Letter was read from Building and Planning Director,Merle W.
Hoeft, presenting the Planning Commission recommendation to
Council to approve a zoning classification to regulate locations
for a bulk petroleum business using above ground storage
facilities.
The ordinance amending Ordinance #433 entitled "The Comprehensive
Zoning Ordinance of the City of Moses Lake,Washington"by
establishing an MIA zoning classification,was read by title
only.
Motion by Skaug,seconded by Eng,that the first reading of the
ordinance be accepted.Motion carried.
Motion by Holm,seconded by Skaug,that a public hearingon the
proposed amendment to the zoning ordinance be set for April 13,
1965.Motion carried.
PARK AND RECREATION -REPORT ON ACTIVITIES

Park and Recreation Director,Clemens Brigl,showed slides of
the winter recreation program,to give Council a better idea of
what has been accomplished.
Mr.Brigl handed out copies of the Park and Recreation
Department Annual Report to each Councilman.

LIBRARY -REQUEST FOR TIME EXTENSION ON ORIGINAL CONTRACT
''Letter was read from Harvey Vernier,Architect recommending
)'"that Council waive the $50.00 per day penalty and grant a time
extension to Floyd 0.Swenson,General Contractor for the Moses
Lake Library,as requested by Mr.Swenson in an attached letter.
It is Mr. Vernier's feeling that the reasons given for the delay,
principally the plumber's strike and the unusually cold weather,
are sufficient grounds for granting the time extension and
waiving the penalty,with the understanding that the concrete I
roof coating will be installed as soon as weather permits.
Although the building is now occupied, this roofing is an item
of such importance that the date of substantial completion
should be postponed until this work is done.
Mayor Stadshaug said it was obvious to him that the cold weather
would delay any construction, and the plumbing strike on top of
that would be sufficient to honor the request of the architect.
Motion by Holm,seconded by Skaug,that the timeextension be
granted,and the penalty waived.Motion carried.
LIBRARY -TABULATION OF COSTS
The total Estimated Cost of the Moses Lake Library is
$303,778.24.This includes the total amount under contract
of $283,008.62.
Mr.Waggener commented that there would probably be a request
made at the April 13 meeting to call for bids for demolition
of the old building.He explained that some of the other items
estimated on the cost tabulation were controllable items, such
as paving the back parking lot.
Mayor Stadshaug thanked the organizations and individuals who
helped during the move to the new library.
