1965 04 13980 COUNCIL MEETING REGULAR SESSION -8:00 P.M.-CITY HALL April 13,1965 The City Council met in regular session with the meeting called to order by Mayor Stadshaug. Other Councilmen present were: Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K.H. McDonald. Minutes of the last regular Council meeting of March 23, 1965 were approved by the Council as written. Mayor Stadshaug welcomed Mrs.Brenda Teats and her Civics class to the meeting. BILLS were audited by the Council. Motion by McDonald, seconded by Hardin,that the bills be approved and warrants drawn.Motion carried. LIBRARY -ACCEPTANCE OF "WORK -MECHANICAL CONTRACT Letter was read from Public Works Director,Pat Nevins, recommending acceptance of the work of Leonard Plumbing Company,contractor for the mechanical work on the Moses Lake Library.Mr.Vernier has examined the materials and equipment furnished and the installation performed.He certifies the contract to be complete and acceptable.The 30-day lien period will commence upon acceptance of the work. Motion by Holm,seconded by McDonald,that the work of the mechanical contractor be accepted.Motion carried. " April 13,1965 982 ORDINANCE NO.525 -AMENDMENT TO ZONING ORDINANCE -MIA ZONE The public hearing was opened by Mayor Stadshaug. There were no comments from the audience. Motion by Hardin,seconded by McDonald, that the Public hearing be closed.Motion carried. Ordinance No. 525,amending Ordinance #433 entitled "The Comprehensive Zoning Ordinance of the ^ity of Moses Lake, Washington by establishing an "MIA"zoning classification, was read by title only. Mr.Hardin suggested that the reference to the product should be the same in Sections 180.10 and 180.20. Mr.Hoeft said that flammable liquids was a general term and perhaps the term liquified petroleum products should be used to replace the term flammable liquids. Mr.Waggener suggested that Section 180.10 be amended to read "....for above ground storage of bulk petroleum and liquified petroleum products,and to create a greater flexi bility within the zoning regulations for those industries of large quantities of above ground storage of bulk petroleum and liquified petroleum products." Motion by Ebbert,seconded by Eng, that the second reading be accepted and Ordinance No. 525 be adopted,with the amendment as stated by Mr.Waggener.Motion carried. A.J.BREITMEIER -PETITION Pat Nevin reported on right ofway width on Concord Street,as requested in the informal study session.The first house off Paxson Drive is 33'from the centerline.One other house is 43•from centerline.Other houses would not be critical with a 60•right of way.It was felt that a 50*right of way would be better.This would put the first house 8*back of sidewalk. Graveling could go in the existing area with no problem. Mr.Breitmeier stated that he had talked to different people since the meeting and they were in no better position than they were,and still will go for the seceding. Mr.Waggener pointed out that it will take an election of the entire city to reduce the city limits.Mr.Waggener questioned why people in this area expect more from the city than other people.The city has offered a concession to do more than has ever been done.'^'he city has offered to do the grading if the people will put the gravel on.Less has been done in this area because one property owner, Mr.Breitmeier,has refused to dedicate right of way.One other piece has not been dedicated,but that property owner has indicated that if we had a deed, he would sign it immediately. Mayor Stadshaug said that the petition as offered does not meet the requirements,and Council can only note receipt of it.He emphasized Mr.Waggener1s points, and added that the city has been accused of not providing service in the area, but it is not allowed to do it.Service can be rendered only on streets when they are dedicated and brought up to standard. Motion by Hardin,seconded by Eng,that council note receipt of the petition.Motion carried. April 13,1965 MARKET STREET LID -REQUEST AUTHORIZATION TO CALL BIDS Letter was read from Pat Nevins,Public Works Director,requesting authorization to call for bids for grading,graveling,constructing and installing storm drainage,curbs,sidewalks and asphalt concrete pavement on Market Street from a point 258 feet west of the centerline of Grape Drive to Paxson Drive,as provided in Ordinance No. 519.The proposed time for opening bids would be at 2:00 P.M. on Friday,April 23, 1965.The information would then be presented to Council on April 27, 1965. Motion by Ebbert,seconded by McDonald,that the call for bids be authorized. LIBRARY -DEMOLITION OF OLD BUILDING Letter was read from City Manager, Chester L. Waggener,requesting authorization to obtain informal quotations for demolition and removal of the old library building.A performance bond will be required, and a time limitation established with penalty provisions.Mr.Waggener explained that this will probably be done in two parts. We will probably get quotes to demolish the building down to the concrete,but we will obviously have to pay for removal of the concrete. Motion by Holm,seconded by Skaug,that the city Manager's request to obtain informal quotations be granted.Motion carried. WHEELER ROAD INTERCEPTOR SEWER -INFORMATION REGARDING BID CALL aS Letter was read from City Manager,Chester L.Waggener,advising \0J Council that Stevens and Thompson have issued a call for bids in our behalf,for additions and modifications to Wheeler Road sewage pumping station and interceptor sewers.Plans and — specifications have been approved by the Washington State Department of Health and by the Washington State Pollution Control Commission.Bids will be opened at 2 o'clock p.m. Friday,April 23 and presented to Council for consideration on April 27. Mr.Waggener explained that they had moved ahead with this because of the size of the job and the complexity of it. PUBLIC WORKS DEPARTMENT ORGANIZATION Letter was read from City Manager.Chester L.Waggener,advising Council that administrative responsibility for Equipment Maintenance and for Airport has been assigned directly to the Public Works Department.This will allow utilization of the Public Works cost accountant to formulate an improved record keeping system for the Equipment Maintenance Division,and will otherwise provide closer supervision and correlation of the Equipment Maintenance function.Maintenance of Airport facilities has always been a Public Works function because they have equipment necessary to perform needed tasks. CIVIL SERVICE COMMISSION -APPOINTMENT ~h Letter was read from Mayor Stadshaug requesting confirmation \Q5 'of his re-appointment of Mr.John Vreiling to the Civil Service Commission,his term to expire May 2,1971. Motion by Skaug,seconded by Hardin,confirming re-appointment of Mr.John Vreiling.Motion carried. April 13,1965 984 DONATION TO CITY RECREATION DEPARTMENT Mr.Dave Groff,President of the Nomads Motorcycle Club,/&* presented a check for $150.00 to the Recreation Department. The Nomads have used the McCosh Park recreation building for their meetings,and the City has donated the use of a water truck to help water their track. Mr.Brigl accepted the check for the recreation department, Mayor Stadshaug thanked the NomaLds for their donation. Meeting adjourned at 8:50 P.M.
