1965 04 27985 COUNCIL MEETING REGULAR SESSION -8:00 P.M.-CITY HALL April 27,1965 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Other Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin and K. H. McDonald. Minutes of the last regular Council meeting of April 13,1965 were approved by the Council as written. BILLS were audited by the ^ouncil.Motion by McDonald,seconded by Eng,that the bills be approved and warrants drawn.Motion carried. CURRENT EXPENSE -Total Amount Paid $1,946.47 EQUIPMENT RENTAL -Total Amount Paid 4,767.31 LIBRARY -Total Amount Paid 197.02 PARK &RECREATION -Total Amount Paid 670.34 STREET -Total Amount Paid 1,679.57 WATER &SEWER -Total Amount Paid 2,025.69 SANITATION -Total Amount Paid 52,00 TOTAL -Warrants 8925 thru 9884 ....11,338.40 except 8955 and 8990 SPECIAL BILLS The following special bills were read: GOB #9 Construction Haley's,Inc. -Casters for stools $11.13 Warrant #8955 Don H.Swartz,Inc.-Moses Lake Library $1,758.72 Warrant #8990 Electrical Contract Progress Estimate #E-7 Also read was a letter from Public Works Director,Pat Nevins,recommending acceptance of the work.Harvey Vernier has examined the materials and equipment furnished and the installation performed,finding them to be in accordance with the technical provisionsof the contract documents, and that requirements as to the quality of materials and workmanship have been fulfilled.Mr.Vernier certifies the contract to be complete and acceptable. Motion by Hardin,seconded by Eng,that the bills from GOB #9 Construction be paid.Motion carried. Motion by Hardin,seconded by McDonald,that the work be accepted.Motion carried. CONSIDERATION OF BIDS -INTERCEPTOR SEWERS 10>/Letter was read from Stevens &Thompson,recommending acceptance of the low bid of E.M.Gostovich Construction Company,Sunnyside,Washington,for additions and modifications to the Wheeler Road Sewage Pumping Station and new sanitary interceptor sewers.The total amount of the E. m.Gostovich bid was $68,944.82. Mr.Nevin reported that the other bids received were Marchand Construction Co. -$72,233.52 and Paul Hughes Construction Co. • $84,277.04. The engineer's estimate was $73,000.00 Motion by Holm,seconded by Skaug,that the low bid of E.M.• Gostovich Company be accepted.Motion carried. J April 27, 1965 986 CONSIDERATION OF BIDS -MARKET STREET LID Letter was read from Pat Nevins,Public Works Director,/OS' recommending that a contract be awarded to McAtee and Heathe, Inc.for the improvement of Market Street.Their bid,in the amount of $25,849.25,was the only bid received,and it was $305.75 lower than the engineer's estimate. Motion by Ebbert,seconded by McDonald,that the contract for the improvement of Market Street be awarded to McAtee and Heathe,Inc.Motion carried. RESOLUTION NO.3 59 -ACCEPTANCE OF A FEDERAL GRANT -SEWAGE WORKS /oz*/ Letter was read from Mr.James P.Behlke of the Washington State Pollution Control Commission offering the city a grant of $58,470 to assist in the construction of the expansion of the secondary sewage treatment plant. Also read,by title only,was Resolution No.359,accepting the offer of a Federal Grant for Sewage treatment works from the Department of Health,Education and Welfare,Public Health Service and authorizing the City Manager of the City of Moses Lake to execute said acceptance on behalf of the City of Moses Lake. Motion by McDonald,seconded by Eng,that Resolution No. 359 be adopted.Motion carried. RESOLUTION NO.360 -ACCEPTANCE OF GIFT -MOTORCYCLE CLUB Resolution No.360 accepting a cash gift from the Nomads /O Motorcycle Club to be used for the purchase of indoor game equipment and appropriating the cash gift for that purpose, was read by title only. Motion by Hardin,seconded by Ebbert,that we accept the gift with thanks.Motion carried. Mr.Ebbert recommended that a letter of appreciation be written,and Mr.Waggener reported that this has already been done. It was also suggested that letters of appreciation be sent to those who assisted with the Library move. MAPLES MOTEL -REQUESTED VARIANCE FROM COMMUNITY STANDARDS //^ Letter was read from Mr.Sebastian Etulain requesting permission to pave 75 feet of the Third Avenue extension in front of the Maples Motel. Mr.Etulain explained that he wanted to put in black top,that he would do it at no cost to the city,and that he would relinquish all rights to the improvement. Mr. Nevins showed slides, indicating the problems created by patches of pavement between graveled areas. He also pointed out the difficulty of getting improvements in later,when requests to deviate from community standards were granted. Mr.Nevins explained Mr.Etulain1s problem as it exists at the present time.There is quite a step as you step off the sidewalk The Engineering Department has investigated the situation,and will either put up some type of barricade or a fence to correct the situation.Also,thedriveway is graded from Broadway onto Mr.Etulain's property at quite a steep slope. It was suggested that the engineering department prepare an estimate of the cost of putting in the improvements according to community standards. 987 April 27,1965 MAPLES MOTEL -REQUESTED VARIANCE FROM COMMUNITY STANDARDS (Continued) Motion by Skaug, seconded by Holm, that the Engineering Dept. be instructed to make an estimate for paving according to community standards and come back to the next Council meeting. Motion carried. ASSOCIATION OF WASHINGTON CITIES ANNUAL MEETING -VOTING DELEGATES The Association of Washington Cities Annual Statewide0°*Convention will be held in Tacoma on June 16, 17 and 18. The City is entitled to two votes at the convention, and it will be determined at the next Council meeting who will be able to attend. MELVA ADDITION NO.2 -FINAL PLAT Mr.Hoeft showed Council the linen of the plat,-which is located between the Oasis Motel and the Pancake House.He explained that all provisions of the subdivision have been complied with,and the Planning commission recommends the acceptance of the final plat. Motion by Holm,seconded by McDonald,that the final plat of Melva Addition #2 be accepted.Motion carried. CLAIM -MARYE RUTH WOODS \0t Letter was read from City Manager, Chester L. Waggener, presenting an insurance claim from Marye Ruth Woods, and • suggesting that Council merely note receipt of the claim, as it has been'forwarded to our insurance agency for processing. Motion by Eng,seconded by McDonald,that ^ouncil note receipt of the insurance claim.Motion carried. REQUEST FROM RETAIL TRADES ASSOCIATION -CRAZY DAYS 0 Mr.Ohland of the Retail Trades Association requested that N Council authorize the covering of parking meters during Crazy Days,iVlay 15,1965,as has been done in the past. Motion by Holm,seconded by Skaug,granting the retail trades request to vacate the parking meters.Motion carried. Mayor Stadshaug told Council of favorable comments from Justice ' Matthew Hill who used the new library during the Supreme Court visit to Moses Lake.Justice Hill was very impressed,not only with the library,but with the type of material found in the library. Mayor Stadshaug thanked Bob Weisenstein for his cooperation with the City in the past,and wished him luck on his move to Idaho. pvC/Mr.McDonald told Council that he would be leaving town and moving to Bellevue,Washington,and his resignation would be effective June 1.
