COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-City Hall August 10,1965
The City Council met in regular session with the meeting called to order
by Mayor Stadshaug.Councilmen present were:Monte Holm,Gordon
Ebbert,Otto Skaug,Jack Eng,and Forrest Hardin.Councilman Jones
was absent.
The minutes of the last regular Council meeting of July 27,1965,were
approved by the Council as written.
BILLS were audited by the Council.Motion by Hardin,seconded by Skaug,
that the bills be approved and warrants written.Motion carried.

ORDINANCE NO.534 ESTABLISHING LID NO.21 -SECOND READING
An ordinance ordering the improvement of Stratford Road from
the intersection of Stratford Road and Valley Road to a point
1,371.68 feet north of such intersection by grading,gravelling,
constructing and installing storm drainage,curbs,sidewalks,
and asphalt concrete pavement,all in accordance with Resolution
No.363 of the City of Moses Lake,Washington;establishing
Local Improvement District No.21;providing that payment for
said improvements be made in part by special assessments upon
property in said District payable by the mode of "payment by
bonds";and providing for the issuance and sale of local improve
ment district warrants redeemable in cash and local improvement
district bonds,was read by title only.
A letter from Pat Nevins,Public Works Director,filing protests
on the proposed local improvement districts from the Order of
Elks,the Aero Mechanics,the American Legion,the Seventh
Day Adventist Church,Mr.Vernon Lett,Mr.Maurice Pearson,
Mr.R.P.Penhallurick,and Mr.John Lee with the City Council,
was read.These protests represented 38.19%of the total cost
of the project.
Mr.Nevins further stated that in order to place restraint on a
local improvement district,the filed protest would have to
represent 60%or more of the total cost of the improvement.
Motion by Holm,seconded by Hardin,that the second reading
be accepted and the ordinance passed.Motion carried.
ORDINANCE NO.5 35 VACATING FIRST FREE METHODIST PLAT -SECOND
READING
An ordinance vacating the Free Methodist Plat,within the City of
Moses Lake,Washington,except the easterly 10'dedicated for
street purposes,was read by title only.
Motion by Ebbert,seconded by Eng,that the second reading be
accepted and the ordinance passed.Motion carried.

RESOLUTION NO.369 - TRANSFERRING FUNDS TO AIRPORT
Resolution No.369,transferring $300.00 from budget item
17.3.4 Construction Projects,Runway Lights,to 17.2.8
Contractual Services,Telephone &Utilities;$175.00 from
17.3.4 Construction Projects,Runway Lights,to 17.2.26
Custodial,Runway Lights;$811.00 from 17.3.4 Construction
Projects,Runway Lights,to 17.2.13 Airport Management-
creating a new budget code No.17.2 .13 entitled "Airport
Management"under the Maintenance and Operation subdivision
of the Airport Department; and transferring $589.00 from 10.2.35
Elections and Census to 17.2.13 Airport Management,was read.
It was explained to the Council that this transfer of funds was
a result of the new lease with Big Bend Community College.
It was asked if the transferring of funds out of 17.3.4 Construction
Projects,Runway Lights,meant that new runway lights would not
be installed this year.
Mr.Waggener,City Manager,stated that this was correct,but
that replacement of existing lights in poor condition would take
place.
Motion by Hardin,seconded by Eng,that the resolution be adopted

RESOLUTION NO.370 -ACCEPTING DEED FROM MOSES LAKE BUILDING
ASSOCIATION
Mayor Stadshaug explained that the next four items on the agenda
were resolutions accepting deeds for the additional right-of-ways
needed for the construction of the Stratford Road improvement.
Motion by Hardin,seconded by Skaug,that the resolution accepting
the conveyance of real estate to the City of Moses Lake,Washington,
for public roadway purposes from the Moses Lake Building Association,
Inc.,be adopted.Motion carried.

RESOLUTION NO.371 -ACCEPTING DEED FROM THE AMERICAN LEGION
Motion by Skaug,seconded by Holm,that the resolution accepting
the conveyance of real estate to the City of Moses Lake,Washington,
for public roadway purposes from the American Legion,Chief Moses
Post No.2 09,be adopted.Motion carried.
RESOLUTION NO.372 -ACCEPTING DEED FROM JOHN AND MARY LEE
AND HIRAM AND ROSAMOND SHAFFER
Motion by Ebbert,seconded by Eng,that the resolution accepting
the conveyance of real estate to the City of Moses Lake,Washing
ton,for public roadway purposes from John H.Lee and Mary
M.Lee,and Hiram H.Shaffer and Rosamond E.Shaffer,be adopted.
Motion carried.
RESOLUTION NO.373 -ACCEPTING DEED FROM A.W.AND NAOMI CORDELL
AND JOHN AND MARY LEE
Motion by Holm,seconded by Skaug,that the resolution accepting
the conveyance of real estate to the City of Moses Lake,Washington,
for public roadway purposes from A.W.Cordell and Naomi O.Cordell,
and John H.Lee and Mary M.Lee,be adopted.Motion carried.

"701"PROGRAM -IMPLEMENTATION
A letter from Merle W. Hoeft, Building and Planning Director,stating
the Planning Commission recommends that with Council acceptance
of the Urban Planning Analysis,that the recommendations as provided
by the consultants be implemented,was read.
It was pointed out that the purpose of this study and its implementation
is to improve the economic characteristics of the city,and that the
Planning Commission's role was not official,but that of an advisory
board to the City Council.It was further explained that the partici
pation of local citizens in research committees would be encouraged
and that the reports from these committees would be combined into
a planned program of city development.
Motion by Holm,seconded by Ebbert,that the Planning Commission
be encouraged to implement the findings of the "701"Program through
the Building and Planning Department.Motion carried.
MELVA ADDITION NO.2 -RELEASE OF UTILITY BOND
A letter from Pat Nevins,Public Works Director,recommending
that the Council accept the maintenance of the water and sewer
mains on Wapato Drive and that the cash bond in the amount of
$1,800.00 be released,was read.
The Mayor explained that this was the property near the Pancake
House and Oasis Motel where the new service station was built.
Motion by Skaug,seconded by Hardin,that the Public Works
Director's recommendation be accepted,and the utility bond
be released.Motion carried.
LETTER -COMMENDING LIONS
A letter from Pat Nevins,Public Works Director,commending the
Lions for demolishing the old library building and pointing out
the savings that this represented to the city,was read.
Motion by Hardin,seconded by Eng,that the City Manager and
Mayor write a letter to the Lions thanking them for their assistance
in clearing the old library site.Motion carried.()
