COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-City Hall August 24,1965
The City Council met in regular session with the meeting called
to order by Mayor Stadshaug.Councilmen present were:Gordon
Ebbert,Otto Skaug,Jack Eng,and Forrest Hardin.Councilman
Holm was absent.
The minutes of the last regular Council meeting of August 10,
1965,were approved by the Council as.written.
BILLS were audited by the Council.Motion by Eng,seconded by
Skaug,that the bills be approved and warrants written.
Motion carried.
CURRENT EXPENSE -Total Amount Paid $1,541.30
EQUIPMENT RENTAL -Total Amount Paid 1,941.36
LIBRARY -Total Amount Paid 466.79
PARK AND RECREATION -Total Amount Paid 776.62
STREET -Total Amount Paid 286.41

The following special bills were read:

Northwest Protective Coatings,Inc.
Release of retainage on contract #65-01
for the refinishing of the interior and
exterior of two water storage tanks $2,161.94
A letter from Public Works Director Pat Nevins,recommending
that the City Council authorize the release of the 10%
retainage in the amount of $2,161.94,was read.He further
stated that clearances had been received from the Tax
Commission and the Department of Labor and Industries.
Motion by Hardin,seconded by Skaug,that the special bill
from the Water and Sewer Fund be paid.Motion carried.
GOB #9 CONSTRUCTION

Ramp for bookmobile $63.72
Motion by Skaug,seconded by Eng,that the special bill
from GOB #9 Construction be paid.Motion carried.

Motion by Jones,seconded by Hardin,that the special
bills from the 1965 Revenue Bond Construction Fund be
paid.Motion carried.
The Council noted the arrival of Councilman Holm.
Warrants No. 9592 through 9652 have been approved for payment
this 24th day of August,1965.

CONSIDERATION OF BIDS -SEWAGE TREATMENT PLANT MODIFICATION
/OP/A letter from Public Works Director Pat Nevins,recommend
ing that the contract be awarded to Floyd 0.Swenson,was
read.He stated that precious time could be saved with
construction commencing as soon as possible. Mr.Nevins
also noted that the approval of the Washington Pollution
Control Commission and the U. S.Public Health Service
has been received.
A letter from Mr.Hal Murray of Stevens &Thompson,Inc.,
Consulting Engineers,recommending that the city accept
the low bid of Floyd 0.Swenson for construction of the
project,was read.
Motion by Holm, seconded by Ebbert, that the contract be
awarded to Floyd 0. Swenson of Moses Lake for $157,175.28.
Motion carried.
Mayor Stadshaug noted the presence of Mr.A.J.Fram of Tempe,
Arizona and welcomed him to the Council meeting.

u(f A letter from Public Works Director Pat Nevins,recommend
ing that the contract be awarded to C. B.Leonard (dba
Leonard Plumbing Company)was read.Mr.Leonard's was
the only bid received and was $984.43 below the Engineer's
estimate.
Motion by Hardin, seconded by Eng, that the contract be
awarded to C.B.Leonard of Moses Lake for $11,170.50.
Motion carried.
REQUEST TO CALL BIDS -SEALCOATING STREETS
jQ\Cf'n A letter from Pat Nevins,Public Works Director,requesting
permission to have the Engineering Division prepare plans
and specifications and publish the call for bids on
August 27th and September 3rd,was read.The bid opening
would be on September 9th and a recommendation for
acceptance presented to the Council on September 14, 1965.
Mr. Waggener, City Manager, stated that this pretty much
completed the sealcoating of the arterial streets having
heavy traffic.
Mr.Nevins presented a map showing the streets to be
sealcoated.
Motion by Hardin, seconded by Skaug, that the Engineering
Department be given permission to prepare plans and spec
ifications and publish a bid call for sealcoating the
arterial and non-arterial streets as proposed in the Six-
Year Street Program for this year.Motion carried.
