1965 10 121033 COUNCIL MEETING -8:00 P.M. -City Hall October 12,1965 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Otto Skaug,Jack Eng,Forrest Hardin,Monte Holm,and John Jones. The minutes of the last regular Council meeting of September 28, 1965,were approved by the Council as written. BILLS were audited by the Council.Motion by Hardin,seconded by Eng, that the bills be approved and warrants written. Motion carried. CURRENT EXPENSE -Total Amount Paid $2,435.24 EQUIPMENT RENTAL -Total Amount Paid 140.32 LIBRARY -Total Amount Paid 506.24 PARK AND RECREATION -Total Amount Paid 1,250.69 STREET -Total Amount Paid 3,866.70 WATER AND SEWER -Total Amount Paid 9,430.20 SANITATION -Total Amount Paid 4,974.85 TOTAL $22,604.24 SPECIAL BILLS The following special bills were read: WATER AND SEWER FUND Leonard Plumbing Progress Payment #1 Contract 65-04 $2,102.17 Leonard Plumbing Progress Payment #1 Contract 65-04 $2,370.53 A letter from Public Works Director Pat Nevins,stating that materials in the amount of $4,769.36 plus tax have been received and stating that construction had begun on Monday,October 11th,was read.Mr.Nevins further recommended payment for the materials less a 10%retainage as shown on the purchase orders. Motion by Holm,seconded by Hardin,that the special bills from the Water and Sewer Fund be paid.Motion carried. GOB #9 CONSTRUCTION FUND Holmes Brothers 2 yards of concrete $35.43 Holmes Brothers 682 yards of top soil for the Library $710.64 Motion by Hardin,seconded by Eng, that the special bills from GOB #9 Construction Fund be paid.Motion carried. 196 5 WATER AND SEWER BOND CONSTRUCTION Floyd 0.Swenson Monthly Construction Estimate No. 1 $15,994.95 Stevens &Thompson,Inc. Professional services of resident engineer on construction of sewage treatment plant expansion - Sept. 1st through Sept. 30th $1,074.35 Motion by Eng,seconded by Hardin,that the special bills from the 1965 Water & Sewer Bond Construction Fund be paid. Warrants No.9781 through 9855 have been approved for payment this 12th day of October,1965. October 12,1965 1034 ORDINANCE NO.5 37 -REGULATING SPEED ON STRATFORD ROAD Ordinance No.537 fixing the maximum speed on a portion /£• of Stratford Road within the City of Moses Lake until the completion of roadway improvements and declaring an emer gency was read in its entirety. Motion by Hardin,seconded by Eng,that the ordinance be adopted and declared an emergency.Motion carried. RESOLUTION NO.377 -AUTHORIZING CERTIFICATION OF PURCHASE ORDERS Resolution No. 377 authorizing certification of purchase orders and designating a special certification form was read in its entirety. Mr.Waggener,City Manager,suggested corrections be made in the resolution by adding the City Treasurer to the list of personnel authorized to certify purchase orders in the Administration Department,and the Assistant Fire Chief under the Fire Department. Mr.Skaug asked what brought about this change in city procedure.Mr.Waggener explained that a change in leg islation allowing the city to certify purchases rather than certification from the vendor was the reason for the change. Motion by Hardin,seconded by Jones,that the resolution including the corrections suggested by Mr.Waggener be adopted.Motion carried. CASCADE PARK -APPROVAL OF PLAN FOR CAMPING Park and Recreation Director Clemens Brigl presented a ^/S/ drawing indicating the area to be used for camping and a smaller sketch of the camping layout itself.He indicated that an area of approximately three acres would be involved. The camp site would include about fifty units with water provided at each corner. Mr.Holm asked if there would be a charge.Mr.Brigl indicated that there would be at a later date. Mr.Holm stated that he was against the idea if it would provide competition with private business.He stated that he had not heard of a city camping ground of this type before,that they are normally run by the state. Mr.Brigl stated that a camping area was one of the primary things considered in any proposal to obtain federal funds for developing an area such as Cascade Park.He said that a probable camping area had been indicated in the plans submitted to various agencies in the past. It was stated that tourists have in the past indicated a lack of good camping facilities and that for this reason have often gone on to other locations. Mr.Holm wanted to know if there were any other cities furnishing such facilities. Pat Nevins,Public Works Director,indicated that Walla Walla has a facility for camping run by the city. He said that they have used a drop box to collect the camping fees and that in the evening someone checks to see that every camper has paid. 1035 October 12,1965 Mr.Brigl stated that he could give no definite cost for this particular project,but that the entire Cascade Park develop ment would cost about $250,000 with this included. Mr.Waggener,City Manager,indicated that the Council had already approved a certain amount of grading and that the provision for the camping area would be a part of this. Mr.Jones stated that he felt that there is a need for adequate camping sites and that he did not feel that those planned for Cascade Park would hurt anyone's business. It was noted that the marinas would probably draw some add itional business from the campers for boat fuel and supplies. Mr.Hardin asked if there would be restroom facilities provided in the plan at this time.Mr.Brigl indicated that none had been planned at this time other than existing facilities. Motion by Hardin,seconded by Gordon Ebbert, that the Council adopt the plan as submitted by Mr.Brigl.Motion carried with Mr. Holm dissenting. ASSOCIATION OF WASHINGTON CITIES REGIONAL MEETING The Mayor reminded the Council about the AWC Regional Meeting in Ellensburg.He said that those attending the meeting would be leaving on Friday,October 22nd. SLIDE PRESENTATION -PUBLIC WORKS DIRECTOR \Qp Mr-Nevins indicated that the purpose of the presentation was to give the Councilmen an idea of some of the problems at the sewage treatment plant and in other areas of the city,such as damage to sidewalks and curbs and stoppage in the sewer lines due to tree roots. Mr. Hal Murray of Stevens and Thompson was introduced following the slides.He offered to answer any questions the Council might have on the items presented by Mr. Nevins concerning the sewage treatment plant. He in turn intro duced Mr.Bob Anderson,Resident Inspector at our sewage treatment plant. Mr. Hardin asked Mr.Murray if there were any problems that he felt the city would be unable to cope with in regard to the sewage treatment plant. Mr.Murray indicated that he felt that most of the problems had been pretty well solved and that with the completion of the addition to the plant he did not anticipate any further major problems. BUSINESS LICENSE FEE SCHEDULE Mr.Waggener indicated that so far they were not in agree ment with any particular schedule,and that these schedules were being presented for the Council's information.There have been no major changes to the business license ordin ance since 1952 and he feels that some changes would be in order.There has been some difficulty explaining to the citizens the reason for the $37.50 and $18.00 charges.He indicated a need to move rapidly on this item in order to have the billing ready by mid-December.A study session will be held on this item sometime in the near future. 1036 October 12, 1965 REQUEST FOR FREE PARKING DURING CRAZY DAYS -RETAIL TRADES COMMITTEE Mr.Ohland and Mr.O'Dell appeared on behalf of the Retail Trades Committee requesting a blanket approval for the covering of parking meters for Crazy Days three times a year. Motion by Skaug,seconded by Hardin,that the Council approve the request for free parking for Friday and Saturday,October 15th and 16th,but that any similar request in the future should be made to the Council again.Motion carried.
